Ability to safely operate a motor vehicle in routine and emergency or extreme circumstances. Serves as a manager on duty various days and evenings throughout the week.ESSENTIAL JOB FUNCTIONS: * Manages the recreation/fitness division budget, including both the revenue and expense funds to achieve self-sufficiency. * Supervises program/activity staff, fitness floor staff, camp counselors, athletic personnel including hiring, training, coaching, counseling, and evaluating all staff. * Develops an annual sales plan and strategic action plan to achieve budgetary goals of a 100% cost recovery facility. * Develops recreation, fitness, and athletic programs including descriptions, schedules, instructors, etc. for brochure periods. * Manages and remedies the divisions' pricing of services, staff and contract employee payroll, sales and other revenues and expenses to meet budget and forecast goals as necessary. * Ensures the operation of both divisions meet city standards and provides an environment of member and guest delight. * Manages all recreation/fitness programming and marketing practices, policies and systems that are necessary for achieving the division and facility's strategic and business plan goals. * Manages contracts with group exercise instructors and personal trainers. * Manages all leagues and recreation activities, including employees and contractors who instruct/service these programs. * Ensures the safety of all facility guests. * Maintains a clean and orderly facility, including preventative maintenance on all equipment and equipment is in proper working order. * Creates, coordinates, resources, implements, delivers, markets and sells all recreation/fitness programs and services. * Assists in the delivery of division services as required, including providing specific services as qualified to do so by training (examples are working the floor, instructing a class, facilitating program activities, etc). * Administers standards of operation, policies and, procedures. * Administers recreation services including the oversight of sports leagues and supervising recreation activities. * Serves as Manager on Duty on a rotating schedule as needed. * Must work various shifts, including evenings and weekends as scheduled. SUMMARY OF POSITION Under general supervision provided by the Health Compliance Supervisor, conducts health and safety inspections and enforces health and food safety codes. Responsible for plan reviews of commercial food establishments and public swimming pools. Investigates and tracks cause and origination of food and water borne illnesses. ESSENTIAL DUTIES AND RESPONSIBILITIES * Drives to and from assigned work locations. * Completes routine health inspections of commercial food establishments and mobile food units, enforces ordinances, conducts re-inspections, and provides safe food handling practices education. * Implements the Hazardous Analysis Critical Control Point approach to the food protection program. * Investigates complaints; responds to and resolve customer inquiries. * Assists in surveillance efforts in current health topics, and ensures that the Department is utilizing the most current and effective techniques and procedures in the health profession. * Ability to work rotating weekend schedule as needed/required in order to inspect temporary food establishments. Responds to emergency situations outside of normal working hours when needed. * Makes recommendations to both public and private industry representatives on methods/techniques to modify daily operations in accordance with current health codes. * Maintains environmental surveys, records of inspections and action taken. ESSENTIAL DUTIES AND RESPONSIBILITIES * Enforces City ordinances and codes including, but not limited to, landscape, solid waste, environmental issues, junked and abandoned vehicles, dangerous structures, zoning, signs, fences, pods, pools and stagnant water, property management issues, illegal dumping, lighting and glare violations, noise violations, illegal home occupations, parking prohibitions, garage sales, outdoor storage and displays, drought management and other public health and safety issues in both commercial and residential arenas. * Enforces the International Code Council's (ICC) International Property Maintenance Code (IPMC) and as may be adopted and updated in the future. * Issues municipal court citations for violations to both the public and private sector regarding city ordinances, codes, etc. * Testifies and presents evidence at court hearings. * Performs research and investigative work in determining extent of violation and non-compliance, and in preparing cases for judicial process, to include photography of evidence. * Investigates and resolves citizen complaints received concerning suspected/potential violations in an efficient and timely manner. * Responds to and resolves sensitive and/or controversial inquires and complaints. * Prepares Investigation and Abatement warrants for judicial signatures and executes those warrants. * Prepares, maintains, and files reports and records regarding activities, i.e., door hangers, case files, inspection reports, incident reports, notices of violation, and citations. * Responds to citizen inquiries in a courteous manner, both orally and in writing. * Investigates and monitors construction activities for the purpose of checking permits, issuing citations or stop work orders until structures, premises, or property are brought to code. Performs follow up to ensure compliance. * Files, makes copies, and prepares mailing of notifications and citations. * Assists theirs Supervisor or Assistant Manager in prioritizing case assignments and is responsible for entering, routing, and assignment of cases to assigned staff within the division. * Performs public speaking presentations to various boards, commissions, homeowners associations, civic groups, and other similar entities. * Serves as a mentor for Environmental Services Code Compliance Officers by assisting in their training and development and assisting with more complex code enforcement matters. * Shares Environmental Services Code Enforcement expertise to assist in the betterment of other employees and the organization. * Assists in establishing standard operating procedures, setting priorities, and expediting the resolution of issues. * Conducts research on varied topics and issues and may create reports and/or other analytical or statistical information. * Assists in coordinating joint abatement and investigation activities with other City departments and agencies. * Performs related work as directed. * Complies with all written City policies and procedures. * Adheres to assigned work schedule as outlined in City and department attendance policies and procedures. * Enforces City's Solid Waste Ordinance and as may be adopted and updated in the future. * Investigates and monitors construction activities for the purpose of verifying outside hauler permits and performing follow up to ensure compliance. * Monitors collection contractor to ensure compliance with license agreement is maintained. * Explains City solid waste services, fees/rates/and advises changes or additions to residential and commercial customer service levels. * Reviews current and planned developments and site plans to ensure adequate residential access and commercial enclosure inclusion and placement, including conducting site surveys. * Assists City Marshall's with information on location of individuals with outstanding warrants. Interacts with other City/County/State agencies on special programs. * Utilizes GIS Arc-View, Looking Glass and other GIS based programs to locate property, property owners, and to verify zoning.
