What You'll Do:
Comprehensive training

Qualifications:
High school diploma or equivalent
Excellent problem-solving skills and attention to detail
Experience with bikes, whether maintaining your own or in a professional setting (preferred)

What You'll Do
As the Program Manager I - Business Application Specialist, you'll serve as a subject matter expert for critical utility business applications, ensuring systems are integrated, reliable, secure, and aligned with operational and regulatory needs. You'll collaborate across departments and with external vendors while helping lead and mentor technical staff.
Key Responsibilities
* Manage system integrations, data flow, and automation between utility applications, billing platforms, dashboards, and databases
* Oversee water meter reading software, ensuring accurate provisioning, data validation, reporting, and KPI tracking
* Act as the primary liaison with vendors, IT teams, and field staff for upgrades, configurations, testing, troubleshooting, and support
* Manage the full data lifecycle, including standards, imports, quality control, security, documentation, and retention
* Develop reports, dashboards, analytics, and visualizations to support operational, regulatory, and billing needs
* Troubleshoot application, data, and connectivity issues and coordinate timely resolutions
* Support GIS and Cityworks administration, configuration, maintenance, and user support
* Mentor staff, coordinate workloads, provide training, and support best practices across business application teams
Supervisory Responsibilities
* Supervise assigned direct-report employees
* Recruit, interview, hire, train, and mentor staff
* Conduct performance evaluations and provide constructive feedback
* Address discipline and termination in accordance with City policy
What You Bring
Education & Experience
* Associate degree in Civil Engineering Technology, Computer Science, GIS, or a related field OR
* Bachelor's degree in Computer Science, Engineering, or a related discipline
* Equivalent combinations of education and experience will be considered
* Two years of experience in software application implementation, development, or support preferred
Preferred Certifications
* GISP, PMP, ArcGIS Pro, PCAP, ITIL 4 Foundation, or similar
Technical Skills & Knowledge
* Business application administration and integration
* AMI and Temetra systems (or ability to quickly learn)
* CIS billing systems, APIs, scripting, and data integrations
* GIS environments and Cityworks
* Data analysis, QA/QC, reporting, and visualization
* Power BI, Python, SQL, APIs, automation tools, and analytics platforms

What You'll Do:
* Lead and supervise all Radio Shop personnel, including hiring, training, performance management, and scheduling
* Direct the operation, maintenance, and expansion of citywide and countywide radio communication systems
* Serve as system manager for the Consolidated Communications Partnership (CCP) radio systems
* Act as technical advisor to the CCP Board and coordinate with City, County, State, and mutual aid partners
* Manage FCC licensing for the City, County, and CCP
* Oversee installation, maintenance, and repair of radios, paging systems, alerting systems, and public safety vehicle electronics
* Administer system maintenance contracts and manage vendor relationships
* Prepare and manage the Radio Shop budget
* Ensure system documentation, inventory, billing, and historical reporting are accurate and up to date

Requirements:
