    PROJECT MANAGER & ANALYTICS SPECIALIST IV (LEAN TEAM PROCESS IMPROVEMENT) The Lean Team is responsible for working with employees across all departments and functions. The work ranges from leading complex improvement projects to conducting specific quick-win sprints. Lean Team members also train and coach City employees in Lean Six Sigma methods and tools as we develop the organizational capability within departments. Lean Team members report to the Director and the Deputy Director of Lean. TheLean Team Process Improvement Project Managerwill join the high-impact Lean Team; a small, nimble, talented, and mission driven team that works to modernize City operations and improve services for Detroiters. This is an exciting and rare opportunity for professionals with strong problem-solving, project implementation, and analytical skills to help shape Detroit's future-streamlining resident-facing and internal processes, supporting the design and launch of new programs, and ensuring that every interaction Detroiters have with their local government is timely, transparent, and dignified. Working across departments, the Lean Team plays a critical role in strengthening internal systems, eliminating barriers, and driving enterprise-wide service excellence. Responsibilities are threefold for Lean Team Goals: 1. Increase capacity by building process improvement skills among City staff and management 2. Streamline and stand up internal- and resident-facing processes of the City of Detroit 3. Grow a culture of learning, problem solving, and improvement The Project Manager & Analytics Specialist is responsible for supporting initiatives established by the department/division leader. They possess knowledge of project development and the ability to manage a project or program from start to finish. They assist with the development and implementation of divisional goals and initiatives. The Project Manager & Analytics Specialist possesses expertise in data analysis and has the ability to work with advanced levels of data analytics. They drive change and process improvements within the customer base.The position of the Project Manager & Analytics Specialist is focused heavily on managing a wide range of projects involving data collection, production, and dissemination relating to strategy, planning, and organizational effectiveness efforts. This position reports to a department/division leader. Examples of Duties * Analyzes data from a variety of database sources and formats for research, systems, and report design. * Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality. * Assists with the implementation of organizational goals, initiatives and plans. * Develops and implements initiatives to improve work processes. * Drives fact-based decision making at all levels within the organization. * Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts. * Investigates and analyzes complex proposed departmental reorganizations of City departments. * Manages project development and execution from inception to closure. * Presents results of analyses concisely and effectively to ensure adoption. * Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders. * Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis. * Provides supporting information to substantiate research findings. * Responsible for Data Management best practices, quality standards and advanced Data Management activities (Acquisitions, Reorganizations, Advanced Data Setup, etc.). * Tracks and reports project milestones and status reports to project sponsors. * Works in conjunction with the department/division leader to manage change control and ensure consistency and alignment of change control management across the Department. Project Manager & Analytics Specialist IV - This is the advanced senior level of this series. At this level the Project Manager & Manager Specialist IV is considered an authority in their area of expertise and displays a great deal of skill, knowledge and mastery of the job and the responsibilities included in the roles of the Level I, II, and III positions. They are looked to as subject matter experts and become resources for all other levels within the job family. Employees at this level are viewed as knowledge experts and are candidates for the next level of responsibility within the function and their organization. They often assume additional responsibility over and above their job description and exhibit advanced levels of proficiency and initiative. Project Manager & Analytics Specialist IV oversees or supervises the work of others within the function. SUPERVISORY CONTROLS Project Manager & Analytics Specialist IV - This is the significantly advanced level of this position. At this level, little to no supervision is required or provided. The Project Manager & Analytics Specialist IV often oversees the work of more junior Project Manager & Analytics Specialists and provides knowledge, expertise and supervision where appropriate. The level and nature of the supervision given to Project Manager & Analytics Specialist will vary depending on the Project Manager & Analytics Specialist dependent on their experience and level, i.e. whether they are entry, intermediate, or advanced professionals. Supervision may be close up to cursory. Minimum Qualifications Bachelor's degree with major in data analytics, project management, business management, organizational development, or a related field. Significantly advanced levels of responsibility and four to five (4-5) years of years of project management or data analytics experience. Project Manager & Analytics SpecialistIV - Significantly advanced levels of responsibility and four to five (4-5) years of human resources experience in any combination of the following components: compensation, recruitment/staffing, benefits, HR, labor relations, employee relations, training and development, and organizational development. Equivalency Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.
