The duties of the MECHANIC III include but is not limited to:
* Perform preventative maintenance activities to vehicles and equipment, including but not limited to oil and filter changes, servicing of lubricant and fluid levels, component wear inspection, and systems testing.
* Responds to complex reports of operational/condition issues with vehicles and equipment. Performs system testing and diagnostics to determine cause and course of repair action.
* Replaces failed vehicle and equipment components of all complexity levels.
* Rebuilds complex vehicle and equipment components as needed.
* Performs complex vehicle body and paint repairs as well as component upfit and make ready. Repairs include but are not limited to body panel shaping, substate preparation, painting, metal and fiberglass fabrication, welding, body filler application and component replacement.
* Services vehicles and equipment as needed at garages and at off-site locations.
* Serves as shop supervisor in absence of shop manager. Trains lower-level mechanics.
* Orders parts and updates/completes work orders according to standard operating procedures.
* Uses tools and equipment such as electronic and mechanical diagnostic equipment, tire changers, bench grinders, pressure washers, hoists, jacks, and a variety of hand and power tools.
* Maintains a clean and safe work environment. Performs housekeeping duties. Observes environmental and hazardous material procedures. Works safely and follows all safety procedures.
* Stays current on new technology.
WORKING CONDITIONS
The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are routine exposures to significant levels of heat, cold moisture, air pollution, chemical gases, and substances. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises, and minor burns. MUST FURNISH OWN TOOLS AND SAFETY SHOES.
This is a FLEET Management Department Position at the Tier I Level.
EDUCATIONAL REQUIREMENTS
High school degree, GED or equivalent.
EXPERIENCE REQUIREMENTS
Four-year equivalent of automotive, diesel and/or heavy-equipment maintenance/repair experience is required.
OR
An Associate's degree (at least 18-month program) in automotive, diesel, and/or heavy equipment (off road) technology plus, two-year equivalent of automotive, diesel and/or heavy-equipment maintenance/repair experience.
LICENSE / CERTIFICATIONS REQUIREMENTS
Valid Texas Class C upon hire. Class A or B Commercial Driver's License (CDL) within 6-months of employment. Must comply with the City of Houston's policy on driving.
Certifications: Must achieve certification as Texas State Vehicle Inspector within 6 months of employment.
May be required to achieve Emergency Vehicle Technician certification.
May require mobile air (EPA 609) certification.

General Description Performs advanced (senior-level) motor vehicle maintenance and equipment repair work. Work involves estimating repairs, requisitioning parts and supplies maintaining records of work performed, and overseeing the operation of a motor vehicle and equipment repair shop. May assign and/or supervise the work of others; Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Examples of Work Performed
Coordinates or performs various phases of motor vehicle repair such as paint, body, and mechanical repairs.
Coordinates wrecker service to pick up wrecked or disabled vehicles.
Oversees the repair and maintenance of various types of motors and mechanical equipment.
Exchanges, rebuilds, and overhauls motors, transmission, differentials, and other major vehicle components and systems.
Requisitions supplies, checks deliveries, maintains records of purchases and requisitions, and distributes supplies.
Diagnoses and repairs all functions and controlling system of the vehicle.
Discusses malfunctions, warranties, parts, and service with mechanics, drivers, and manufacturing representatives.
Instructs mechanics in proper repair procedures and use of automated testing equipment.
Inspects vehicles and estimates repairs.
Prepares periodic reports and purchase orders.

Education and Experience
Graduation from a high school or equivalent (GED), supplemented by technical courses in automotive maintenance and repair.
Preferred: Associate's degree from an accredited college or university in automotive, diesel mechanics or related field.
Three (3) years or more of experience in motor vehicle repair and maintenance work.
Certificates, Licenses and Registration:
Certification from the National Institute of Automotive Service Excellence.
Must have a current valid Texas motor vehicle operator's license.
Must be able to be insured by the County's insurance carrier.
Knowledge, Skills and Abilities
Knowledge of automotive diagnosis, repair, and maintenance techniques; of welding; of departmental policies and record keeping procedures; of fleet management principles; of safety practices and principles used within an automotive repair facility; and of electrical and computerized systems and emission control systems.
Skill in locating and diagnosing defective mechanical problems.
Ability to work with electronic and computerized diagnostic equipment; to apply mechanical knowledge to the repair and maintenance of mechanical equipment.

RESPONSIBILITIES
General inspection of vehicles, trailers, equipment, Run and analysis diagnostic testing, minor and major repairs on trucks and trailers.
Conduct regular preventative maintenance on service trucks, including inspections, tire rotations and oil changes.
Knowledge and understanding of ABS systems, suspension, steering, leaks, wheel alignment and balancing, electrical systems.
Inspect and replace bearings, lights, breaks, coolant.
Maintain parts inventory, requesting purchase orders for ordering of parts and necessary items,
Collaborate with team in diagnosing problems with vehicles and plan repairs.
Maintain accurate records of each repair performed on vehicles.
Coordinating with external repair shops.
Other duties as assigned.
May be asked to work at another nearby location.

The Mechanic II is a Tier 1 position and can make an immediate impact and add value towards the achievement of these goals.
The MECHANIC II duties will include but is not limited to:
* Performs preventive maintenance activities to vehicles and equipment including but not limited to oil and filter changes, servicing of lubricant and fluid levels, component wear inspection and systems testing.
* Responds to moderately complex reports of operational/condition issues with vehicles and equipment. Performs systems testing and diagnostics to determine cause and course of repair action.

WORKING CONDITIONS
The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are routine exposures to significant levels of heat, cold moisture, air pollution, chemical gases, and substances. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises, and minor burns. Must furnish own hand tools.
This is a Fleet Management Department Position at the Tier I Level.
EDUCATION REQUIREMENTS
High school degree of GED equivalent.
LICENSE REQUIREMENTS
Driver's License Requirement: Valid Texas Class C upon hire.
Class A or B Commercial Driver's License (CDL) within 6-months of employment.
Must comply with the City of Houston's policy on driving.
Required Certifications: Must achieve certification as Texas State Vehicle Inspector within 6 months of employment.
May be required to achieve Emergency Vehicle Technician certification.
EXPERIENCE REQUIREMENTS

Preference will be given to applicants with heavy-duty diesel and welding experience highly preferred. Applicants with mechanical aptitude are desired.
Ability to read and understand service, repair, and parts manuals, mechanical diagrams, safety and hazardous materials communications. Intermediate math and computer skills required. Intermediate problem-solving skills.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
