ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Analyzes, calculates, and completes technical and complex accounts payable processes and functions.
Reviews, confirms and finalizes the payment proposals and maintain proper controls for accuracy and compliance.
Reviews, investigates and resolves complex purchasing and invoicing discrepancies and ensures all policy guidelines are met.
Evaluates and responds to vendor and user department inquiries and concerns, and coordinates necessary actions.
Analyzes, calculates and processes all travel requests, expense reimbursements and petty cash disbursements, and completes audit requests and reconciliations to ensure all guidelines are met.
Maintains proper records retention for all financial information and accounts payable records and documents to ensure compliance with all policies and procedures.
Accesses, interprets and identifies the best practice methods to extract, analyze, prepare and/or resolve technical and complex accounts payable and vendor issues.
Generates and analyzes reports to validate data for accuracy and timely processing of 1099 forms and reporting to the Internal Revenue Service.
Compiles, analyzes and prepares varied financial reports for managers, internal and external auditors and/or local and state agencies.
Complies with organizational, Federal and state policies, procedures and regulations.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Responds to external payment verification audit requests in a timely manner.
May provide assistance to internal departments for analysis and research of financial data in preparation of regular or special financial reports.
Performs other related duties as assigned.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma, and five years of experience in accounting, bookkeeping or other related accounting work, including two years in municipal accounting or finance performing complex clerical and sub-professional accounting functions; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
An Associate of Arts or Science degree with at least 12 semester hours of accounting can be substituted for one year of experience;

ESSENTIAL JOB FUNCTIONS
Learns how to become proficient in the performance of the following duties:
Safely operates all models of agency revenue service vehicles through traffic along assigned routes under various environmental conditions in accordance with published schedules, traffic laws and departmental regulations.
Manages farebox transactions, and records passenger data by fare type.
Collects fares from passengers and issues transfers; checks passenger transfers, passes, and identification cards to ensure they are valid. Passes may be both physical printed medium or digital.
Acts as first-line customer service representative by cultivating and maintaining positive customer relations with the riders. Ensures a clean, safe rider environment, provides accurate and timely information regarding routes, and assists and accommodates riders with boarding and discharging the vehicle in a safe and efficient manner.
Performs pre- and post-operation vehicle inspection. Records any physical deficiencies on required documents.
Contacts Control Center regarding various emergencies, such as, medical emergencies, vehicle malfunctions, vehicle evacuations, vehicle accidents, etc.; as well as, other circumstances that may affect service, such as, heavy traffic, road hazards, road obstructions, etc..
Completes accident, incident, and/or other miscellaneous reports to document unusual occurrences.
Operates the disability access lifts and ramps for wheelchairs or upon request by any passenger. Assists wheelchair patrons on and off vehicles upon request. Secures all onboard wheelchairs or other mobility devices in accordance with department policy.
Complies with all applicable Federal, State and local safety regulations and with the Americans with Disabilities Act (ADA) guidelines to include stop announcements for all visually impaired.
Operates communications equipment in accordance with Federal Communications Commission (FCC) and department rules and regulations.
Wears and maintains prescribed uniform and maintains a clean, well-groomed appearance at all times.
Will be required to respond under emergency conditions.

GRU is seeking a motivated Supply Chain Specialist to support inventory analysis, purchasing, and materials management using an Enterprise Resource Planning (ERP) system or Work Management System.
Positions allocated to this classification report to a designated supervisor and work under limited supervision. ESSENTIAL JOB FUNCTIONS
Determines material requirements and maintains ERP SAP - System, Application, Products - GRU, Work Management System (Public Works) or database updated with accurate purchasing and inventory control information to ensure the system performs optimally, reduces clerical work, and provides accurate suggested orders with optimal quantities and delivery times.
Monitors stock levels, material usage and future material requirements and creates and issues purchase orders as needed to insure needs are met while maintaining inventory at optimal levels.
Works with the user departments, purchasing, stores, standards and engineering to evaluate, select and implement GRU or Public Works supply chain partners. Designs, develops and maintains effective supply chain strategies. This could include working to resolve problems, improve efficiencies, reduce total costs, assure quality, support flexibility and protect continuity of supply.
Monitors and reports on market conditions, new technology and supplier conditions for the assigned material group, and makes recommendations to the Supply Chain or Assistant Operations Manager when necessary to protect or enhance the performance of the supply chain.
Works with the Procurement Specialist or others as appropriate to prepare bid specifications, evaluate bids, and recommend award for all bids above GRU requirements or as directed by Assistant Operations Manager.
Prepares detailed records and reports in a timely manner.
Prepares requests for quotation and/or invitations to bid for a wide range of standard materials.
Monitors transactions of inventory usage to ensure accuracy in capital and maintenance materials accounting as well as Stores inventory records.
Reviews contracts, agreements, and terms and conditions in purchase orders to assure clarity, and protection and enhancement of the City's interests.
Verifies contracts have met all requirements and adhere to all City policies before execution. Implements contract execution procedures, ensuring proper execution by the Contractor, review and approval by the City Attorney, and execution by the City.
Prepares analysis of quotations to insure conformity with specifications and most satisfactory source of supply. Initiates quotations and places orders for emergency purchase when bids are not required.
Works with the Warehouse Supervisors or Operations Supervisors to check and verify source documents related to issue and receipt of goods and ensures accountability of quantities and costs.
Responsible for overseeing the cycle count program and researching causes for inventory balance discrepancies. This may be in tandem with the Warehouse Supervisor, Operations Supervisor or Assistant Operations Manager as appropriate.
Conducts analysis of inventory to identify potential candidates for investment recovery and works with user departments to determine if material can be disposed of.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Maintains complete records of all contracts utilized by the Stores Department or Public Works Warehouse.
Coordinates the expediting of materials to meet user department requirements and communicates information as necessary to them.
Performs many of the functions that support daily warehouse activities on an as-needed basis.
Assists in formulating operating procedures.
Assists in the annual budget process.
Performs other related duties as assigned.

ESSENTIAL JOB FUNCTIONS
Inspects buildings and other structures to determine functional systems and detect malfunctions and needed repair making notes and recommendations using a pre‐established check sheet.
Inspects the grounds and parking areas to be free of leaves and debris; and handles any minor clean-up and/or repairs needed.
Performs minor electrical maintenance to include but not be limited to replacement or repair of fixtures (e.g. wall switches and outlets, incandescent and fluorescent bulbs and tubes, ballast, sockets, fuses, minor appliances, cords, etc.) using appropriate hand, power and specialty tools.

Reconfigures, installs, positions, and remounts modular offices and space (e.g. furniture, wall panels, work surfaces, storage bins, lighting, file cabinets, etc.) to accommodate user needs and maximize office space using various hand, power and specialty tools, dollies and hand trucks.
Sets up tables and chairs for meeting rooms as requested.
Prepares the surfaces and paints various structures and equipment (e.g. walls, refrigerators, evaporative coolers, floors, roofs, doors, restroom facilities, etc.) to preserve wood and metal parts from corrosion and maintain a safe, comfortable working environment using various painting equipment and related tools (e.g. sprayers, rollers, brushes, thinners, etc.).
Clean rooms, hallways, lobbies, lounges, rest rooms, corridors, elevators, stairways, parking lots, and other work areas.
Order parts and maintain required documents.
Maintains electronic card access system for designed building(s).
Attends work on a continuous and regular basis.

Supervising engineering work coordinating teams of Public Works engineers, and/or technical support specialists in planning, developing, and implementing the capital improvement program (CIP) and review of development projects. This position will report to the City Engineer and work under general supervision. Work in this class is distinguished from higher classes by its lack of managerial responsibility and from lower classes by its emphasis (over 50% of the time) on the coordination, motivation, and guidance of professional staff engaged in project delivery and development review. Projects will include roadway and stormwater projects from the PD&E phase through construction close-out including but not limited to scoping, feasibility, due diligence, public involvement, right-of-way, surveying, design, procurement of services and CEI. Projects may include specialty funds, such as state and federal grants, and adhering to grant requirements.

ESSENTIAL JOB FUNCTIONS
Performs daily focused and systematic studies and reviews (both tactical and strategic in nature) of crime and disorder problems as well as other law enforcement related issues to assist internal staff and external agencies in criminal apprehension, crime and disorder reduction, crime prevention, and evaluation. This includes, but is not limited to, the analysis of timing and geographical factors and suspect/victim similarities.
Performs daily evaluation and analysis of criminal intelligence information to predict capabilities, intentions, and vulnerabilities of criminal groups and recommends investigative strategies.
Monitors the levels and patterns of criminal incidents and performs periodic tabulations of selected type of crimes or incidents by area, day of week, time of day, and offense characteristics.
Develops forecasts or predictive analysis on crime trends and patterns.
Prepares reports including, but not limited to, complete area analysis, incident summarizations, comprehensive suspect work-ups and crime patterns and forecasts. Distributes associated reports department-wide and to external law enforcement entities.
Makes analysis-based recommendations in oral and written communications to supplement and assist decisions of police administrators related to staffing and the implementation of special details and tactics, all in efforts to maximize the use of limited resources by enhancing the way police respond to crime.
Uses graphs, charts, slides, tables, maps, bulletins and other visual aids in describing the findings to police administrators and other relevant personnel. Presents findings at various meetings and briefings.
Utilize geographical information systems (GIS) to conduct advanced-level analysis for various requests. Queries and extracts data from various databases and sources to develop reports used in monitoring and measuring crime.
Using GIS and other analysis software, creates and/or updates police boundary maps as changes are made to police boundaries and new areas in the city are annexed; prints, posts and distributes new maps.
Responds to Administrative requests for research and analysis from elected City officials, Charter Officers, various City departments and citizens.
Assists Records Division when responding to public records requests that require advanced GIS analysis.
Develops and maintains the Crime Analysis Intranet site that is used to catalogue and communicate crime analysis related reports and other information internally and externally to select agencies.
Serves as lead analyst for major projects and/or cases, and assumes responsibility for the analysis results.
Provides training and orientation for new Police Crime Analysts and sworn personnel.
Attends work on continuous and regular basis.

Certifications
