Job Description
GENERAL PURPOSE
Under general supervision, this position serves as an integral member of the team responsible for managing and overseeing the dissemination of news and information to the public, media, and internal city or county personnel. The PIO is responsible for developing communication strategies, ensuring consistent and accurate messaging, and serving as the primary spokesperson for the organization during routine and emergency situations.

Reports to the Chief of Police.

Exercises autonomy and sound judgement over tasks as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The PIO plans, develops, and implements communication and outreach strategies to inform the public and media about departmental programs, policies, and activities. This includes creating and distributing press releases, managing social media content, and maintaining official websites and publications with up-to-date information. The officer responds promptly to media inquiries, serves as a spokesperson, and coordinates messaging to ensure clarity and consistency.
In emergency or critical incident situations, the PIO coordinates crisis communications, providing timely and accurate information to build public trust and manage community relations. They work closely with emergency management teams and other agencies to facilitate public engagement and information dissemination.
The PIO also fosters and maintains positive relationships with local media outlets, community organizations, and government entities. They may conduct media training for department personnel, prepare speeches, talking points, and informational materials, and represent the agency at public events.
Administrative duties include managing communications calendars, monitoring the effectiveness of messaging campaigns, and maintaining records of media contacts and outreach activities. The role requires adherence to laws and regulations such as the Texas PublicInformation Act regarding public records and transparency.

MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's degree in communications, Journalism, Public relations, or a related field, preferred.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Experience in journalism, communications, public relations, or related fields (often 2-4 years minimum).
Strong verbal and written communication skills, including proficiency in preparing press releases, speeches, and social media content.
Knowledge of media relations, crisis communication, and publicinformation laws relevant to Texas government entities.
Ability to work under pressure in emergency situations and respond quickly with accurate information.
Familiarity with digital media tools, content management systems, and public relations software.
Excellent organizational skills and attention to detail.
Ability to function well in a high-paced and at times stressful environment.

The Harris County Tax Assessor-Collector's Office (HCTO) is seeking an experienced, results-driven Chief of Public Affairs (CPA). The CPA is responsible for providing leadership and strategic direction for the Public Affairs Division, overseeing the Communications Team and the Policy Team.
Reporting to the Chief of Staff, this role is responsible for developing, implementing, and executing a comprehensive public affairs strategy that advances the office's priorities, elevates the elected official's accomplishments and initiatives, and ensures alignment across communications, policy development, legislative strategy, and performance management. This role is also responsible for identifying and implementing process enhancements across HCTO's public affairs operations.

About the Tax Assessor-Collector

* Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.

Strategic Leadership and Management

* Serve as a senior advisor to the Tax Assessor-Collector and Chief of Staff on all matters related to public affairs, communications, messaging, policy positioning, building partnerships, and strategic outreach.
* Provide proactive and strategic counsel to senior leadership on public perception, messaging, crisis communications, and policy impacts.
* Ensure alignment between public messaging, policy recommendations, legislative strategy, and organizational performance goals.
* Anticipate emerging issues, opportunities, and risks and proactively adjust public affairs strategies accordingly.
* Work with senior leadership to identify and address public affairs needs and opportunities, ensuring proactive and responsive engagement with stakeholders.
* Monitor trends in public policy, media, and public opinion and routinely review and revise the office's public affairs strategy to ensure the office's positioning remains aligned, timely, and impactful.
Management and Operations
* Lead, mentor, and manage a multidisciplinary public affairs team, ensuring high performance, alignment with strategic priorities, and effective team collaboration.

Communications and Media Relations

Answer incoming requests via a variety of communications channels, and coordinate requests for service or information accordingly by transferring calls to multiple locations as needed.
Handle initial contact with walk-in complainants requiring police assistance.
Resolve citizen concerns or problems through self-action or referral to the proper resource; supporting the Department's community-based policing philosophy.
Receive requests for many types of incidents and coordinate emergency and non-emergency response with units in the field.
Receive medical emergency requests and provide CPR and Emergency Medical Dispatch Instructions to the caller until emergency responders arrive.
Dispatch appropriate units to locations where assistance is needed.
Maintain radio contact, monitor unit activity and location, dispatch emergency units, anticipate emergency responders needs, and record details of calls for service.
Maintains the entry, maintenance, clearance, confirmation, and audit records of Wanted Persons, Stolen Items, Emergency Protective Orders, Missing Persons, Runaways, etc. in the Texas and National Crime Information Center.
Operate a computer and maintain electronic activity logs and inspections.
Monitor internal closed-circuit television security system of multiple city facilities.
Assist with Detention Center/Jail operations such as the monitoring of security cameras and security door locks.
Assist with electronic transfer of data between dispatch and other entities.
Assist Records Division with various functions and customer service calls/walk-ins when necessary.

Minimum Qualifications

Valid Texas Driver's License and a safe driving record.

Pass a written entrance exam, background investigation, psychological test, physical examination, and interview board. Ability to pass an aptitude test.
Due to Criminal Justice Information Security (CJIS) requirements, the incumbent must never have been convicted, put on court-ordered community supervision, or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order. Class A Misdemeanor Conviction, Deferred Adjudication or Felony Conviction are permanent disqualifiers.

Regional Emergency Communications Pay Emergency Communications Specialists earn an additional $4,000 per year for providing emergency communication services for police and fire departments for the Cities of Keller, Southlake, Colleyville, and Town of Westlake.
