Job Description
Under supervision, Management Assistants perform professional-level administrative and/or management duties in a variety of functional areas, such as: office/operations management; budget development, administration, and fiscal reporting; development and administration of contractual agreements and grants; and evaluation and development of management policies and procedures, including evaluation of impact of existing and proposed legislation.
Current City policy allows for hybrid work schedules. Staff must work on-site some days each week and may arrange to work remotely on other days.
MANAGEMENT ASSISTANT POSITION AND JOB RESPONSIBILITIES
1. Manages or assists in management of the resources and staffing of an office, section, operation or program; monitors available budget and maximizes use of existing staff and re-sources for office, program or section; recommends changes in staffing and/or acquisition of equipment/materials; oversees various staffing and personnel-related functions; over-sees purchasing, billing and inventory control; coordinates building security, maintenance and utilization of space.

6. Assists in development of policies, procedures and work practices of an office, program, operation or section; reviews and evaluates existing policies, procedures and work practices; consults with managers, administrators and other staff; reviews and evaluates the effect of proposed and existing legislation, regulations and law on organizational structure and operations; assists in development and implementation of changes to policies and procedures in compliance with overall City/departmental policies and goals.
7. Assists in budget development, resource planning, and fiscal reporting; assesses staff and resource needs of office, program, section based on research and consultation with man-agers and administrative staff; assists in review of budget requests from departmental man-agers; assists in development of annual departmental budget; monitors revenues and/or expenditures and reconciles accounts; assists in fiscal/financial analysis; gathers information and writes or assists in writing reports related to budget, fiscal, resource and staffing issues.
8. Assists in development, implementation and administration of competitive bid processes and contractual agreements; assists in the development of language and specifications; prepares or assists in preparing contractual documents; assists in preparation of requests for proposals and bid solicitation; consults with departmental staff to ensure that depart-mental requirements are accurately described; assists in evaluation of bid information pro-vided by contractors/vendors; assists in establishment and maintenance of contractual relationships; assists in monitoring and enforcement of legal agreements to ensure compliance.
9. Assists in the monitoring and oversight of grants received by department; prepares or assists in preparing grant proposals; reviews funding limitations and other requirements specified by grantor; assists in monitoring departmental expenditures to ensure funding limitations are not exceeded; assists in monitoring other criteria to ensure compliance with standards required by grantor.
Qualifications
Education:
Possession of a baccalaureate degree from an accredited college or university.
Experience:
One (1) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.
Substitution: Additional qualifying experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or ad-ministration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of additional qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

Work Location and Schedule
The SFPUC offers a hybrid, flexible work schedule. Employees of the Financial Planning team work in-office at the SFPUC's headquarters at 525 Golden Gate Avenue, San Francisco 4 days per week (chosen by the employee), but may work from home other day(s). While staff are encouraged to meet these requirements to promote collaboration, accommodations are available for alternative arrangements as allowed by the City's Family Friendly Work Ordinance upon review/approval.
Financial Planning & Rates Team Summary
The SFPUC's Financial Planning & Rates team plays a critical role in financial decision-making for all the SFPUC's Water, Power, and Sewer utilities. Part of the centralized Financial Services Bureau and the Financial Strategy Division, Financial Planning & Rates is responsible for developing the agency's annual 10-Year Financial Plans, setting all utility rates and fees according to cost-of-service principles, developing all agency revenue budgets, and providing as-needed financial forecasts for management and the public. This interdisciplinary team develops financial analyses, administers the implementation of new processes and programs, and succinctly presents technical data to various audiences. The Financial Planning & Rates team is a great fit for people who are interested in tackling challenging, complex problems and playing an important part in sound decision-making to meet the SFPUC's environmental, strategic planning, capital finance, budget, affordability, and customer service goals.
Position Summary
The Data and Forecasting Manager is a new position created to address a growing need for the agency to perform advanced statistical analyses, process and manage very large datasets of customer billing information, and generally provide professional-quality forecasts to support the increasing complexity of the agency's financial modelling and rate-setting. The Data and Forecasting Manager will report to the Financial Planning Director and are one of two managers within the Financial Planning and Rates team, alongside the Rates Manager.
This person will have the most technical role on the Financial Planning & Rates team. They are expected to have a strong foundation in data science, econometrics, and statistical methods. This includes a familiarity with the principles of database design and related IT infrastructure. As needed, the SFPUC's IT and Strategy, Innovation, and Change teams will provide technical support for the implementation and design of the required data platforms and infrastructure necessary to support their work.
Because this is a new position in an emerging area, the selected candidate will have an opportunity to build out the role and will have substantial ownership to set priorities and propose projects to meet the agency's needs. While by no means exhaustive, the following two examples highlight projects and functions where the Data and Forecasting Manager is expected to play a key role:
* Beginning in the last few years, the Rates team now sets rates for the Power Enterprise, both Hetch Hetchy Power (a municipal utility) and CleanPowerSF (a Community Choice Aggregator). Power rates are extraordinarily complex, requiring analyzing massive amounts of data (ex. 15-minute interval meter reads for 400,000 customer accounts for a year). This data has previously been managed by consultants in large offsite data warehouses, and currently SFPUC staff do not have the skillset needed to manage and analyze it in-house. As the Power Enterprise's customer base continues to expand, it is critical that the SFPUC be able to offer the advanced technical analysis to ensure that rates and financial investments meet the city's climate goals, comply with significantly increasing regulatory requirements (ex. a requirement to offer power rates that change in real time to drive customer demand response), and meet the high level of customer service and reliability expected of a modern power utility.
* The SFPUC is faced with making major strategic financial decisions over a 20-50 year planning horizon that have billions of dollars of impact, and the Financial Planning team is increasingly being asked to provide analysis to support these decisions. For example, the team needs to forecast utility sales volumes to support decisions around what level of capital investments are needed in the long-term horizon to ensure the system meets expected population growth, while balancing the risk of incurring costs for existing customers today for future residents who may not materialize. Accurate financial forecasting and efficient planning today could save San Franciscans millions of dollars, while ensuring the agency complies with environmental goals, contractual obligations, and regulatory mandates.
Finally, the Data and Forecasting Manger will directly supervise two existing analysts and work collaboratively with the entire Financial Planning and Rates team to train and develop relevant skills in-house and support sustainable, long-term personnel growth.
Essential Duties and Responsibilities
* Develops and maintains data warehouse of financial, billing, and customer usage information which will be a centralized source to pull into all Financial Planning team reporting, forecasting, and modelling
* Coordinates with SFPUC IT and Strategy, Innovation, and Change teams to identify and implement new technologies required to automate and streamline data analysis
* Leads modelling and forecasting of sales volumes, revenues, and expenses for Water, Power, and Sewer Enterprises in the agency's Quarterly Budget Reports and 10 Year Financial Plan
* Develops annual revenue forecasts and set budgets for the SFPUC's three Enterprises and utility expense budgets for all other City departments
* Performs statistical or econometric analyses as needed to improve forecasting reliability, both for standalone projects and ongoing working financial and rate models
* Prepare data visualizations to communicate results of their analyses with internal and external stakeholders
* Coordinates with Rates Manager to provide data and analyses for cost of service and rate studies for retail and wholesale customers of the SFPUC
* Coordinates and tracks responses to all Financial Planning's data requests, surveys, and performance metrics to implement standardized and centralized reporting
* Serves as Finance representative for implementation of utility rates in billing system by SFPUC's IT team and external consultants
* Manages two analysts directly, and provides training for other members of the Financial Planning and Rates team to build out advanced data and statistical skills within the team
* Performs other duties as assigned.
How to qualify
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
Possession of a baccalaureate degree from an accredited college or university and seven (7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Special Condition:
Three (3) years of qualifying experience in database modeling and design.

About the Microsoft 365 Administrator II Position and Responsibilities
The Office seeks a Microsoft 365 (M365) Administrator II to provide guidance and support for the M365 platform and services including SharePoint, OneDrive, Microsoft Teams, Power Automate, Power Apps, Intune, Entra ID, and more. Candidates self-certifying meeting the Minimum Qualifications will be invited to participate in the online Senior Human Resources Analyst Core Exam. Candidates will be sent a web link via email that will allow them to take the online Senior Human Resources Analyst Core Exam that is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in the Senior Human Resources Analyst classification.
This computer-administered test can be taken at home or at a time and location of one's convenience, but only within the time period specified on the test notification. Candidates must have access to a computer and reliable internet connection to participate in this exam.
Score Banking: Scores attained on the Senior Human Resources Analyst Core Exam will be 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, candidates need not take this test again. Rather, if another announcement you applied to and are deemed qualified for requires the Senior Human Resources Analyst Core Exam and is held within one year of your Senior Human Resources Analyst Core Exam date, your score will be automatically applied to that announcement. However, after one year, a candidate has the option to either (a) apply their test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the test and only in association with a candidate's eligibility for another announcement to which the candidate has applied and is deemed qualified. If a candidate opts to re-test, the re-test score becomes the candidate's official score since it is the most recent.
If a significant modification is made to this exam in the future, the application of "banked" scores may no longer be appropriate. Job Description
Work Location and Schedule
The SFPUC offers a hybrid, flexible work schedule. Employees of the Financial Planning team work in-office at the SFPUC's headquarters at 525 Golden Gate Avenue, San Francisco 4 days per week (chosen by the employee), but may work from home other day(s). Financial Planning & Rates Team Summary
The SFPUC's Financial Planning & Rates team plays a critical role in financial decision-making for all the SFPUC's Water, Power, and Sewer utilities. Part of the centralized Financial Services Bureau and the Financial Strategy Division, Financial Planning & Rates is responsible for developing the agency's annual 10-Year Financial Plans, setting all utility rates and fees according to cost-of-service principles, developing all agency revenue budgets, and providing as-needed financial forecasts for management and the public. This interdisciplinary team develops financial analyses, administers the implementation of new processes and programs, and succinctly presents technical data to various audiences. The Financial Planning & Rates team is a great fit for people who are interested in tackling challenging, complex problems and playing an important part in sound decision-making to meet the SFPUC's environmental, strategic planning, capital finance, budget, affordability, and customer service goals.
Position Summary
The Data and Forecasting Manager is a new position created to address a growing need for the agency to perform advanced statistical analyses, process and manage very large datasets of customer billing information, and generally provide professional-quality forecasts to support the increasing complexity of the agency's financial modelling and rate-setting. The Data and Forecasting Manager will report to the Financial Planning Director and are one of two managers within the Financial Planning and Rates team, alongside the Rates Manager.
This person will have the most technical role on the Financial Planning & Rates team. They are expected to have a strong foundation in data science, econometrics, and statistical methods. This includes a familiarity with the principles of database design and related IT infrastructure. As needed, the SFPUC's IT and Strategy, Innovation, and Change teams will provide technical support for the implementation and design of the required data platforms and infrastructure necessary to support their work.
Because this is a new position in an emerging area, the selected candidate will have an opportunity to build out the role and will have substantial ownership to set priorities and propose projects to meet the agency's needs. While by no means exhaustive, the following two examples highlight projects and functions where the Data and Forecasting Manager is expected to play a key role:
Beginning in the last few years, the Rates team now sets rates for the Power Enterprise, both Hetch Hetchy Power (a municipal utility) and CleanPowerSF (a Community Choice Aggregator). Power rates are extraordinarily complex, requiring analyzing massive amounts of data (ex. 15-minute interval meter reads for 400,000 customer accounts for a year). This data has previously been managed by consultants in large offsite data warehouses, and currently SFPUC staff do not have the skillset needed to manage and analyze it in-house. As the Power Enterprise's customer base continues to expand, it is critical that the SFPUC be able to offer the advanced technical analysis to ensure that rates and financial investments meet the city's climate goals, comply with significantly increasing regulatory requirements (ex. a requirement to offer power rates that change in real time to drive customer demand response), and meet the high level of customer service and reliability expected of a modern power utility.
The SFPUC is faced with making major strategic financial decisions over a 20-50 year planning horizon that have billions of dollars of impact, and the Financial Planning team is increasingly being asked to provide analysis to support these decisions. For example, the team needs to forecast utility sales volumes to support decisions around what level of capital investments are needed in the long-term horizon to ensure the system meets expected population growth, while balancing the risk of incurring costs for existing customers today for future residents who may not materialize. Accurate financial forecasting and efficient planning today could save San Franciscans millions of dollars, while ensuring the agency complies with environmental goals, contractual obligations, and regulatory mandates.
Finally, the Data and Forecasting Manger will directly supervise two existing analysts and work collaboratively with the entire Financial Planning and Rates team to train and develop relevant skills in-house and support sustainable, long-term personnel growth.
Essential Duties and Responsibilities
Develops and maintains data warehouse of financial, billing, and customer usage information which will be a centralized source to pull into all Financial Planning team reporting, forecasting, and modelling
Coordinates with SFPUC IT and Strategy, Innovation, and Change teams to identify and implement new technologies required to automate and streamline data analysis
Leads modelling and forecasting of sales volumes, revenues, and expenses for Water, Power, and Sewer Enterprises in the agency's Quarterly Budget Reports and 10 Year Financial Plan
Develops annual revenue forecasts and set budgets for the SFPUC's three Enterprises and utility expense budgets for all other City departments
Performs statistical or econometric analyses as needed to improve forecasting reliability, both for standalone projects and ongoing working financial and rate models
Prepare data visualizations to communicate results of their analyses with internal and external stakeholders
Coordinates with Rates Manager to provide data and analyses for cost of service and rate studies for retail and wholesale customers of the SFPUC
Coordinates and tracks responses to all Financial Planning's data requests, surveys, and performance metrics to implement standardized and centralized reporting
Serves as Finance representative for implementation of utility rates in billing system by SFPUC's IT team and external consultants

Role description
The Enterprise Architect is a senior technical leader within the Department of Technology (DT), reporting to the Director of Enterprise Applications. This role is responsible for defining, governing, and advancing the City's application and integration architecture. The Architect ensures that technology solutions are secure, scalable, cost-effective, and aligned with Citywide business objectives and compliance requirements.
Balancing strategic vision with hands-on technical execution, the Enterprise Architect establishes architectural standards, designs enterprise-grade solutions, and contributes to development activities when needed. The ideal candidate has deep full-stack engineering experience-from modern UI frameworks through backend services, data design, and DevOps automation-and actively promotes the responsible adoption of AI-assisted development tools to improve quality, security, and operational efficiency.
The Enterprise Architect serves as the principal authority on application architecture within the DT's Enterprise Applications division. While primarily focused on setting strategic direction and architectural standards, this role maintains a hands-on approach-leading by example through prototyping, designing, and mentoring development/product teams.
This position requires deep technical knowledge across the full development stack, including front-end frameworks, server-side logic, database optimization, and cloud-based DevOps practices. The Architect also plays a critical role in promoting responsible AI adoption by integrating AI-powered tools and establishing standards for their ethical use.
Essential duties include, but are not limited to, the following:
Architecture & Standards
* Define and maintain enterprise architecture standards for applications, integrations, data, cloud, and security.
* Lead architecture reviews to ensure technical solutions align with enterprise guidelines and industry best practices.
* Develop and maintain long-term roadmaps for application modernization and digital transformation.
* Evaluate and recommend SaaS, PaaS, and custom-built solutions based on functionality, scalability, security, and fiscal responsibility.
Solution Design & Delivery
* Architect and oversee complex, multi-system integrations (e.g., CRM, ERP, Power Platform, case management solutions, analytic platforms etc.).
* Provide architectural oversight on high-impact enterprise and cross-departmental initiatives.
* Design and develop prototypes or proofs-of-concept to validate new technologies, platforms, architectures, or design patterns.
* Translate business requirements into scalable, maintainable, and resilient technical architectures in partnership with stakeholders.
AI-Assisted Solution Design
* Champion the use of AI tools (e.g., GitHub Copilot, ChatGPT, Platform AI capabilities) to accelerate secure, high-quality development.
* Establish and model best practices for secure, ethical, and effective AI use in solution design and development.
* Foster a culture of responsible AI adoption across the development organization.
* Support a culture of innovation by enabling development teams to adopt AI safely and effectively.
DevOps Leadership
* Promote cloud-native design principles and DevOps best practices, including infrastructure as code and automated monitoring.
* Guide the adoption of CI/CD pipelines, containerization strategies, and scalable deployment frameworks.
* Ensure applications are resilient, secure, and compliant across hybrid and multi-cloud environments.
* Lead automation initiatives in testing, deployment, and monitoring.
Collaboration, Communication & Mentorship
* Collaborate with IT leadership, cybersecurity, infrastructure, and data governance teams to ensure cohesive, secure solution delivery.
* Partner with City departments to understand business requirements and design technical solutions that deliver long-term measurable value.
* Communicate complex technical concepts clearly and effectively to both technical and non-technical stakeholders, ensuring shared understanding and alignment throughout the solution lifecycle.
* Mentor technical teams in architecture principles, standards, and best practices.
How to qualify
Education: Possession of an associate's degree in Computer Science, Engineering or related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in Computer Science, Engineering or a closely-related field].
Experience:
Five (5) years of experience in enterprise architecture, solution design, or technical leadership roles
and
Two (2) years of full-stack software development experience.
SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Note: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications
* Bachelor's or master's degree in Computer Science, Engineering, or a related field.
* Proven experience operating in large-scale, complex enterprise environments.
* Strong background in architecture reviews, solutions design and development of technical standards.
* Demonstrated expertise in designing and implementing complex system integrations across diverse platforms and technologies.
* Proficiency with analytics platforms such as Snowflake and Power BI.
* Strong proficiency in data modeling, SQL, and major cloud platforms such as Azure, AWS, or GCP
* Hands-on experience with, or leadership in the adoption of, AI-assisted tools (e.g., GitHub Copilot, ChatGPT).
* Advanced DevOps expertise, including cloud-native design and automated monitoring solutions.
* Relevant certifications, such as TOGAF and cloud architecture credentials (e.g., Azure, AWS, or GCP), or similar credentials.
* In-depth knowledge of DevOps practices, including CI/CD, containerization, and infrastructure as code.
* Demonstrated ability to mentor technical teams and influence architectural and strategic direction.
What else should I know?
Appointment Type: Permanent Exempt (PEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer.
Work Location: Incumbent will conduct most of the work at the Department of Technology, 1 South Van Ness, as well as 49 South Van Ness in San Francisco, CA 94103. However, there may be situations where the incumbent will be required to work at other sites throughout the City and County of San Francisco as necessary.
Nature of Work: Incumbent must be willing to work a 40-hour week as determined by the department. This is a hybrid role requiring on-site work at our San Francisco office as needed.
