The Inspector V conducts on-site inspections and investigations including those involving abuse, neglect, and exploitation of adults and children with mental illness or intellectual, developmental, and physical disabilities in various Texas Long-Term Care facilities:

The inspector conducts on-site licensure inspections, complaint and incident investigations, and annual comprehensive surveys to include the investigation of abuse, neglect, and exploitation at Long-Term Care (LTC) providers to determine compliance with federal and state health and safety regulations. The inspector completes written reports for each inspection or survey to detail deficiencies and provide narratives to support regulatory findings. The inspector summarizes facts obtained during an investigating whether abuse, neglect, or exploitation occurred. The inspector is responsible for ensuring the documentation is clear and concise; ensures course corrections implemented by the providers are appropriate to address the risk or noncompliance with regulations identified during inspections and investigations. If the inspector determines abuse, neglect, or exploitation did occur the inspector will make a referral to HHSC's Employee Misconduct Registry of the alleged perpetrator. (25%)
The inspector establishes priorities in gathering evidence to determine what methods to use in securing evidence such as going through the interview process or reviewing records to determine compliance or noncompliance. Analyzes evidence to complete a thorough investigation and determine if there is a preponderance of evidence. Evidence must follow chain of custody and be protected during the process. (25%)
The inspector reviews and approves corrective action plans to address noncompliance with the regulations; responsible for informing the provider of issues that require immediate remedial action to ensure the health and safety of consumers; recommends enforcement actions; ensures administrative penalties are assessed and processed according to state and federal requirements. The inspector participates in meetings to discuss major issues identified during the inspection/investigation, and the outcome of the inspection/investigations. The inspector testifies at hearings and court proceedings regarding the investigation findings and compliance determinations. The inspector will train new hires by conducting on-the-job training which includes mentoring, shadowing, and return demonstrations. (10%)

Job Description - Inspector V:
This position is posted for Edna, Texas, and all surrounding counties; the headquarters assignment can be changed at any time to accommodate the mission and goals of the Meat Safety Assurance Unit. Under the direct supervision of the Meat Safety Assurance (MSA) Circuit Manager and the general management of the MSA Unit Manager, performs complex inspections, investigations, and quality assurance reviews at establishments with a state grant (permit/license) to perform livestock slaughter and/or meat/poultry processing operations to ensure compliance with State and Federal laws, rules/regulations, and agency policies. Evaluates and reviews establishment procedures and implementation and prepares and distributes reports and correspondence dealing with the results. Through the Federal/State cooperative inspection program, carries out the functions as herein described in establishments with a United States Department of Agriculture (USDA) Food Safety Inspection Service (FSIS) grant (permit/license) but with MSA staffing. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation; such participation may require an alternate shift pattern assignment and/or location.

(15%) Receives inspection schedules and reports the results using a computer and electronic mail. Records findings of reviews and inspections. Using word processing, spreadsheets, the internet, and email, prepares and submits technical reports outlining violations of regulations, SPS, SSOP and HACCP plans, humane slaughter. Assures that all DSHS and MSA required documentation is accurate, concise, and timely. Coordinates work schedules to effectively provide inspection coverage between/among assigned establishments. Assures that all establishment violations are properly noted and recorded on Noncompliance Record (NR). Maintains establishment files in accordance with MSA procedures.
(10%) Monitors establishment microbiological sampling systems and collects tissue samples for mandated State microbiological and economic sampling programs. Monitors and collects tissue samples for in-plant and National Tissue Residue Sampling Program. Documents and prepares collected samples and submits them in a timely manner to the appropriate designated laboratory.
(10%) Evaluates formulae and methods used in preparing meat/poultry products pertaining to their potential as a vehicle for transmission of disease or disease producing organisms or their toxins. Makes recommendations concerning the compliance of labels using mathematical and analytical analysis where required. Appraises the effects of new processing methods and keeps informed of requirements and changes in labeling, product formulation, and methods of preparation.
(10%) Research policy, rules, regulations, directives, notices and other regulatory documents regarding proper identification and disposition of non-compliances noted during inspections and providing responses to establishment management's inspection related questions. Serves as liaison between the MSA Circuit Manager and establishment management.
(5%) Other duties as assigned include but are not limited to: Recognizes zoonotic diseases, reports them to the appropriate authority, and may participate in their investigation. Serves as a relief inspector in livestock slaughter and/or meat/poultry processing establishment as directed by supervisor. Promotes public education on sanitary practices through individual contacts and/or civic or other public meetings. Actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation; such participation may require an alternate shift pattern assignment and/or location. HCS Surveyor - Starting Market Rate Salary $60,431.88
As part of a collaborative team of public servants, a surveyor protects individuals' health and safety by conducting on-site residential surveys, monitoring, and investigations of Home and Community-Based Services (HCS) Medicaid program providers to assess their compliance with state and federal laws and rules. These include investigations into allegations of abuse, neglect, and exploitation. Analyzes evidence to complete a thorough investigation and determine if there is a preponderance of evidence. Evidence must follow chain of custody and be protected during the process. (25%)
The inspector reviews and approves corrective action plans to address noncompliance with the regulations; responsible for informing the provider of issues that require immediate remedial action to ensure the health and safety of consumers; recommends enforcement actions; ensures administrative penalties are assessed and processed according to state and federal requirements. The inspector participates in meetings to discuss major issues identified during the inspection/investigation, and the outcome of the inspection/investigations. The inspector testifies at hearings and court proceedings regarding the investigation findings and compliance determinations. The inspector will train new hires by conducting on-the-job training which includes mentoring, shadowing, and return demonstrations. (10%)

A Quality Inspector is responsible for ensuring that products or services meet established quality standards and specifications. They perform visual, mechanical and electrical inspections, tests, and audits to identify any defects or deviations from quality requirements. Quality Inspectors use various tools and techniques to measure and evaluate the quality of materials, components, and finished products. They document and report any non-conformities and work closely with production teams to address quality issues and implement corrective actions. Additionally, they may participate in the development and improvement of quality control processes and procedures.
Essential Responsibilities
Learn and be able to perform internal and customer factory acceptance testing to include visual, mechanical and electrical inspections, and testing of all equipment manufactured at Powell facilities according to Powell Standards.
Perform tests using equipment such as multimeter, clamp-on-meter, voltage detector, Hi-Pot, etc.
Program and operate electronic equipment such as microprocessor-based relays.
Energize Powell electrical products and other buyout equipment such as service Panels, HVAC, Battery Chargers, UPS System, etc.
Perform equipment failure investigations and root cause analysis.
Complete and maintain all test Quality Control documentation as required.
Perform maintenance on test equipment as needed.
Interaction with all departments (sales, engineering, production control, fabrication, PCR, switchgear, shipping) including customers to work to resolve quality related issues.
Interaction with all departments during production, final inspection and final release to shipping is required.
External relationships may include regular interaction with other Powell subsidiaries, suppliers and customers.
Record Engineering and Shop discrepancies, non-conformities and material shortages utilizing Powell systems.
Participates in continuous improvement projects.
Promote a safety culture as well as attend all safety meetings.
Ensure Powell employees, suppliers and customers adhere to safety rules and PPE requirements.
Ensure quality by following standard work instructions and identifying any potential risks to product quality.

Minimum Qualifications

What You'll Do:
Dimensional Inspection to verify the product matches the sales drawing. This inspection would include but not limited to the following.
Diameter, Overall Length, Nozzle Projection, Nozzle Orientation, Test Ports, Couplings, Drains, Etc.
Weld Inspection to verify all welding meets or exceeds the weld details on the fabrication drawings. This inspection would include but not limited to.
Weld Profile, Weld Size, Weld Length, Porosity, Cracks, Undercut, Inclusions, Excessive Spatter, Etc.
Visual Inspection to verify that the finished product meets the overall standards of MIRATECH. This inspection would include but not limited to the following.
Paint Defects, Deformation, Defects, Tagging, Labeling, Etc.
Labeling / Tagging - verify that all the products all labeled, marked, or tagged with the correct job number and stock code.
Maintain job travelers in job packets, inspection reports, test and quality checks.
Report any defects, issues, or non-conformities to the Quality Control Manager.
Assist with 3rd Party Inspections that are coordinated through the Quality Control Manager.
Inspect raw materials in the Non-Conformance Department to verify the following match the Material Traceability Report (MTR) provided by the vendor;

Calibrate inspection and testing equipment to ensure accuracy and reliability.
Ensure that all safety standards are adhered to during inspections and testing.
Communicates with other QC Inspectors and takes ownership and initiative.
How to Qualify:
