    Plant Operator Hours: 7pm-7am Monitors, maintains, and operates the equipment and instruments necessary to produce potable water at Three Rivers Filtration Plant and regulates the flow and processing of wastewater and combined sewer flows through the Water Pollution Control Plant and its related facilities. The water being produced at FLP shall be in sufficient quantity and of sufficient quality and shall meet all the requirements of the Safe Drinking Water Act promulgated by USEPA and in compliance with standards and regulations established by Indiana Department of Environmental Management (IDEM). The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City and Utility's safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned. * Verifies Midnight Summary / Operator Logs for treatment data and informs incoming shift employees on any deviations noted; * Maintains building security to verify protection of the treatment and supply facilities; * Relates problems to Management Staff in regard to treatment; * Monitors outlying stations to verify operations and security; * Monitor, maintain, and record appropriate river level; * Monitors, maintains, calibrates, and operates chemical feed equipment in automatic and manual modes. * Makes careful periodic checks of plant areas and equipment * Monitor, maintains and operates plant boilers. * Monitors and operates on-line analysis instruments, interprets data and performs calibration and preventive maintenance. * Collects various plant samples and maintains sampling equipment as directed; * Perform bacteriological tests at preset interval or as needed to assure water quality as well as settable solids, pH, DO, E. Coli, Total Residual Chlorine and other wet chemistry tests as required for process control. * Backwash filters in accordance with prescribed procedures. * Monitors, maintains and operates high service pumps, raw water pumps, effluent pumps and all process related pumps through manual and automatic means. * Assesses raw water rate needs by interpreting pertinent data via computer or oral direction and controls the rate using both automatic and manual procedures; * Regulates flow of raw influent by controlling influent gates and pumps using both automatic and manual procedures; * Performs necessary chemical treatment rate changes; * Receives treatment chemicals as necessary; * Responds to and investigates all process alarms; * Monitors, operates, and maintains disinfection processes including Ultraviolet, chlorine, chlorine dioxide, chloramine, and hypochlorite. * Monitors, operates, and maintains dechlorination processes and facilities; * Performs administrative functions to assist with operations including scheduling emergency staffing; * Evaluates performance of new treatment technologies implemented; * Works with lab staff in reviewing treatment efficiency; * Performs communications necessary to facilitate operations including computers, telephones, orally, and via radios; * Monitors and maintains safety programs and practices; * Maintains equipment and work areas in a clean and orderly condition; * Utilize 6S and TPM (Total Productive Maintenance) * Enters, exits and works in confined spaces wearing a variety of safety apparatus; * Utilizes CMMS to create work requests for equipment needing maintenance and assigns work orders to appropriate staff; * Provides input and information for O&M and CIP budgeting processes * Perform relief duties for Plant Operators, and Chief Operator if qualified. Lead/oversee cardiopulmonary resuscitation (CPR) efforts as indicated; * Efficiently triage injured and debilitated animals with shelter staff making determination for medical care or humane euthanasia; * Achieve proficiency in high quality, high volume spay/neuter techniques. Must be able to (or have the desire to work to be able to) perform 20-25 spay/neuter surgeries per day, including pediatric spays/neuters, abdominal/inguinal cryptorchid castrations, and non-routine spays. Patients are a mix of shelter and foster cats, dogs, and rabbits, as well as community cats through our SNR program; * In collaboration with the medical team, prioritize tasks based on urgency, pathway plans, and adoptability; * Perform comprehensive medical examinations while minimizing patient stress and discomfort using low stress handling techniques; * Utilize and interpret available diagnostics appropriately and efficiently; * Confidently manage medical cases of varying complexity with the ability to develop, document, and effectively communicate diagnostic, treatment, and follow-up plans; * Obtain animal histories from staff, volunteers, foster parents, clients, previous veterinary records, and/or shelter monitoring and treatment records. Review and summarize veterinary records from other clinics to ensure continuity of care; * Evaluate the medical readiness of animals for adoption, with effective associated documentation and communication. For animals with known medical conditions, create appropriate waivers to inform potential adopters of said conditions; * Perform necropsy examinations on animals suspected of animal cruelty or neglect. Document in writing and photographs the results and findings of the necropsy; * Administer state required vaccinations prior to redemption or adoption and provide the appropriate documentation; * Interpret body language cues and handle various types and breeds of animals with varying degrees of socialization including wild, aggressive, and dangerous animals while using Fear Free or Low Stress humane handling techniques; * Must be willing to work with a wide variety of species such as small mammals, birds, and reptiles with primary focus on cats and dogs while practicing low stress and fear free handling techniques; * Manage time and tasks appropriately; Document Management, Processing & Analysis * Create and maintain medical records. Accurately, thoroughly, and promptly record all relevant history, communication, observations, exam findings, treatments, diagnostic results, procedures, assessments, and plans, utilizing computerized medical records; * Uses confidential database to document examinations, behavioral observations, and on going medical needs of animals. Information includes but is not limited to: document animals breed, age, sex, color, etc. along with the contact information for the owner / finder in confidential agency animal database; ensure that the unique shelter identification follows the animal; photographs all incoming animals; locates and traces microchips and any other form of ID on the animal; determines the appropriate legal holding period based and attempt to contact owner; documents all interactions and conversations with citizens, microchip companies, veterinary offices detailing specific conversations, instructions and/or fees; scans all required documents into confidential agency animal database. Investigates event paperwork to ensure the appropriate permit has been requested and all required information is included. Create permit folder and file accordingly. Prepares permit reminders and invoices for current permit holders. Receipts and prepares paperwork upon receipt of payment. Working under the direction of the Captain of Administrative/Vice & Narcotics and the HART Lead Social Worker, the incumbent will work with the Fort Wayne Police Department and Hope and Recovery Team to address issues involving repeat calls for service for people who are suffering from mental health issues. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned. * Works closely with the Fort Wayne Police Department and maintains good working relationships; * Works closely with the Fort Wayne Police Department Hope and Recovery Team (FWPD-HART) to help with co-occurring mental health and substance use disorders; * Identifies and assesses the needs of the person they are assigned to who has experienced a mental health crisis and helps address any underlying issues, both physical and psychological; * Works with families who have a family member with severe mental health issues; Educates them on the treatment options available; Refers and provides warm hand off to appropriate services. Must have knowledge of resources in Allen County. * Assists with research involving the FWPD-CIT Program and its impact on people with severe mental health issues in Fort Wayne; * Assists with coordinating weekly outreach programs and visit homeless encampments as needed; * Testifies in court and has no Giglio issues involving integrity; * Keeps detailed data/statistics on cases and prepares a monthly report; the report must include successes, challenges, number of clients served, number of clients who have been provided resources. . * Prepares monthly and year-end statistical reports of program activities for FWPD Mental Health Social Workers as required by the grant or the FWPD; * Assists with Social Media pages; * Accompanies the FWPD Officers in the field on a regular basis and meets the people "where they are"; Encounters persons with severe mental health issues who may be agitated or anxious maintaining a respectful and professional approach to the helping role; * Works effectively with the children who may be living in situations where a parent or guardian is suffering from severe mental health issues; * Attends regular training and receives continuing education credits to maintain their professional licensure as an LSW or LCSW; * Meets with a Clinical Supervisor to ensure the program is working successfully and meeting all of the necessary legal, ethical, and moral standards for social work mental health diversion programs. * Added to the rotation of on-call HART voicemail response over weekend hours. * Attend community events related to public safety, homelessness, substance use disorder and mental health.     MASTER LEVEL TECHNICIAN-HEAVY DUTY HOURS: 6:30 am - 3:00 pm, 2:30 pm - 11:00 pm, may vary Working under the direction of the Shop Supervisor, incumbent will be tasked to complete maintenance and repairs to a variety of equipment including, but not limited to, small and large construction equipment, street sweepers, pavers, specialty sewer equipment, fire trucks, sedans, SUVs, pickup trucks and vans. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and assist in the maintenance of the City's 2,200 plus fleet assets. Essential duties also include the following and other duties may be assigned. * Performs preventative maintenance services according to the city's 125-150 point inspection program (depending on type of equipment being serviced), accurately and within a reasonable time frame and with a quality of work that exceeds expectations; * Documents defects found during preventative maintenance service and reviews findings with the Shop Foreman for direction; * Performs minor, moderate and advanced range repairs associated with preventative maintenance defect findings (ie. fluids, brakes, tires, lights, hydraulics) and general repairs as well as removal and replacement, and diagnostic work accurately as directed by Shop Foreman service writer including: emission control systems; diesel engines, hydraulic systems, electrical problems on computerized vehicles, conditions between computer, ignition, and mechanical problems, anti-lock brake systems; all non-computerized accessories; drivability problems; on-board computer problems; fuel injection; ignition on computerized vehicles; auto transmissions; computerized A/C systems and four-wheel drive internal components, etc.; * Utilizes diagnostic software to diagnose, program and/or rebuild in efforts to repair and replace all city-owned equipment in the most cost-effective manner; * Coordinates with Shop Service Writer and Fleet Supervisor regarding shop needs, specialty tools, diagnoses and finds creative options to enhance the longevity of the units in the fleet; * Performs major and minor mechanical repairs to two stroke and four stroke compression ignition and spark ignition engines; * Maintains a clean work area, following the organization and safety rules in place; * Completes a daily/weekly/monthly shop chore assignment given by the Operations Manager; * Safely uses all power and hand-held tools including the shop floor cleaning equipment; * Safely moves vehicles in and out of garage area as well as porters vehicles to outside vendors; * Uses the fleet management software, Faster, for data input that tracks repairs and identifies the concern, cause and correction for each assignment. Inputs precise notes and completes all necessary forms accurately; * Assists the parts personnel with identifying and ordering the correct parts for repair and replacement; * Performs new vehicle make-ready service (ie. installation of emergency lighting and equipment fabrications) as well as the removal of items in decommissioned vehicles; * Performs advanced road-side assistance to city-owned vehicles (ie. jump-starts, tire changes); * Participates in educational opportunities; reading manufacturers' publications to further industry knowledge. * Acts as back-up to the Service Writer - Foreman in his/her absence; Complete necessary tasks including answering the phone, writing work orders, assigning jobs, and communicating information to the Shop Supervisor. The employee will be trained on the job, when time permits. MARGINAL FUNCTIONS * Assist and train Mid-Level and Entry Level Technicians; * Must perform any mechanical task set forth by supervision.
