    This recruitment process will close on Saturday, February 28, 2026, at 11:59 p.m. Under general supervision, police officers enforce laws and ordinances, prevent crime, protect life and property, maintain order, investigate crimes, accidents, vandalism, and detain persons suspected of criminal behavior; and emphasize community-based policing, community interaction and collaborative problem solving and perform related work as required. CLASS CHARACTERISTICS The Police Officer is the journey level class in the Police Officer series in which incumbents are expected to independently perform the full scope of assigned law enforcement duties and responsibilities under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for the performance of the more complex and difficult tasks, for making command decisions in the field and for the supervision of assigned personnel and activities. SUPERVISION RECEIVED Works under the direct supervision of Police Sergeant or higher-ranking position depending upon assignment. SUPERVISION EXERCISED Does not supervise. Examples of Essential Functions The following functions are typical for this classification. The incumbent may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Patrols assigned areas by car, foot, bicycle or motorcycle; performs crime suppression and prevention activities; makes arrests, issues citations, serves subpoenas, and warrants; gives directions and answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints, including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances. Performs selective enforcement when assigned, responds to radio messages or telephone instruction; appears at scenes of accidents, disorders, or crimes; notes and reports traffic hazards; investigates and prepares reports on accidents, offenses and damages to property. Assists in booking and releasing prisoners; transports prisoners; appears in court on and off duty as the arresting officer; interrogates persons whose actions are suspicious; performs initial investigations of crime and violations reported. Regulates traffic, enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; reports unsafe or hazardous conditions; requests objects which may endanger traffic be removed from the streets; performs crowd control, special event or riot duties; may act as a dispatcher or jailer, assists in crime prevention activities and the control of juvenile delinquency; counsels and educations the community; administers first aid in cases of emergency. Provides assistance, information and responds to questions in collaboration with staff, citizens and public safety agencies as appropriate. Emphasizes collaborative problem solving and community interaction in all aspects of the job and in a manner that is free of bias against any individuals or specific groups of people. Attends special training classes and target practice. Establishes positive working relationships with representatives of community organizations and associations, City management, staff and the public. Minimum & Desirable Qualifications Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way would be: Education and Experience Graduation from high school or equivalent, or have attained a two-year, four-year, or advanced degree from an accredited college or university. Applicants must currently be employed by a California Law Enforcement Agency, be off probation and be in possession of a Basic POST Certificate issued by the State of California. License/Certifications/Special Requirements Must possess a California Class C driver's license showing proof of insurance and a satisfactory driving record required at time of appointment and throughout employment in this position. Must be legally authorized to work in the United States under federal law. English/Spanish bilingual skills highly desirable. Must be 21 years of age at the time of application. Ability to: read and understand departmental policies, rules, instructions, laws, regulations and police literature; ability to analyze situations and adopt a quick, calm, effective and reasonable course of action in situations involving emotional or physical pressures; ability to write clear and accurate reports; remember names, faces and details or incidents; ability to establish and maintain effective relationships with others; ability to interact tactfully, effectively and in a positive manner with City Officials, Officials of other organization, members of other agencies, community organizations, community leaders, the media and the public; ability to understand and be sensitive to the needs and concerns of diverse populations in the City; and the ability to evaluate sensitive situations quickly and initiate appropriate action to diffuse situations and/or resolve problems. Skill: in the operation of a variety of office equipment, including computer; ability to accurately type 25 words per minute. Other Important Information California Department of Motor Vehicle (DMV) Pull Notice System An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles. The Environmental Services Department (ESD) manages the San Jose/Santa Clara Regional Wastewater Facility. Built in 1956, the Facility is a round-the-clock operation that cleans an average of 110 million gallons of wastewater per day and has the capacity to clean up to 167 million gallons per day. The Facility serves eight cities with 1.4 million residents and a business sector with more than 17,000 main sewer connections. Our wastewater undergoes a sophisticated 10.5-hour treatment process that simulates the way nature cleans water. The Facility removes 99 percent of the impurities before the cleaned water is discharged into the South San Francisco Bay or recycled for other uses such as industrial processes, cooling towers, and flushing toilets. The Facility is the largest advanced wastewater treatment facility in the western United States. Advanced (tertiary) level treatment is necessary to meet our region's strict state regulations for the shallow waters and sensitive ecosystem of the southern Bay. Under the direction of the Operations Superintendent, I/II, the Wastewater Operations Foreperson I/II (Foreperson) provides technical oversight of the process area(s), the Facility control room, the Operations training Unit, and/or serves as shift Foreperson overseeing all the wastewater facility operations. Duties of the Public Safety Radio Dispatcher include answering emergency and non-emergency telephone calls, complying with medical and fire call taking and dispatching policies and protocols, obtaining information from callers, providing emergency instructions over the telephone, entering data into the computer-aided dispatch (CAD) system, dispatching fire and emergency medical personnel and equipment, providing telecommunications systems support, and performing other related work as assigned. The Information Technology Department is seeking a Data Analytics Developer to be part of the City's Data Governance Team to build data pipelines and dashboards for the San José 311 application and other citywide applications. The team partners with departments to establish data standards, strengthen data quality, and support effective data sharing and collaboration, which creates a strong and equitable data foundation that enables informed decision-making and prepares the City for emerging technologies such as AI. This position offers an exciting opportunity to create automated reporting tools that will transform how the City collects, manages, and visualizes data. The Data Analytics Developer will take ownership of data workflows, develop clear, impactful visualizations across departments, and shape how the City uses data to improve services, strengthen transparency, and guide decision-making. Key job responsibilities include, but are not limited to, the following: * Design, develop, and maintain end-to-end ETL pipelines using tools such as Python and SQL to integrate data from diverse data sources, including internal databases, APIs, and SaaS platforms such as Zoom, Salesforce, and Oracle Service Cloud, into a centralized data warehouse to enable efficient reporting and analysis. * Develop and maintain data models, including star/snowflake schemas, for efficient reporting and analytics and ensuring data consistency and data integrity across multiple systems. * Design and implement interactive dashboards and reports in Power BI and Tableau to assist City departments in monitoring and analyzing key metrics, transforming complex data into clear visual insights across multiple initiatives. * Automate recurring reports and analytics workflows to support City departments. * Build Azure Synapse Analytics pipelines to ingest data from various formats into Azure Data Lake, enabling centralized storage and seamless access for analytics and reporting. * Design and implement data engineering prototypes or pilot projects leveraging hybrid-cloud platforms, including AWS and GCP. * Communicate complex technical concepts to non-technical stakeholders and collaborate with key stakeholders, cross-functional teams, third-party vendors, and the San José 311 Customer Contact Center team to prioritize and develop high-quality datasets that support data-driven decision-making. * Document data lineage, pipelines, and processes to support compliance and auditing. * Implement access control for data stored across Azure resources and services to maintain strong governance and establish monitoring mechanisms to safeguard sensitive data. Please note that the Senior Systems Applications Programmer position is currently eligible for a hybrid telework schedule (currently 32 hours onsite, 8 hours remote). At the conclusion of the internship, interns will have job shadowed in each of the five groups. The key engineering groups are located withing the following sections: Capital Improvement Program (CIP) Division The Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José's history! The division is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion and assuring the future of wastewater treatment services for 1.7 million residents and 17,000 businesses. The CIP division performs the overall planning and project delivery for all aspects of the RWF treatment process, including program administration and budget planning. The division is also supported by a co-located team of consultant staff and staff from the Department of Public Works, who provide program management and construction management services. * Responsibilities while working in CIP include but are not limited to: Supporting engineering staff on current projects in various phases of work, including feasibility, design, bid, and construction; attending project and staff meetings; attending design workshops; participating in construction site visits; assisting staff to manage facility-wide studies; and assisting staff in the areas of program management and controls. Pretreatment Program - Watershed Protection (WSP) Division The Pretreatment Program consists of the Source Control and Environmental Engineering sections and is responsible for implementing the federal- and state-mandated pretreatment program for industrial discharges to the San José-Santa Clara Regional Wastewater Facility. The program is required by the Facility's NPDES permit and is aimed at ensuring that certain dischargers have adequate treatment prior to the discharge of industrial wastewater to the sanitary sewer to protect water quality and the integrity of the wastewater collection and treatment systems. On an annual basis, the Pretreatment Program inspects approximately 350 businesses, collects more than 1,900 water quality samples, and reviews more than 900 self-monitoring reports. This group also permits and conducts inspections of newly regulated facilities such as dental offices. * Responsibilities while working in the Pretreatment Program include but are not limited to: Assisting Sanitary Engineers in evaluating industrial and commercial facilities for compliance with federal, state, and local pretreatment requirements; writing and issuing Industrial Wastewater Discharge Permits; conducting plan check reviews of industrial and commercial facilities, and performing specialized environmental engineering studies in support of the Pretreatment Program, the Watershed Enforcement Program, and the Regional Wastewater Facility. Municipal Water System (Muni Water) & South Bay Water Recycling (SBWR) Muni Water The Municipal Water System section is responsible for system operation and maintenance engineering support, and design and construction of the Municipal Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of water supply, capital improvements, construction inspection, and engineering support to operations and maintenance. SBWR South Bay Water Recycling (SBWR) is a recycled water wholesaler to four retailers: San Jose Water Company, San José Municipal Water, City of Santa Clara, and City of Milpitas. Customers buy recycled water from the retailer in their location. SBWR is the regional permit holder for recycled water in San José, Santa Clara and Milpitas, ensuring compliance with State regulations for recycled water quality and use and is a leader in recycled water in Northern California. SBWR's recycled water system consists of over 150 miles of pipeline, five pump stations, and 10 million gallons of storage in reservoirs. SBWR delivers more than four billion gallons of recycled water per year to more than 960 commercial customers, an average of 11 million gallons a day. * Responsibilities while working in Muni Water & SBWR include but are not limited to: Supporting engineering and operations staff through research, data collection, and technical analyses for ongoing projects. Responsibilities will include conducting field visits and site inspections to observe construction and operations/maintenance activities, as well as participating in staff meetings, taking notes, and providing follow-up as needed. Additional assignments may be given to further assist the engineering and compliance team. Duration of Assignment Approximately 8 months Salary Information Salary ranges for this classification are: * Undergraduate Student Intern:$15.86 - $22.65 hourly * Graduate Student Intern: $20.52 - $30.30 hourly These salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Working within the City's AI and Privacy Office, this position will play a critical role in shaping Citywide AI governance, advancing privacy protections, leading community engagement efforts, and supporting San José's national leadership through the GovAI Coalition. The AI and Privacy Senior Analyst will supervise one Analyst, serve as a strategic partner to City departments, and facilitate executive leadership and external stakeholders on topics related to AI or Privacy.
