Definition of Classification:
Under general supervision of the ECE Assistant Director, the Child Development Consultant will provide hands-on coaching experiences, training, and behavioral support for children and families enrolled at CAPC childcare locations throughout San Joaquin County, including those who may have open CPS cases and/or families who are active participants of the Cal-Works programs.
This position is responsible for the development and implementation of behavior modification plans relative to the management of young children's problematic behaviors, comprehensive assessments, referrals to community resources, case plans, instruction and trainings for teaching staff, follow-up contact, coaching, mentoring, and social service support to the client, family, and teaching staff. Critical to this role is relationship-building with families to engage them in all levels of service.
The Child Development Consultant will also work closely with implementing Teaching Pyramid (CSEFEL) strategies that will aid in behavioral challenges as well as support social-emotional development within the classroom.
This position requires travel throughout San Joaquin County. Spanish speaking preferred, not required.
Description of Duties:
General:
Represent the agency in a consistently professional manner, always modeling a commitment to the agency's Mission and Values.
Promote and maintain a sense of teamwork between Early Education Services, other CAPC staff, volunteers, Board members, and , Children & Youth Services , CPS, community partner agencies, and other individuals relevant to the successful case management of each case. Network with other community agencies and participate when requested, in community and health fairs and other events designed to promote CAPC programs.
Develop and maintain mutually beneficial working relationships with other stakeholders to ensure support of the agency's vision, mission and values.
Ability to work effectively with diverse staff, parents, children and community members.
Maintain compliance and knowledge of all CAPC Policies and Procedures, funding and regulatory rules, and laws that apply to the program contracts and oversight agencies.
Have knowledge and experience supporting and implementing high-quality teaching and instructional practices including Classroom Scoring Assessment System (CLASS), Environment Rating Scale (ECERS/ITERS), Creative Curriculum, Teaching Pyramid (CSEFEL), The Desired Results Developmental Profile (DRDP), and Ages and Stages Questionnaire (ASQ-3).
Have a solid working knowledge of behavior interventions and therapeutic techniques.
Have a basic knowledge of mental illness diagnoses as it relates to the 0-5 population.
Complete reports, trackers, documentation and other items as required by funding source or as directed by Department Director.
Ensure First 5 data base is completed accurately and timely.
Program Specific:
Classroom & Child Observation and Assessment
Assume a critical role in the classroom team by observing all children enrolled for challenging behaviors, offering supportive & strategic interventions for the teachers to utilize to reduce frequency of those behaviors.
Collaborate with families to complete ASQ-SE rescreen assessments of all identified children enrolled within the timeframe. Complete necessary Child Plus documentation to ensure this deadline is achieved and recorded accurately.
Complete other assessment measures as directed by the Department Director.
Utilize assessment tools to support families in identifying needed referrals.
Create a collaborative working relationship with the teaching teams of each classroom and develop strategies to effectively share outcomes of assessment measures and discuss needs of each student and family.
Effectively and regularly communicate with families about observations related to their child, their child's behavior, outcome of assessment measures and any recommendations for intervention or other supportive services.
Participate in clinical consultation as assigned for the purposes of reviewing child case history and to determine whether/when referrals for higher level of intervention should be facilitated.
Implement coaching, training, and support to teaching staff and families involving behavioral intervention for all children enrolled in a CAPC childcare program.
Use assessment and observation outcomes to appropriately develop and implement appropriate behavior intervention and child support plans in a consistent manner appropriate to the Individual's life setting and needs.
Design systematic procedures that result in lasting positive changes in individual student behaviors.
Maintain files on a daily basis and assisting with any related statistical and/or evaluation components.
Provide whole classroom social skills lessons to support children with challenges on relevant topics recommended by teaching staff or through observation.
Consult with teachers to facilitate the infusion of counseling learning activities into the regular education curricula.
Support teachers in maintenance of/response to crisis situations when appropriate.
Assume responsibility for case assessments, service/client plans, and reports for each client. Meet contractual deadlines as outlined in program Scope of Work, or as assigned my Department Director.
Establish trust with families through family centered support and encouragement. Engage a minimum of 80% of families in acceptance of home-based supports.
Facilitate regular team meetings that include teaching staff and families to review child's progress and efficacy of child support plan interventions. Revise as necessary.
Model implementation of child support plan strategies to ensure consistency in the classroom. Observe for proper understanding and implementation from teachers and families; provide supportive coaching/redirection where appropriate.
In Home Supportive Services
Engage a minimum of 80% of families in acceptance of home-based supports.
Conduct home based visits with families at a frequency determined appropriate by the child's support plan.
Support families in understanding and implementing the strategies outlined in the child's support plan.
Provide general case management support, providing referrals for community resources as needs arise.
Promptly and accurately document services provided in Child Plus and any other file required by funding source or as directed by Department Director.
Collect required surveys at the end of program implementation as required by funding source or as directed by the Department Director.
Provide quality coaching, training and mentoring to establish effective implementation & support of the Teaching Pyramid (CSEFEL) in CAPC classrooms.

Stay current on curriculum changes or other changes to the Kindermusic program that would influence service delivery.
Minimum Qualifications
Education: BA degree in Child Development, early childhood education, psychology, social work, or related field.
Experience: Two years of relevant experience teaching/working with children (ages 0 to 5) and families. Preschool classroom experience preferred.

Essential Functions:
Supervise and oversee activities of care coordination team members through various methods, including but not limited to team meetings/supervision and regular communications.
Provide training for direct care coordinators in the home and community setting.
Provide routine training, support and assistance to staff through individual and group conferences, assistance in analyzing case problems, and in improving their skills.
Promote an ongoing culture of team member recognition and create an atmosphere of teamwork.
Complete and maintain a high-fidelity wraparound training credential.
Ensure completion of skill and competency-based training to supervise delivery of ICC and MCC. Review, provide feedback, and approve all required documentation ensure completion of all required care plans, initial assessments and CANS, outcomes reports, etc.
Ensures coordination and adherence to the on-call rotation
Participate in ongoing fidelity review and monitoring system focused on consistent application of system of care principles, adherence to OhioRISE ICC/MCC planning process and service components.
Collaborate with all relevant systems and key participants within systems pertaining to children or youth and family/caregiver being served to ensure the highest quality of services are being provided with a focus on ensuring family voice and choice.
Ability to assess needs in crisis situations and inform the response.
Respects confidential information. Ensures operations meet quality and compliance standards.
Ensures documentation meets Medicaid standards.
Evaluates the performance of staff members and recommends appropriate action to the manager.

* Performs tasks to assist the child development center director/assistant director in developing, administering, and evaluating on-going programs of age-appropriate individual and group educational activities for children.
* Performs tasks to assist training and curriculum specialists in developing age-appropriate activity plans for children 6 weeks through 12 years of age.
* Assists in conducting training for Child Development Program Assistants (CDPAS) and clerical staff using prescribed and/or locally developed curriculum, materials, and resources to meet the needs of individual staff members.
* Performs tasks to assist in providing advice to the Family Day Care Coordinator on necessary training of family day care providers and other staff; assists in providing training; and assists in the development of training tools.
* Helps select, compile, and maintain a training and resource library for the child development program.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
For Child Development Training and Curriculum Specialist positions with the Departments of the Air Force and Navy, and Education Program Specialist positions with the Department of the Army, the education must have been in child development or early childhood education.
To qualify for a GS-07: Completion of 1 academic year of graduate level education, bachelor's degree with Superior academic Achievement as provided in the "General Policies and Instructions" for Qualifications Standards Operating Manual, or 5 academic years of pre-professional study, or 1 year specialized experience equivalent to at least GS-5.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of child development concepts, theories, and principles; knowledge of the methods and techniques of fact finding, analysis, and development of action plans to resolve program problems and issues; knowledge of administrative office procedures, practices and concepts; knowledge of instructional methods and curriculum development; and the ability to communicate effectively, both orally and in writing. To be creditable, specialized experience must have been equivalent to at least the next lower qualifying pay band or equivalent grade under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate KSA's to successfully perform the duties of the position being filled. This specialized experience could have been obtained in the private or public sectors.

Any individual who was awarded a degree by an institution of higher education from a PUBLIC or other non-profit institution not more than two years before the date of appointment meets the basic eligibility requirement to apply for the DHA Recent Graduates Program;

Any individual who has completed a period of obligated service in a uniformed service of more than four years and was awarded a degree by an institution of higher education from a public or other non-profit institution not more than four years before the date of appointment of such person, meets the basic eligibility requirement to apply for the DHA Recent Graduates Program.

Duties

Offer direct consultation and modeling to educators and caregivers to promote self-regulation, pro-social behavior, and trauma-informed care using strategies such as Conscious Discipline and PCIT-Informed tools.
Conduct or coordinate early mental health assessments and work with families and teams to create action plans addressing developmental, social-emotional, and behavioral needs.
Deliver family engagement services through parenting support, Triple P parenting sessions, and referrals to appropriate services or evaluations.

TE Learning Center, a daycare through The Experience Church, is looking for one Floating Teacher to join our team. Our facility will be located at 47998 Watson Rd., St. Clairsville, OH 43950. Our ideal candidate is attentive, motivated, and engaged. The child care Floating Teacher is responsible for working with the Lead Teacher and Assistant Teacher(s) to implement care & education for the children enrolled in his/her class. Responsibilities may include but are not limited to the following: physical care giving, developmental assessments, following an age appropriate curricular plan, and facilitation of supportive relationships with Lead Teacher, Director, Co-workers, Parents, and Students. This position is a casual part time position where your hours will fluctuate based on the need.

Create safe and appropriate diapering, toileting, and hand-washing areas and help children with all personal hygiene skills;
Assist Lead Teacher and Assistant Teacher with implementing age and developmentally appropriate classroom practices that will include the areas of physical, emotional, social and cognitive needs of the young children.
Serve as a role model for the children in the areas of attitude, speech and actions on a daily basis;
Treat each child with dignity and respect for his/her cultural background.
Encourage children's development in the areas of building self-confidence, problem solving, and taking responsibility for their actions;
Interact with each child on a daily basis through circle time, centers, snacks, lunchtime, playground, free play, etc.
Nurture positive relationships with parents and establish continual communication under the direction of Lead Teacher and Administration.
Other duties as assigned by your supervisor.

Associate or bachelor's degree or higher in Early Childhood Education or a complementary degree is preferred but not required.
Must meet Ohio State requirements and Child Care Certifications are necessary.

Must meet annual continuing education requirements.
Health exam, background check and other health screenings required.
Ability to perform physical labor as needed for position.
