Under the direction of the Program Manager, the Program Administrator will represent the program in planning, implementation, and evaluation of the Community Councils. Provides administrative support necessary for the operation of the unit.
Administration
Works collaboratively with the Program Manager with implementing program operations through policies and procedures, goals, and objectives.
Prepare and maintain timely documentation and records in accordance with agency, state, accreditation, and other requirements, policies, and procedures.
Review, interpret and analyze outcome data for improved practices in conjunction with the Program Manager
Ensure timely submission of all regular or required reports.
Coordinating trainings and off-site retreats with oversight of program manager.
Work with Communications & Engagement for Social Media posts and Website updates, as well as schools and districts on Community Council events and activities.
Work with Program Manager to ensure record compliance is met.
Data
Timely, accurate processing and aggregation of data related to data and grant reports.
Coordinate with data team to create and update data reports, including data quality monitoring; incidents; risk; compliance; productivity; client engagement and experience; program impact; and others as needed
Analyze aggregated data to surface actionable insights, and communicate insights in visual, narrative and/or verbal form, as needed.

Ability to work flexible hours, including some evenings to support program needs.

EDUCATION and/or EXPERIENCE
Bachelor's degree or equivalent in data, social work, counseling, psychology, human services, or related field.
Ability to respond appropriately to the cultural differences present among the agency's service population.
Delacare Regulations require all staff to have at least 28 hours of training each year.
Strong interpersonal, oral and written communication skills, required.
Ability to work independently and accurately.
Must have reliable transportation and a valid driver's license, which meets the requirements of the agency's insurance carrier.
Demonstrated ability to establish and maintain effective working relationships with staff.

Under the supervision of the Crisis Program Manager, the MRSS Crisis Supervisor plans, directs and coordinates activities of MRSS (Crisis Intervention/Prevention) to ensure that clinically appropriate goals and procedures are accomplished in accordance with risk factors, time limitations, funding requirements, and JCAHO and licensing regulations.

Summary/objective
Under the supervision of the Chief Clinical Officer, the Crisis Program Senior Manager is responsible for administering the programmatic operations, including project/program development, contract and fee management, overall crisis staff supervision, program monitoring and reporting, and the development of new program opportunities. Essential functions:
Program Administration
Provides direct supervision of Crisis Clinical Coordinators and Call Center Supervisor to ensure crisis services are provided with clinical integrity that keeps safety, risk factors, and best practices in 24/7 crisis intervention at the forefront of all decisions made and services provided. These programs consist of services that support youth at high to moderate risk for suicide, harm to others, significant instability following a traumatic event, or at risk of being removed from their home environment due to behavioral dynamics. All subprograms also require quick decision-making and turn-around time for services rendered.
Coordinates expedited community crisis responses as needed due to emergency traumatic/loss events that occur impacting youth in Delaware.
Maintains monthly data and complete monthly and quarterly reporting documentation about statewide crisis services and subprograms.
Oversees the case management and clinical documentation processes with Clinical Coordinators to establish procedures, ensuring rapid completion of crisis documentation, monitor chart completeness and case confidentiality.
Collaborates with community partners to address needs or concerns related to crisis intervention services. Community partners include schools, emergency departments, psychiatric inpatient facilities, pediatric offices, police departments, youth mental health service programs, etc.
Ensures program compliance with agency and accreditation standards.
Ensures that all contract goals and objectives pertinent to the program are met.
Establishes and maintains processes of effective recruitment of personnel.
Clinical Oversight

Summary/objective
The Intensive Community Services TSF Clinician is responsible for providing clinical behavioral health services in the community to DGS Clients. Therapists in this program will provide mental and behavioral health support to clients and their families, assisting them in being able to step-down to a less intense level of care.

Attends and actively engages in weekly individual supervision and monthly group supervision

Summary/objective
Under the supervision of the Crisis Clinical Coordinator, the Youth Peer Support Specialist will provide peer mentoring services, include peer counseling, mentoring, support, and advocacy according to the needs, interests and perspectives of youth receiving services from the Mobile Response and Stabilization Services (MRSS) program due to an identified crisis. Our client population is racially and ethnically diverse; 80% of DGS clients are Medicaid recipients and 90% have household incomes under $30,000. Many of our clients present with significant treatment challenges including learning impacts due to missed school and negative economic impact due to parental missed work. Summary/objective
The Intensive Community Services Clinician is responsible for providing clinical behavioral health services in the community to DGS Clients. Therapists in this program will provide mental and behavioral health support to clients and their families, assisting them in being able to step-down to a less intense level of care.
Essential Functions :
Clinical
Attends and actively engages in weekly individual supervision and monthly group supervision
Provide evaluative, diagnostic, and psychotherapeutic services to children, adolescents, and their families; and collaborate with DPBHS and other area providers as needed
Conceptualize course of treatment inclusive of appropriate modalities, interventions, frequency and duration of clinical services
Assess clients needs and risks by utilizing crisis intervention skills and/or services
Apply knowledge related to developmental factors, family and community systems in order to develop and implement treatment planning
Maintains an assigned caseload in compliance with agency standards related to direct clinical care
Demonstrate comprehensive skills in providing evaluation, diagnosis, and therapeutic services to build resilience in children, adolescents, and families
Provides feedback and suggestions for program improvement
Administrative & Clinical Documentation
Engages and collaborates with community resources, make appropriate referrals, and consult with other agencies on behalf of clients
Collaborates with school staff regarding behavioral health services for students
Complete required documentation for clinical records within established timeframes.

Provide a minimum of 10 hours of service per week

Summary/objective
Under the supervision of the Crisis Clinical Coordinator, the Youth Peer Support Specialist will provide peer mentoring services, include peer counseling, mentoring, support, and advocacy according to the needs, interests and perspectives of youth receiving services from the Mobile Response and Stabilization Services (MRSS) program due to an identified crisis. The ultimate goal of peer mentoring is to engage the youth in the support available, advocate for the needs of the youth, and assist in transitioning into other support services that may be needed in the community.
The focus of the Youth Peer Support Specialist is to support the youth during the risk assessment that occurs when a request is made to the MRSS program and to provide ongoing mentoring while the MRSS case is open. The Youth Peer Support Specialist will work closely with the MRSS crisis clinician to help the youth achieve their goals and find stability in the community.
In addition, the incumbent is responsible for documentation of mentoring services provided from intake through discharge. This position is available due to grant funding that will end on September 30, 2025.

Summary/objective
Under the supervision of the Crisis Integrated Services Coordinator, the Engagement Specialist plays a crucial role in coordinating care and providing support to children and youth experiencing crises. Conduct outreach to children and families who decline or disengage from crisis services to encourage participation and offer support.
Maintain contact with former clients and families to assess ongoing needs and provide appropriate referrals or follow-up.
Serve as a point of contact for post-discharge engagement, ensuring continuity of care and supporting client wellness.
System Engagement and Resource Coordination

Coordinate services and follow-up by phone and email, ensuring accurate and timely information exchange.
Assist in scheduling follow-up appointments or connecting families with ongoing mental health support.

Advocate for the needs of youth and families within the program and with external agencies, ensuring that services are delivered in a culturally competent and client-centered manner.

Help youth and families navigate systems, including insurance, legal, educational, and other social services, to ensure holistic support.

Summary/objective
Under the supervision of the Crisis Clinical Coordinator, the Crisis Clinician will provide rapid response screening and assessment and counseling intervention services to youth and families experiencing urgent psychological and emotional problems (ie. aggressive and defiant behavior due to problems with emotion regulation, suicidal/homicidal ideation, plans, or attempts, family conflicts, etc.) while maintaining safety and implementing therapeutic treatment plans in a community-based setting. The incumbent is responsible for conducting risk assessments, consulting with appropriate supervisors or DPBHS workers to make decisions about level of care needed to maintain safety, and providing short-term, therapeutic crisis intervention services for up to 30 days. In addition, the incumbent is responsible for therapeutic documentation of cases from intake through discharge.
Essential functions:
Risk Assessment
Maintain professional, trauma-informed, and empathetic interactions during crisis interactions with families and all stakeholders
Use critical thinking and risk management skills when assessing and making decisions about the least restrictive level of care
Understand and utilize knowledge about warning signs and risk factors associated with suicide risk and risk of harm to others
Develop comprehensive skills in planning for safety and providing evaluations, diagnosis and therapeutic crisis intervention services to children, adolescents and their families.
Case Management
Provide therapeutic recommendation and referrals for children, adolescents, and their families referred for assessments and follow-up services
Communicate with and provide appropriate documentation to the DPBHS team
Communicate with appropriate stakeholders to maintain a systems-based approach to stabilization of crisis situations
Maintain complete, accurate, and timely documentation
Therapeutic Crisis Intervention
Plan and administer solution-focused and trauma-informed interventions to maintain safety, build skills, and address problem solving, communication, and relationship conflicts.

Therapists in this program will provide mental and behavioral health support to clients and their families, assisting them in being able to step-down to a less intense level of care.

Provide psychoeducation to children, adolescents, and their families; and collaborate with DPBHS and other area providers as needed
Assess clients needs and risks by utilizing crisis intervention skills and/or services
Apply knowledge related to developmental factors, family and community systems in order to develop and implement treatment planning
Maintains an assigned caseload in compliance with agency standards related to direct clinical care
Teach, practice and support ongoing skill building in the home, school and/or community to increase resilience in children, adolescents, and families
Provides feedback and suggestions for program improvement
Administrative & Clinical Documentation
Engages and collaborates with community resources, make appropriate referrals, and consult with other agencies on behalf of clients
Collaborates with school staff regarding behavioral health services for students
Complete required documentation for clinical records within established timeframes.
