Salaries and Fringe Benefits
Recruit Police Officers receive a beginning annual salary of $78,187.20 annually; with experience, education, and training officers can advance to the top step of $99,673.60* annually. After three years of employment, officers are eligible for premium pay for education and certification. Premium pay can be worth up to 15% of an officer's base salary. In addition, Police Officers can qualify for a 5% increase for demonstrated fluency in an eligible language (such as Spanish or American Sign Language). Up to 5% shift differential.
Bilingual Pay Benefit
Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. Bi-lingual Pay

The Central Lane Communications Center (CLCC) was established as a regional consolidated communications center in April 1985. Certification Pay
1) To reach top step in the Structural/Mechanical Inspector range, an employee must hold A-level certifications in both Structural and Mechanical specialties. If an employee holds only one A-level Structural or Mechanical certification, they will only be eligible to earn up to step 4 of the pay range.
2) Employees in the Structural/Mechanical Inspector, Residential Inspector, Electrical Inspector, Plumbing Inspector, and Lead Structural, Mechanical, Electrical and Plumbing Inspector classifications are eligible for certification pay in accordance with this section.
3) Each classification includes minimum State certifications and training requirements. Employees who hold additional certifications, as defined in Table 1 below, may be eligible to receive certification pay.
4) The purpose of the certification pay incentive is to encourage Building & Permit Services employees to maximize the number of current certifications held in building inspection, and to provide additional staff resource depth and flexibility to meet business objectives to efficiently provide inspections services. Employees that receive compensation for holding additional approved certification above those required by their job descriptions are subject to being required to perform all assigned duties covered by the approved certification for which they are being compensated.
5) Employees are required to notify supervisor, in writing, prior to obtaining additional certifications that may lead to additional certification pay. Supervisor will determine if additional certification meets a business need and will qualify for additional certification pay prior to obtaining certification. All inspectors will have the opportunity, should they choose, to obtain certifications and be eligible for the minimum certification pay range for 2+ points shown in Table 2.
6) It is the employee's responsibility to maintain certifications. Failure to maintain additional state certification or satisfactorily perform inspections or meet other requirements under the designated certification may result in loss of certification pay.
7) Each November the Building Official and Building Inspection Supervisor will establish a list of needed certifications for the upcoming year that reflects the business need for the City of Eugene's ability to provide timely and effective inspections. This list will indicate certification types and number of slots available to meet the business need. This list will be shared by December 1st of each year. Employees will have 10 business days to indicate their interest in utilizing held certifications for the listed certifications needs for the coming year. In the case that there are more employees interested than need, the City will use seniority to determine eligibility. Employees are eligible if they have completed the training program for their position and are meeting performance expectations. Employees will not be eligible for the list if they are on a performance improvement plan. Once an employee begins receiving certification pay based on tables 1 and 2 for a certification, they will continue to receive compensation for that certification, except as provided in section 6 of this MOU. Lapse in certification will result in immediate review of certification pay eligibility.
8) The amount of certification pay will be based on assigned points in Table 1. The amount of certification pay shall be added to the employees monthly base pay according to the schedule in Table 2.
9) For an employee to receive certification pay the employee must notify the supervisor and provide proof of certification. Certification pay shall begin on the first day of the next pay period after supervisor approval.

About Limited Duration Position

* Serves as prosecutor on assigned cases and represents the City for city code and state statute offenses that are filed in the Eugene Municipal Court, including misdemeanor (traffic and ordinance), violations, probation violations, contempt hearings, trial status report sessions, and removals to the Circuit Court. This involves all jury cases, and non-jury cases where the defendant is represented by an attorney.
* Prepares and tries criminal cases for the City and conducts a variety of trial preparation and case work: reviews police reports; interviews witnesses and complainants to determine appropriateness of filing criminal charges; evaluates and files; provides discovery to defendants and attorneys; ensures that subpoenas are served to essential and relevant witnesses; ensures that required time lines are maintained.
* Negotiates with defendants and/or attorneys, and consults with involved officer(s) and victim(s)
* Provides prosecution services at in- and out-of-custody arraignments and settlement conferences.
* Attends pretrial conferences with defendants, defense attorneys and judges; negotiates settlements.
* Assists with conducting specific and comprehensive analyses of a wide range of municipal court case issues; researching and drafting legal opinions and memoranda in response to defense motions; and initiating motions on behalf of the City.
* Proposes amendments or dismissals of complaints for good cause to the Court.
* Determines and recommends amounts and appropriateness of restitutions to be paid by defendants to victims; monitors compliance with ordered restitution payments.
* Works closely with the City Prosecutor, Deputy City Prosecutor, Court Administrator, Municipal Judges, and contracting attorneys; advises the Municipal Court of any changes in case status, including plea negotiations, dismissals or amendments.
* Monitors new developments in criminal case law and procedures and legislation.
* Participates in advising Eugene Police Dept personnel on questions involving criminal prosecution, such as evaluating sufficient evidence, advising on the basis for citing or arresting, and other issues related to criminal prosecution.
* Participates in court problem resolutions.
* Drafts and reviews court-related forms.
* Establishes and maintains effective communication with court staff, police, judges, and indigent defense counsel.
* May answer questions and provide information to the public regarding policy, procedure and case information.
* Assists with planning, organizing, and implementing alternative approaches to prosecution activities.
* Assists with the preparation of administrative reports on prosecution office activities.
* Compiles and submits victim assistance report.

Bilingual Pay Benefits
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City's Employee Resource Center division.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%. From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. Non-Represented Retirement Program

Salaries and Fringe Benefits
Recruit Police Officers receive a beginning annual salary of $78,187.20 annually; with experience, education, and training officers can advance to the top step of $99,673.60* annually. After three years of employment, officers are eligible for premium pay for education and certification. Premium pay can be worth up to 15% of an officer's base salary. In addition, Police Officers can qualify for a 5% increase for demonstrated fluency in an eligible language (such as Spanish or American Sign Language). Up to 5% shift differential.
Bilingual Pay Benefit
Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.
