Distinguishing Characteristics:

Positions in the Assistant and Associate Planner classifications are flexibly staffed and positions at the Associate level are normally filled by advancement from the Assistant level requiring three (3) years of experience at the Assistant-level and after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for, and after demonstrating the ability to perform the work of, the higher-level class.
Characteristic Duties and Responsibilities:
Positions in this classification typically perform a full range of duties at a level of complexity represented by the following types of responsibilities:
* Review routine to complex development proposals, plans, and applications for issuance of zoning clearance, and for compliance with applicable regulations and policies;
* Review permit applications and building plans for completeness and compliance with current City codes and regulations; provide interpretations of the California Environmental Quality Act (CEQA), Subdivision Map Act, and local environmental guidelines; conduct re-checks, and approve or deny submittals;
* Prepare staff reports, resolutions, and conditions of approval on more complex projects; present recommendations to the City Council, Planning Commission, and various other committees, commissions, advisory boards, and agencies;
* Research and draft ordinances and amendments;
* Review zoning violations, and perform periodic reviews of projects for compliance with zoning requirements, state environmental laws, and conditions of approval;
* Compile information, make recommendations, and prepare written reports for a variety of studies and reports;
* Research, analyze, and interpret social, economic, population, and land use data and trends;
* Participate in the implementation and administration of the City's General Plan and development regulations;
* Assist the public at the front counter, on the phone, and via email, and perform plan check functions for various projects;
* Confer with and advise architects, builders, attorneys, contractors, engineers, and the public regarding City development policies and standards;
* Confer with applicants and agency representatives to identify problems and participate in interdepartmental planning reviews; provide feedback to project applicants, consultants, City staff, and the public;
* Prepare environmental impact reports, written initial studies, negative declarations, and staff reports related to development or City projects;
* Manage planning and development projects; prepare staff reports, schedule meetings and hearings, monitor project implementation to verify substantial conformance with approved plans, conditions, and mitigation measures; suggest revisions to site plans and architecture; inspect project development sites;
* Attend meetings, conferences, workshops, and training sessions; urban planning and other types of public services as they relate to the area of assignment;

QUALIFICATIONS:

Experience: Three (3) years increasingly responsible experience in professional planning or a closely related field. Experience in a government agency is desirable.
Education: Bachelor's degree in Urban Planning, Community Development, Geography, Business or Public Administration or a related field.
License/Certificates: Due to the performance of some field duties which requires the operation of a personal or City vehicle, valid and appropriate California driver's license and acceptable driving record are required. A certificate from the American Institute of Certified Planners (AICP) is desirable.

CLASSIFICATION:

QUALIFICATIONS:
The position requires knowledge of leadership, management practices, techniques and methods to

people, resources, processes and time to successfully achieve results.
The position requires graduation from an accredited college or university with a Bachelors' degree
or greater in accounting, finance, public administration, business administration or a related
field. A Master's degree in a related field is high desirable.
The position requires at least four years of increasingly responsible professional management
experience in municipal finance, accounting or treasury management. Relevant knowledge and
experience in some or all of the following areas is desirable: investment of public funds, bond

Distinguishing Characteristics

Minimum Qualifications
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be at least one year of responsible experience in street and sewer maintenance, traffic painting and signing and concrete work at a level equivalent to the Maintenance Worker I or one year of experience as a Maintenance Worker I with the City of Chula Vista AND formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.
License or Certificate:
Possession of a valid Class "B" California driver's license with air brakes supplemental. Must have tank endorsement when assigned to Wastewater Section.
Mandatory Requirement:

The Position
Under direction from the Theater Technical Director, the Stage Manager acts as Stage Supervisor, and as a point of contact for rental clients during rental events. This position delegates and oversees duties of Theater Technicians, and assumes responsibility for set-up, operation, and strike of all staging and related technical equipment to complete a successful operation of rental events.

The Department
The Public Works Department is a dynamic organization that readily adapts to the needs of the Torrance Community in providing quality and reliable service to the public. The Department is made up of over 200 employees within five distinct divisions who provide service to residents, businesses, and other City departments to improve and maintain the City's streets, sidewalks, landscaping, traffic signals, sewers, waste collection, and water systems.
The Division
The Engineering Division is responsible for the development and implementation of several and various infrastructure projects included in the City's multi-year Capital Improvement Program (CIP). The Division's duties include: planning and budgeting for new projects; securing outside (i.e. federal, state, grant) funding; engineering design, administration of public bidding; and construction management of each project. The Division also provides traffic engineering services for the City including traffic studies, traffic signal system management, responding to citizen traffic requests and making traffic striping and signage improvements citywide in compliance with state standards.
The Position
The Engineering Technician III is the advanced journey level class in the technical engineering series. The incumbent is distinguished from the Engineering Technician II in that the Technician III has responsibility for personnel and project coordination and greater authority over assignments and decisions required to complete the work. Incumbents possess a significant level of technical expertise beyond that expected at the journey level. Work is judged primarily on overall results. The Office

The Civil Litigation Division
The Civil Litigation Division represents the City of Torrance in lawsuits where the City is a party to the lawsuit. Claims filed against the City must be filed with the City Clerk.
The Criminal Prosecution Division
The Criminal Prosecution Division prosecutes, on behalf of the People of the State of California, state law misdemeanors that occur within the City of Torrance. Such crimes typically include domestic violence, drunken driving, drug possession and theft-related violations. In addition, the Division prosecutes violations of the Torrance Municipal Code. The Criminal Prosecution Division hosts a Loss Prevention Workshop once a year. The purpose of the Loss Prevention Workshop is to enhance communication and promote knowledge to our local retail business establishments through training and education.
The General Advice Division
The General Advice Division provides a broad range of general legal advice and services. It drafts and defends local laws as required by the City Council and City departments. The Division provides advisory and transactional work for the City and represents the City in civil cases involving planning, land use, housing, environmental issues, contracts and business disputes.
The Position
As a Legal Assistant II, you will be entrusted with complex legal tasks under the direction of experienced legal professionals. The Department
The Public Works Department is a dynamic organization that readily adapts to the needs of the Torrance Community in providing quality and reliable service to the public. The Department is made up of over 200 employees within five distinct divisions who provide service to residents, businesses, and other City departments to improve and maintain the City's streets, sidewalks, landscaping, traffic signals, sewers, waste collection, and water systems.
The Division
The Engineering Division is responsible for the development and implementation of several and various infrastructure projects included in the City's multi-year Capital Improvement Program (CIP). The Division's duties include: planning and budgeting for new projects; securing outside (i.e. federal, state, grant) funding; engineering design, administration of public bidding; and construction management of each project. The Division also provides traffic engineering services for the City including traffic studies, traffic signal system management, responding to citizen traffic requests and making traffic striping and signage improvements in compliance with state standards.
The Position
Under direction, a Public Works Inspector, Capital Projects provides oversight of contractor's forces on time and material extra work change orders, estimates quantities of extra work and verifies lump sum price quotations for fairness and accuracy; measures for payment all work under each bid item and reviews, processes, and recommends payments for work in place; and interprets contract documents and resolves disputes or uncertainties with the contractor.
The Public Works Inspector, Capital Projects also coordinates inspections and related activities with contractors, utility personnel, consultants and various City staff; Coordinates physical testing of construction materials (e.g., asphalt, concrete, aggregate, soil, plastic, plaster, etc.) to ensure compliance with specific standards; and prepares various status, analytical and technical reports and correspondence.
