This position is devoted to maintenance of water and wastewater treatment plant(s), dams and lift stations. Employee will perform a broad range of paraprofessional work ranging from routine to specialized corrective and preventative maintenance to treatment plants, dams, pump and lift stations. Responsible for receiving work orders and stocking vehicles with necessary supplies and tools for work; performing preventative and corrective mechanical maintenance to water and wastewater facilities including repairs and rebuilds of pumps, motors and gearboxes; fabricating parts; repairing clarifiers, grit collectors, scum troughs, belt presses and GBTs; testing equipment or removing equipment for rebuild at the shop; cleaning and/or washing down the work area; performing work using welding, rigging, millwrighting and various tools and machinery; and serving as emergency standby responder on a rotating basis. Position may need to order parts, speak with technical representatives, via phone or in person, and work with Original Equipment Manufacturers (OEM) representatives on various pieces of equipment. * Performs preventative and corrective mechanical maintenance; uses specialized equipment, tools, and machinery to repair and rebuild pumps, motors, gearboxes, and other equipment and facility components; and fabricates * Inspects, tests, and cleans equipment, alarms, and related equipment to ensure proper working condition and compliance with applicable safety and operating regulations, policies, and procedures. parts. * Performs office and operational support duties, such as receiving work orders, stocking vehicles with necessary supplies and tools for work, maintaining databases and records, cleaning and/or washing down the work area, performing emergency or on-call duties, maintaining inventory, answering phones, and training lower-level staff. * Performs other duties of a similar nature and level as assigned. * High School Diploma or Equivalent (GED, HiSET, TASC) * Two (2) years of related experience if hired externally or a minimum of 2 years of related experience if hired as Plant Maintenance Apprentice including completion of DWM's training program, or upon completion of DWM training if requirements met earlier than 2 years * Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire * Must be willing and able to obtain a CDL-B license with Tanker Endorsement, within 1 year of hire date * AWWA Maintenance Technologist I (Not required at time of hire, but must be obtained within 2 years of hire date) * NC Grade 1 Wastewater Collections * Welding, OSHA Confined Space, and/or Forklift certifications * One year of experience with a computerized maintenance management system (CMMS) program. * Extensive use and knowledge of OSHA safety especially Lock-out/Tag-out * Skilled in welding practices (stick, TIG, MIG, and use of torch) * Machine shop experience using lathe`s, milling machines, etc.

Work involves tasks to dig, build, repair and replace sections of water and sewer lines and services, hydrant and valve maintenance, meter installs and repair, etc. and using a variety of tools to perform the assigned tasks. As needed the employee operates light to heavy equipment such as backhoes, excavators, loaders, forklifts, compactions equipment, and multiple hand-held devices in situations requiring skill and care to dig around underground and overhead utility lines (which involves high voltage electric), near traffic, in traffic in both minor streets and multilane NCDOT highways, beside houses, behind houses, between houses and in other tight places etc. Employees are subject to working in both inside and outside environments and in confined spaces, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. Work around wastewater is subject to the final standards of OSHA on blood borne pathogens. Employees are also required to serve rotating on-call and call-back work. Work is performed under regular supervision and is evaluated through observation and inspection for adherence to instructions and standard trade and safety practices. A SAMPLE OF THE ESSENTIALS: * Performs unskilled, semi-skilled and skilled trades work operating equipment and using hand tools in the construction, replacement and repair of water and sewer lines. * Participates in the maintenance, repair, and installation of meters, risers, hydrants, valves, back flow prevention, and related appurtenances. * Works with CCTV crews and with cleaning crews inspecting and maintaining sewer lines, storm drain lines and manholes. * Uses shovels to finish grading trenches for construction of water and sewer lines; fits pipe; uses hand tools and operates equipment to back fill trenches; loads and unloads gravel, dirt, and other materials, tools and equipment. * Occasionally operates construction equipment such as dump trucks, tampers, trenchers, air compression driven equipment, valve exercising equipment and other related light and medium equipment; pushes snow. * Assists the crew leader with the setting up of the job and controlling safety and traffic; * Cleans stopped sewer lines with pressurized hoses, snakes, vacuums, and shovels. * Cuts grass with tractors, bush hogs, mowers and trimmers; flushes hydrants. * Uses multiple hand-held devices and, as needed, may drive trucks and occasionally operate backhoes, excavators, loaders, forklifts, compactions equipment; motor graders, and other equipment in situations requiring skill and care such as around underground and overhead utility lines, near overhanging branches, parked cars, heavy traffic and other situations; may clear streets, ditches, or other areas to proper grade. * Performs minor preventive maintenance on vehicles and equipment. * Performs and assists with making water and sewer taps, installing fire hydrants and installing and replacing water meters. * Gets materials and supplies for each job; ensures all equipment is in good working order; * Assures safe work around other crew members, electric and utility lines, pressurized gas lines, and other vehicles and property; assists the crew leader with the setting up of the job and controlling safety and traffic. * Makes records of work activities through electronic work order system. * Responds to service calls on weekend and night duty; assesses need for resources and establishes priorities; restores water service to customers after hours; may be called back during inclement weather such as hurricanes, tornados, wind storm, snow, etc. When assigned to Water Meter Services: * Reads Water and Electric meters on an assigned route; records meter readings into handheld computer or uploads data from automated system. * Answers public questions about high utility usage and possible leaks; investigates leaking meters, plumbing fixtures or other possible reasons for high water usage. * Turns electric and water meter services on and off. * Programs remote water meters and replaces water meter registers; installs water ERTs. * Performs maintenance on remote water meters; replaces ERTs and registers where wires are cut or damaged. A SAMPLE OF THE ESSENTIALS: * Provides technical assistance to citizens, contractors, and developers pertaining to compliance with the water distribution system and water conservation policies and procedures and/or violations. * Performs chlorine, bacteria tests and other water quality tests after pressure loss events. * Investigates sources of run-off water; sample run-off water in field, and tests for residual disinfection to assist in identifying sources of water. * Oversees contractors excavating and boring near critical Water Resources utilities to prevent damage and maintain system service and fire protection; Documents contact information, associated issues and responses. * Ensures contractors have valid NC 811 locate tickets, DOT encroachment and are observing town ordinances, specifications and policies regarding excavation and placement/installation of dry utilities. * Attend pre-construction meetings with contractors and developers to represent the interest of the water system. * Investigates water and sewer infrastructure damage by private contractors. Documents and photographs site to determine NC 811 compliance. * Performs quality control inspections on the work of third-party backflow/cross connection testers approved by the ORC. * Tracks and follows up on reports of improper usage or leaks in the water and wastewater systems, resolve problems. * Assist with existing Grease Trap inspections and FOG compliance. * Identifies, detects, and, when appropriate, repairs leaks within the water distribution system. * As needed, participates with utility maintenance work teams in the performance of semi-skilled and skilled equipment operation and utility repairs. * Leak identification may be through observation in the field, observations from other Town employees, analysis of water usage data, or other means. * Operates leak detection equipment and coordinates detection and repairs on Town system with other staff members * Coordinates Town documentation and verifies remedy for leaks that customers are responsible for repairing. * Reads and interprets site plan maps and compares utility manholes, water valves and line locations to those portrayed. * Utilizes GIS in determining utility locations, documents and reports discrepancies.     Responsible for performing a variety of semi-skilled to skilled work in the maintenance and repair of the City's water and wastewater pump stations, buildings, facilities, heavy duty and specialized equipment and grounds. An employee in this class performs a variety of tasks related to the maintenance and repair activities associated with City-owned water and wastewater pump stations, buildings, facilities and grounds. Work includes performing various maintenance tasks such as electrical, mechanical and plumbing repairs to pump stations, buildings, grounds and related facilities. Work is performed under the general supervision of the Facilities Maintenance Supervisor and is reviewed for lasting quality, effectiveness, appearance and functionality through conference, inspection and records. ESSENTIAL JOB FUNCTIONS • Performs a variety of maintenance tasks which include routine maintenance and repair activities associated with the City's water and wastewater pumping stations and water storage tanks. • Performs journey level maintenance on heavy duty and specialized water and sewer equipment; troubleshooting, diagnosing, repairing and maintaining water and sewer pumps and motors. • Performs regular preventive maintenance, which includes checking lubrication on water and sewer pumps and motors and having the ability to recognize issues with this equipment. • May perform limited electrical troubleshooting and repairs but only at the direction and supervision of a City approved “Qualified Electrical Professional”. The level of work performed will be based on the level of knowledge, training, and experience of the individual. Expectations will be defined by the Facilities Maintenance Supervisor. •Maintains grounds surrounding pump station and water storage tank sites and associated rights-of-way. • Troubleshoots problems and performs skilled plumbing and mechanical repairs. • Obtains materials, supplies, tools and equipment using established purchasing procedures. • Keeps records of work activities in Cityworks. • Serves time on standby and answers after hours call for emergencies. • Assists in other divisions as needed. • Participates in the City's safety program and adheres to safety procedures and policies. • Performs other related job duties as assigned. Facilities Maintenance Mechanic Career Ladder Qualifications Education and Experience for Facilities Maintenance Mechanic I - Grade 12 Education and Experience: High school diploma or equivalency ; and minimum of two (2) years of experience in semi-skilled to skilled trades work such as plumbing, electrical and mechanical repair; or an equivalent combination of education and experience. Special Qualifications: Possession of a valid driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment. Possession of a NC Grade C Water Distribution System Operator certification; or, NC Grade I Wastewater Collection System Operator certification; or, NC Grade I Maintenance Technologist certification; or ability to obtain one or more within 18 months of employment.
