There is an established operational routine to be followed and decisions are limited primarily to choosing how quickly the work is performed and the sequence in which the work is performed to meet established standards and deadlines. The purpose of this position is to operate basic and specific heavy equipment safely and effectively as necessary to execute city construction, road maintenance, and repair. *This position receives shift differential pay in addition to base salary for night shift. *** NOTE: Applicants will be required to complete a field assessment to evaluate their ability to operate a street sweeper, knuckle boom truck and leaf collection truck on the day of their scheduled interview. Successful applicants will participate in a face-to-face interview immediately following their field assessment. *** Duties/Responsibilities Operating basic and specific heavy equipment limited street sweeper, knuckle boom truck and leaf collection truck. Performing preventive maintenance of equipment and tools by conducting vehicle and equipment pre-trip inspections; cleaning components; monitoring and replenishing fluids; performing basic corrective repairs; may prepare paperwork for major repairs. Submitting neat and complete written and/or electronic records including time sheets, maintenance history report forms, pre and post-trip check forms, and other cost records as needed. Overseeing hauling, loading, unloading, delivery, and installation of project-related materials, tools, and equipment. Providing departmental support by maintaining activity logs and material usage reports and maintaining CDL license for continuing certification and eligibility. Safely performing all work zone traffic control duties including setting up barricades, traffic cones, and signs; flagging traffic for stationary and moving work zones. Performs manual labor tasks on projects including installation, repair, patching, and cleaning using hand and power tools as necessary. Performing technical work, service checks, and preventative maintenance on electronic and other applicable equipment, systems, and vehicles; administering and scheduling repairs; tracking equipment recalls; replacing defective equipment or parts; and operating light-duty equipment, power tools. Maintaining supply inventory; stocking equipment; gathering and compiling information, preparing routine reports; maintaining records and databases; and proofing work for accuracy and completeness. Providing customer service; responding to customer questions and concerns; resolving or escalating issues; and providing information on policies and procedures. Performing other duties of a similar nature and level as assigned. This position is assigned to the Public Works Department/Stormwater Development Review section and will be primarily responsible for the inspection of stormwater control measures (SCMs) during the construction process, scheduling/conducting pre-construction meetings, tracking statuses of incomplete SCMs, and database entry of related inspection/review information. This position will provide engineering support and inspection of privately-owned and City-owned SCMs: specialized paraprofessional support to a program or function that requires sufficient subject-matter knowledge and expertise in an assigned field to reconcile and verify the work of others; coordination of processes; implementation of policies and procedures; and technical assistance to higher-level staff. Decision-making is limited to organizing tasks in more complex operational processes that include coordination of logistics and handling of unanticipated factors within standard policies and procedures to meet established goals. Responsibilities include: providing technical and administrative assistance to higher-level engineering staff in functions such as project management, engineering plan review/development, and the design and construction processes; performing field investigations and research; receiving, processing, and prioritizing work requests; assisting with contract and project administration; providing customer service to residents; assisting field personnel with interpretation of policies and procedures; collaborating with inspectors to ensure applicable construction standards are met; identifying construction deficiencies and needed repairs; collecting and interpreting field data; entering data and maintaining databases; assisting with the SCM acceptance process; researching documentation, maps, and public records; and processing applications and permits. * Schedules/conducts pre-construction meetings with developers/engineers/contractors/City review staff and provides overview of City's SCM as-built requirements/standards, including documentation of SCM construction (photos/receipts/logs), City staff inspection of key/critical components during installation, and common pitfalls of SCM construction. Maintains log of meetings and attendees. * Schedules/conducts SCM construction inspections during installation of key/critical SCM components upon notification and records inspections/notifications in logbook. Enters construction inspections information (including details of findings) into SCM Tool database and performs monthly quality assurance checks on data entries using an existing database query and the logbook. Discusses concerns (when applicable) with City review staff, contractors, developers, and SCM as-built engineers. * Tracks statuses of incomplete SCMs and keeps statuses updated in SCM tool database. Adds/updates important details regarding construction progress for each SCM; including delays, construction non-conformances, and other issues that arise. Prioritizes incomplete SCMs with expired completion timeframes and maintains a log of site visits and findings. Assists City plan review staff in preparing/issuing written notices of non-compliance and additional correspondence to responsible parties to compel the completion/as-built acceptance of SCMs. * Conducts onsite stream determinations and prepares stream determination letters. * Provides customer service responses relating to inquiries of the City's stream determination process. * Provides technical and administrative assistance to SCM owners, contractors, consultants, and City staff. * Collaborates with regional, state, and federal partners and agencies and City of Durham departments; attends meetings and provides subject-matter expertise; provides public education and outreach; and responds to and investigates SCM-related complaints and concerns. * Occasionally assists in the preparation of annual inspection reports for City-owned SCMs. * Occasionally reviews and provides comments regarding annual inspection reports received from 3rd-party qualified professionals. * Occasionally performs quality assurance inspections of privately-owned SCMs, technical compliance inspections of non-compliant, privately-owned SCMs, and annual inspections of City-owned SCMs to determine whether they are functioning in accordance with approved plans and design standards. * Records SCM inspections and report review related information in database. * Assists in developing and providing public education. * Supports departmental staff by collecting data, including researching documentation, maps, and public records; and interpreting policy and procedures. * High School Diploma or equivalent (GED, HiSet, TASC). * Four years of paraprofessional engineering support experience in stormwater control measure maintenance and inspections or other water resources-related experience such as surface water quality, green stormwater infrastructure, and water resources-related project management. * A valid North Carolina Class C Driver's License with a satisfactory driving record acquired within a time frame established by the City. * Ability to demonstrate an intermediate or higher level of knowledge relating to stormwater control measures. * Ability to demonstrate excellent written and oral communication and technical writing skills. * Proficiency with viewing/interpreting/discerning development plans and technical drawings. * Proficiency in Microsoft Office software (Word, Excel), ArcGIS, and relational databases. * Knowledge, proficiency, and/or experience in geotechnical engineering, hydrology, agronomy, regulatory compliance/enforcement, and standardized methodology for identification of intermittent and perennial streams. * Ability to identify common wetland plants. * Possession of NCSU Stormwater SCM Inspection and Maintenance certification and/or NC Surface Water Identification Training Certification. * Knowledge of common/local permanent and temporary grasses. * Some proficiency in the Spanish language.
