COMMUNITY OUTREACH COORDINATOR PAY PLAN: 118 - $50,492.00 minimum salary SECTION I-JOB DESCRIPTION Responsible for developing, facilitating and implementing outreach activities/strategies, special events, programs and presentations which support the activities of the Precinct. Also responsible for connecting people in the community by creating agreements and cultivating relationships with businesses, individuals and other relevant organizations.
ESSENTIAL FUNCTIONS:
Responsible for building and maintaining relationships with community contacts.
Develops, facilitates and implements outreach activities, special events, programs and presentations to increase awareness of the Precincts presence and activities in the community.
Serves as a contact for media inquiries and request for information.
Develops and maintains relationships with the local media, including print and electronic media outlets.
Manages constituent related activities, such as complaints, correspondence and other similar administrative and customer support functions.
Assists in the preparations of presentation or speeches.
Provides creative support for internal and external communication efforts including print, web sites, electronic communication, community engagement, media and video.

EDUCATION AND EXPERIENCE:
Graduation from an accredited four (4) year college/university with major course work in business or public relations, journalism or communications.
One (1) year of experience in journalism, communication or public relations.
Two (2) years of experience may be substituted for one (1) year of education.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of social media and emerging communication platforms
Knowledge of English grammar, various communication media uses, format requirements, audiences etc.
Skill in establishing and maintaining cooperative working relationships with other employees, departments, representative from the media, civic groups and the public.

Under general supervision of the assigned Licensed Vocational Nurse (LVN) and with direction of other facility personnel, the Medical Assistant (Med Tech) will distribute medications to assigned juveniles/cadets on a set schedule, will observe individual juveniles/cadets ingesting their medications and will read the Purified Protein Derivative (PPD) in a timely manner for juveniles/cadets when needed and instructed by the LVN. Medication aide will also assist the LVN in packaging medications to the extent allowed to by Texas law. Medication aide will also assist the LVN in quality assurance of the detention center and boot camp facilities by executing certain monthly or quarterly audits, organizing the sick call list per day and assisting in "first response" should a medical emergency issue arise.
MINIMUM REQUIREMENTS:
Education and Experience:
Pre-Hire Licenses, Certificates and Experience
Current Texas Driver's License and maintain an acceptable driving record;
Must have an automobile and current automobile insurance;
Must be over twenty-one (21) years of age (for state certification requirements);
High school diploma or GED;
State certification as Medical Assistant (Med-Tech)
Minimum of one (1) year experience working as a medication aide;
Ability to communicate effectively (reading, writing and understanding) in English; Spanish is preferred;
Basic computer skills in Microsoft Word, Excel, PowerPoint;
Able to submit to a drug urinalysis pre-screening exam and pass a criminal background check. If the candidate for employment does have a criminal record, it must be cleared through the requirements as set forth by the Texas Juvenile Justice Department;

TYPICAL DUTIES
Delivery of medications to juveniles/cadets at designated sites (Darrell B. Hester Juvenile Detention Center/Amador R. Rodriguez Juvenile Boot Camp and Educational Center & LIFE/BRAVE Residential Program);
Receive verbal/written orders from the LVN, noting special reactions to watch for;
Verify all medications are secured and accounted for in transport medication cart;
Match juvenile/cadet to medication;
Observe juvenile/cadet take medication;
Document time, place, any observations, reactions or complaints and report any issues immediately to the LVN or appropriate supervisor;
Document juvenile/cadets refusal to take medication;
Watch for contradictions or drug reaction and if so, begin emergency precaution/process and contact LVN immediately;
Keep inventory of all pharmaceuticals, including OTC's and notify LVN before supplies become depleted;
Keep all medication areas locked and secured at all times;
Check each medication or supply area to assure security before the beginning of each shift;
Rotate stock of supplies so that nearest expiration date is used first;
Keep running order of supplies needed and submit to LVN on a timely basis;
Assist LVN in monthly inventory of prescription medication or as they are being depleted;
Read PPD's of all juveniles/cadets/staff that is tested in a timely manner;
Receive orders from LVN of juveniles/cadets/staff whose PPD's must be read on each day, if the LVN is not available to conduct such readings;
Read PPD's according to normal procedure for reading;
Chart juvenile/cadets/staff name, number, date, results of PPD according to established policy and procedure;
Notify LVN or stand-by doctor of potential problems (if unusual large reading, signs or symptoms of active case);
Active involvement with Quality Assurance audits as assigned by the LVN;
Complete audit forms according to directions;
Submit forms to appropriate personnel;
Verify if any medications need to be retrieved from pharmacy;
Normal office functions such as filing, copying, making new medication forms, completing routine reports;
Have phone contact with nurse, if necessary;
Maintains conduct consistent with standards expected of Cameron County employees as specified in the Cameron County Operations Employee Handbook and that of the Cameron County Juvenile Probation Department;
Must comply by all TJJD standards and Code of Ethics requirements;
Responsible for reporting any and all suspected cases of abuse or unprofessional conduct on the part of another employee, to include supervisors;
Attend staff meetings and trainings as required;
Employment is contingent upon state, local and/or grant availability;
Adhere to the Department's, County's and TJJD's policy & procedures and ethical standards;
As a Cameron County employee, the identity of every juvenile/cadet shall be kept confidential, except to the extent necessary to carry out for the purpose of an investigation, hearing or judicial proceeding;

They may function as clinical or specialty technicians, medical administrative personnel and healthcare providers at medical treatment facilities. Specifically, Hospital Corpsmen may be called upon to:
Perform emergency medical treatment on SEALs, Seabees, Marines and other military personnel injured in the field, as well as on Sailors aboard ships or aircraft
Perform emergency dental treatment as well as construct dental crowns and bridges, process
dental X-rays and operate X-ray equipment
Serve as an operating room technician for general and specialized surgery
Help administer a wide range of preventive care and medications, including immunizations and intravenous fluids
Conduct physical examinations and assisting in the treatment of diseases and injuries
Maintain patient treatment records, conduct research and perform clinical tests
Assist Navy Physicians and Nurses in a variety of medical fields, including, but not limited to: radiology, physical therapy, phlebotomy, dental, surgery, family medicine, pathology, womens health and more

MEDICATION AIDE

Purpose of Classification
Performs professional work in medication distribution of assigned detention center. Duties include distributing medications and assisting with patient care. Positions in this class perform routine patient care and identify needed corrective actions to resolve discrepancies; answer questions; and maintain documents and records.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Distributes medications to assigned patients on a set schedule; observes individual patients ingesting their medicines; reads PPD's of patients in a timely fashion for inmates.
Delivers of medications to patients at designated sites (Detention I, Detention II, Old County Jail, and Carrizales-Rucker); receives written/verbal orders from Charge Nurse, notes special reactions to watch for.
Verifies all medications are in transport container; transports patient medication to appropriate facility at appropriate time; keeps inventory of pharmacy including OTC's and notify charging are supplies became depleted.
Documents time, place, any observation, reaction or complaints; documents patient refusal to take medicines; watches for contraindications or drug reaction if so, begin emergency precaution/process and contract nurses on call.
Notifies charge nurse when supplies are near expiration date and of potential problems; keeps running order of supplies needed and submits to charge nurse on timely basis; assists charge nurse in monthly inventory of prescription drug.
Charts patients name, number, date, results of PPD according to established policy land procedure; completes audit forms according to directions.
Establishes and maintains both automated and manual records and files; and performs record retention tasks as dictated by County policy.
Additional Functions
Performs other related duties as required.
Minimum Qualifications
High School Diploma or GED; supplemented by a preferred one (1) year of experience performing medication administration and/or patient care work in a clinical setting; or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Texas medication aide certification required. Must have a valid Texas Driver's License.
