He held both leadership and command roles in Naval shipyards, the Naval Sea Systems Command, and the Program Executive Office (PEO) Submarines. Mr. Ballard earned a Bachelor of Science Degree in Mechanical Engineering from Rensselaer Polytechnic Institute and a Master of Science Degree in Mechanical Engineering from the Naval Postgraduate School. He is a graduate of Executive Development Programs at the Kellogg School of Business at Northwestern University and at the Harvard Business School.
