Job Description The Utility Customer Account Trainee trains to assist, support, and handle non-emergency customer account requests for the residents the City of Dallas. Under immediate supervision, interacts with residents, takes calls where appropriate, and directs inquiries to field staff. Essential Functions Identifies and responds to customer inquiries regarding utility services, account activity, and billing/payment/utility process questions. Interacts, communicates, and assists residents in processing routine entry level changes and corrections in utility billing system. To support accurate and efficient utility services. Performs various collection and customer service activities to include entry level clerical analysis, data entry related to payments received, and processes customer requests in opening, closing, transferring, and adjusting accounts. Researches, investigates, and monitors utility account transactions to respond to customer inquiries concerning billings, payments, fees, adjustments, disconnects, rereads, service orders, customer service processes and consumption issues. Trains on utility billing system to ensure all requests can be automated and data stored in a standardized system of record. Performs all other work as needed or assigned. Knowledge, Skills, Abilities * Basic knowledge of City of Dallas services and programs. * Knowledge of telephone etiquette and procedures. * Knowledge of customer service policies, procedures, and guidelines. * Ability to handle large call volumes, identify resources, and provide the correct responses. * Ability to learn and apply policies and procedures quickly and effectively through various channels of communication. * Ability to receive and handle complaints, requests, and information in a professional and courteous manner. * Ability to perform data entry and work processing. * Skill in communicating effectively verbally and in writing. * Establishing and maintaining effective relationships. Job Summary Job Description Overview The Women, Infants, and Children Financial Analyst performs professional financial administration and analysis in developing, preparing and implementing the departmental budget and monitoring to ensure effective oversight and financial management of State of Texas Health and Human Services Grant funds. This position will demonstrate fiscal responsibility, reconciles card transactions, coordinates travel and costs, supports accounts payable, and administers budget process, internal control documentation, and contracts. Essential Functions 1 Performs a broad range of financial analysis and administration for the department and its programs; completes monthly FTA, conducts regular salary reconciliation, updates spreadsheets and ledgers, monitors expenditures, and forecasts year-end projections. 2 Reviews and approves all Accounts Payable transactions; administers and evaluates purchase orders, delivery orders, and requisitions; ensures appropriate funding of submitted invoices and monitors and reconciles p-card and t-card transactions. 3 Creates and updates all budgetary spreadsheets; develops and oversees the creation of AMS Reports, FTA, Budget Load Documents, FTE Spreadsheets, and Monthly Smart View Expenditure Spreadsheet; creates extensive department-wide statistics and analysis documentation, collects valuable research, and analyzes data for various performance reports. 4 Prepares, develops, and designs Administration Actions and Contracts; participates in the preparation of the Department Budget to achieve accurate fiscal accountability and financial planning of expenditures while tracking revenues and other procurement activities. 5 Monitors, develops, and analyzes expenditures and changes in financial status of fund in the departmental budget to ensure proper accountability and financial management; evaluates programs serving women, infants, and children in light of budget, spending, and fiscal transparency. 6 Prepares routine monthly, quarterly, and annual reports for managerial review; compiles performance data, financial target analysis, expenditure status reports, salary reconciliation report, hiring plan report, and employee data report to provide monitoring and effective decision making. 7 Willingly adopts and adjusts to the City of Dallas' workplace culture of treating all people with dignity and respect while carrying out the four Es of Empathy, Ethics, Equity, and Excellence. 8 Participates in and conducts various meetings and conferences to communicate. 9 Performs any and all other work as needed or assigned. Minimum Qualifications Education Bachelor's Degree in Finance, Accounting, or other related field. Work Experience * 3 years of accounting, budget planning/monitoring, financial analysis and management or related. * Preferred experience in the City's Advantage 3 Financial System Licenses A valid State of Texas driver's license. * Minimum Qualification Notation: All qualifying information outlined in the minimum qualifications section: including education, experiences, and licenses/certifications MUST be included in the respective sections of the application (not simply the attachments-for example: resumes or cover letters) to be considered for this position. Knowledge, Skills, and Abilities 1 Knowledge of financial, accounting, and budgeting principles and practices. 2 Knowledge of Public Administration. 3 Knowledge of generally accepted accounting procedures. 4 Knowledge of computer programs, systems, software, and electronic printing calculator. 5 Advanced experience with Microsoft Office Suite (Excel & Word). 6 Ability to analyze complex policy, financial, and organizational issues. 7 Ability to problem solve quickly. 8 Ability to maintain spreadsheets and ledgers. 9 Ability to support audits and related activities. 10 Communicating effectively both verbally and in writing. 11 Establishing and maintaining effective working relationships. Salary Range $62,381.02 - $76,594.30 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
