The Department
The Public Works Department is a dynamic organization that readily adapts to the needs of the Torrance Community in providing quality and reliable service to the public. The Department is made up of over 200 employees within five distinct divisions who provide service to residents, businesses, and other City departments to improve and maintain the City's streets, sidewalks, landscaping, traffic signals, sewers, waste collection, and water systems.
The Division
The Engineering Division is responsible for the development and implementation of several and various infrastructure projects included in the City's multi-year Capital Improvement Program (CIP). The Division's duties include: planning and budgeting for new projects; securing outside (i.e. federal, state, grant) funding; engineering design, administration of public bidding; and construction management of each project. The Division also provides traffic engineering services for the City including traffic studies, traffic signal system management, responding to citizen traffic requests and making traffic striping and signage improvements citywide in compliance with state standards.
The Position
The Assistant Engineer applies civil engineering principles and practices in support of the Public Works Department's mission to provide a superior level of public service and interdepartmental support in the most practical and competent manner possible.
The following duties represent the principal job duties; however, they are not all-inclusive.
* Designs and develops engineering plans, drawings and specifications, cost estimates, contract provisions, legal descriptions, and maps, ensuring compliance with subdivision policies and local and state codes, ordinances and regulations;
* Maintains accurate and up-to-date project files;
* Prepares general correspondence, reports, newsletters, etc. as required;
* Investigates public complaints and problems and takes appropriate action to resolve complaints and problems;
* Prepares and presents reports and agenda items to the City Council, and City Commissions;
* Coordinates projects with other City departments, agencies and utilities as required;
* Assigns, reviews and coordinates the work of subordinate technical engineering personnel; assists in training lower-level employees;
* Keeps abreast of current engineering principles and practices, technology, regulations and literature that apply to City engineering projects.

Education and Experience

The Civil Litigation Division
The Civil Litigation Division represents the City of Torrance in lawsuits where the City is a party to the lawsuit. Claims filed against the City must be filed with the City Clerk.
The Criminal Prosecution Division
The Criminal Prosecution Division prosecutes, on behalf of the People of the State of California, state law misdemeanors that occur within the City of Torrance. Such crimes typically include domestic violence, drunken driving, drug possession and theft-related violations. In addition, the Division prosecutes violations of the Torrance Municipal Code. The Criminal Prosecution Division hosts a Loss Prevention Workshop once a year. The purpose of the Loss Prevention Workshop is to enhance communication and promote knowledge to our local retail business establishments through training and education.
The General Advice Division
The General Advice Division provides a broad range of general legal advice and services. It drafts and defends local laws as required by the City Council and City departments. The Division provides advisory and transactional work for the City and represents the City in civil cases involving planning, land use, housing, environmental issues, contracts and business disputes.
The Position
As a Legal Assistant II, you will be entrusted with complex legal tasks under the direction of experienced legal professionals. From drafting legal documents to conducting research and maintaining case files, your contributions will directly impact the success of our legal initiatives. Education and Experience
Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Bachelor's degree in administration of justice, criminology, public or business administration, political science, or closely related field. At least three years at the rank of Lieutenant or Captain on the Torrance Police Department; or eight years of progressively responsible supervisory and administrative experience in a comparable sized police department, four years of which shall have been equivalent in type and level to at least that of Captain in the City of Torrance.
License or Certificate

The Department
The Information Technology Department is responsible for the administration of the City's information and communications systems and infrastructure. The City of Torrance is seeking a dynamic and experienced leader for the newly created position of Information Technology Manager - Geographic Information Systems (GIS). This is an exciting opportunity for a visionary GIS professional to help shape the future of the City's GIS program. The Information Technology Manager - GIS will provide strategic leadership, establish the foundation for a modern, enterprise GIS program, and play a key role in building the division's structure, standards, and culture. This pivotal role offers a unique platform to influence citywide decision-making and leave a lasting impact by designing and growing a high-value GIS program that serves the entire organization.
The Information Technology Manager - GIS plans, organizes, and manages the activities of the Geographic Information Systems (GIS) Division, overseeing the planning, development, implementation, integration, and support of the City's GIS program, including enterprise systems, geospatial data, and location intelligence services.
Key Responsibilities:
* Strategic Leadership: Develop strategic plans, roadmaps, and priorities for the City's GIS program.
* Project Management: Lead and manage complex GIS projects, including requirements gathering, design, implementation, and deployment.
* Enterprise Administration: Oversee the administration of the Esri Enterprise environment, including ArcGIS Pro, ArcGIS Enterprise with Portal, ArcGIS Online, and related applications.
* GIS Governance & Standards: Establish and enforce GIS policies, standards, best practices, and change management processes.
* Geospatial Data Management: Direct the management, integration, quality, and security of spatial databases and GIS data warehouses.

License and Certificates
Must possess and maintain a valid California Class C driver's license.
Certifications in GIS (Esri Enterprise Administration, ArcGIS Pro Professional, Spatial Data Infrastructure), database administration, project management, or programming technologies (e.g., Python, JavaScript) are highly desired.
Successful candidates will possess the following:
* Demonstrated experience leading, managing, and growing an enterprise GIS program, including strategic planning, governance, and service delivery.
