Champaign PD company history timeline

1855

Champaign was founded in 1855, when the Illinois Central Railroad placed its tracks two miles west of downtown Urbana.

1975

1975 – Champaign and Urbana councils approve policy and funding for consolidated police communications.

1978

August 1978 – Formal agreement for METCAD approved by founding agencies; James Munn named first director.

1981

December 1981 – Champaign County sheriff's office joins METCAD.

1984

May 1984 – County begins assessing fees on village departments for dispatching.

1986

August 1986 – Barry Furey named as director.

1990

February 1990 – Basic 911 service begins after years of delay on 3-digit emergency number.

1991

June 1991 – Brian Melby named as director.

1992

June 1992 – Mobile data terminal system begins allowing patrol officers to access dispatch information from squad cars.

1994

July 1994 - Wireless 9-1-1 Phase 0 implemented for some carriers, allowing 9-1-1 to be reached form cell phones.

1995

October 1995 – Al Anderson named as director.

1999

March 1999 – Emergency Medical Dispatching (EMD) services begin at METCAD.

2004

June 2004 – Rick Kallmayer named as director.

Since the inception of our group in 2004, Champaign-Urbana Citizens for Peace and Justice has been tracking the misconduct of local police and calling for accountability.

The City of Champaign agreed to a civil settlement with the two activists. (See article in the Public i)In 2004, there were three suicides within six months in the county jail.

2005

2007

Police Chief R.T. Finney said his officers had shown “a considerable amount of restraint.”(See the article in the Public i)In March 2007, Champaign police sent 17-year-old black youth Brian Chesley to the hospital.

2008

In December 2008, Champaign police detective Lisa Staples was found driving drunk in an unmarked squad car, going to wrong way on I-72 at 2:30 a.m.

December 2008 - Area Fire Departments begin using MDICE.

2009

Kaiyewu was later found to have a history of mental illness.(See the article in the Public i)In April 2009, Kiwane Carrington, an unarmed 15-year-old black youth was killed by Champaign police.

December 2009 – Ralph Caldwell named as director.

Officer Daniel Norbits, who in 2009 shot and killed Kiwane Carrington, was one of the officers involved.

2010

To help the City celebrate its 150th anniversary in 2010, local PBS station WILL-TV produced the series “Illinois Pioneers”, which examines different aspects of Champaign’s rich history.

2016

March 2016 - METCAD implements Text to 9-1-1 service allowing citizens in need of emergency assistance to request help via text message from their cell phone.

2019

August 2019 - Rennovations began to the METCAD console room.
