SUMMARY OF POSITION:
Responsible for performing and supervising diversified work of erection and repair of distribution lines at all classes and voltages, including energized lines, and on structures and equipment used in the distribution of electricity.
EXAMPLES OF WORK:
Essential Duties*
Performs all duties directly, and reviews work in absence of Electric Superintendent;
Provides input on employee evaluations;
Operates equipment and performs ground work necessary for the construction, retire ment, and maintenance of both underground and overhead electric lines;
Operates all vehicles associated with electric line work such as a bucket truck, digger truck, pole truck, backhoe, trencher, and other large trucks;
Oversees and assists crew with installation, construction and maintenance of the City of Seguin's underground and overhead high-voltage, low-voltage, electric distribution systems which includes: cable installation, terminations, testing, and maintenance; installing conduit and wires; terminating URD; setting pad mount transformers; digging hole for setting and framing of poles;
Sagging and stringing of wire; hanging single phase and three phase transformer banks; installing and maintaining metering, traffic signal and street lighting equipment and climbing poles and towers with hooks and belt;
Performs the duties of first on call as required;
Maintains electrical facilities, performing preventive maintenance and switching;
Trains Journeyman/Lineman, Apprentice Line worker 1-4, Operators, and other ground personnel in the fundamentals of electric line work and safety precautions;
Attends in-house electric education and training sessions;
Assists in maintaining vehicles and equipment;
Observes City policies, safety rules and procedures and ensures that crew members do the same; and
Other Important Duties*
May act as liaison in coordination of various projects with other utilities;
May connect and disconnect electric and water service; and
Performs such other duties as may be assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated knowledge of:
electric system operations and system circuits.
Working knowledge of:
construction practices, tools, and materials used in the electrical field and techniques and safety practices (including rubber-gloving) involved in the installation and maintenance of electric distribution systems.
Knowledge of:
electric, hydraulic, and mechanical fundamentals; electronics; and complex mathematical applications.
Demonstrated physical ability to:
climb poles and towers with hooks and belt; perform CPR; lift and maneuver up to 112 lbs. (i.e. coils of wire, capacitors, poles and transformers); bend, kneel, shovel; operate post hole digger; and perform strenuous work outdoors in varying, possibly severe, weather conditions (rain and lightning);
Ability to:
respond to emergency situations when on rotating duty; operate all vehicles in the department; repeat messages and wording without loss of meaning (involves having a clear, concise radio voice and good hearing and language comprehension); learn City of Seguin policies and practices; identify and choose among several alternative solutions for situa tions that change occasionally; interpret and apply estab lished rules, regulations, and requirements; read maps, interpret map logic, read and understand blueprints, and understand electric diagrams; maintain extensive records; delegate work to employees, lead by example, organize workload and crews in a manner that keeps them productive and maintaining a positive attitude towards their work; work with citizens in a pleasant and courteous manner; be constantly alert to and aware of the hazards involved; know and apply safety practices and principles in reporting and preventing accidents; communicate effec tively, both orally and in writing; train others; maintain Texas driver's license (applicable to job responsibilities), and good driving record; and must be able to lawfully report for emergency duty from residence within 30 minutes.
Demonstrated mental ability to:
work under prolonged periods of stress due to the hazards of electricity; and tolerate working at heights and in confined places for prolonged periods of time.
Other:
may handle toxic and/or hazardous materials or work in areas where such materials may be stored.
ACCEPTABLE EXPERIENCE AND TRAINING:
High school graduation or its equivalent; six years of electrical utility experience required, four of which involved training to become a Journeyman/Lineman, must be proficient in all aspects of line work including the operation of a digger truck, bucket truck, trencher and other equipment commonly used in the Electric Distribution field.
CERTIFICATES AND LICENSES REQUIRED:
State of Texas Class A (commercial) driver's license with air brakes. CPR Certification.

Essential Job Functions
* Supervises, schedules, and may participate in the activities of skilled and semi-skilled workers assigned to perform maintenance, repair, and installation functions.
* Maintains records and prepares progress reports.
* Maintains inventory of parts and equipment; orders parts and equipment as necessary.
* Performs inspection of equipment, structures and systems for proper operations.
* Provides protective safety equipment and ensures it is safe and operational; checks work site for safety hazards and reports to supervisor.

Job Requirements

Under general supervision, work with and provide direction to a crew engaged in the repair and maintenance of the City's water and sewer system.
Supervisory Functions: Lead the work activities of assigned crew in Water & Sewer Line Maintenance. Carries out crewleader responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Essential Functions:
* Regular and timely attendance at work.
* Direct the work activities of assigned subordinate personnel; schedule and review the work activities of assigned crew; perform work with workers supervised.

Supervisory Functions: Lead the work activities of assigned crew in Water & Sewer Line Maintenance. Responsible for being mindful of controlling crew costs including effective use of manpower, proper work methods, amount of trimming, and operation of equipment.
Considers inclement weather conditions and determines when to start or stop work, dependent upon its effect on employees and the nature of the work.
Safeguards employees and public from hazards in and around work area. Cooperates with customer, police, and fire departments when blocking street or driveways.
