DEFINITION/SUMMARY: Reports to the Superintendent (Streets and Right of Way) and the Deputy Engineering and Public Works Director and at times under the supervision of a Superintendent I/ Equipment Operator or another as specified by the Superintendent II (Streets and Right of Way), and is reviewed for compliance with established procedures while working, and through review after task completion: may supervise laborers along with performing tasks required to maintain and repair asphalt and concrete surfaces, clean road ditches and sidewalks of debris, maintaining right of ways, sign and pavement marker installation, and clean roadways of snow and ice during winter months. May perform duties requiring some minimum skill in carpentry, masonry, pipe laying, and other learned traits; operates light equipment 3 ton or less excluding dump trucks and snowplows spreader trucks.
ESSENTIAL DUTIES/EQUIPMENT USED:
* Performs various manual labor tasks required to maintain and repair city streets (i.e. shoveling materials, loading/unloading trucks, and operating handheld power tools and equipment)
* Performs tasks related to paving, concrete, excavation/filling, and other tasks as assigned.
* Operates light equipment such as farm or lawn tractors, rubber tire front end loaders, gas powered asphalt roller, chainsaw, forklift, manual rollers, tamper, shovel, pick, light duty trucks, and other equipment smaller than three (3) tons.
* Cleans street ditches, culverts, sidewalks, right of ways, and curbs of leaves, garbage, trees, tree limbs, debris, and homeless encampments. Shoveling, using a leaf blower, rake and broom.
* Performs creation, installation and maintenance of various street signs, markers, lines, thermoplastic etc. to ensure safe, efficient flow of traffic and pedestrians.
* Works to treat city streets for snow and ice using both snow and ice removal equipment and hand- held tools (may operate a truck with plow and spreader or broom if qualified).
* Helps prepare right-of-way and areas for special events.
* Participates in on-call rotations for emergency responses, storm and snow events.
* Responsible for performing duties requiring skills in carpentry, masonry and concrete.
* Responsible for performing duties to pave and repair asphalt and concrete surfaces using hot and cold asphalt mixes, concrete mixes and reinforcement, and the utilization of necessary specialized equipment. May operator a paver, miller, and asphalt roller.
* Cleans equipment and tools used during the workday.
* Promotes an image of professional, courteous service as a representative of the City of Morgantown. Employee encounters occasional contact with other departments and general public.
* Maintains paperwork, as needed and assigned by the Street superintendent and the Deputy Public Works Director, describing materials, equipment, and personnel used during the day.

WORKING CONDITIONS/PHYSICAL REQUIREMEMTS:
Employee spends a majority of work shift using equipment and performing tasks requiring repeated bending, crouching, stooping, stretching, or crawling. Occasional activities require working from elevated workspaces. Daily operations require unaided lifting of objects weighing as much as fifty-one (51) pounds. Employee spends most of the work shift outdoors or in a truck. Daily conditions encountered include odors, fumes, dust, dirt, noise and vibration. Other conditions vary with precipitation and seasonal changes.
Hazardous conditions encountered daily include, but are not limited to:
* Constant hazards: Danger from passing traffic, working with hot asphalt, mechanical hazards when using rollers and other heavy equipment, and entering confined spaces.
* Occasional hazards: Working from heights, tripping or slipping due to terrain and weather conditions, traffic accidents when working to remove snow and ice, and earth or brick cave-ins when laying pipe or working in manholes or drops.
* Possible hazards: Contact with extremely hazardous or toxic waste, sharps/needles and other debris when making deliveries of trash to the landfill, hazards associated with working around large vehicles on narrow roads and steep grades and various weather conditions.

* Plan, organize and implement the maintenance and operation of technical performance-related equipment at the Metropolitan Theatre, and Ruby Amphitheater including lights and lighting control panels, sound equipment, microphones, sound boards, speakers, special effects equipment and other technical systems used during performance and rehearsals.
* Program sound equipment, lighting equipment, and other technical systems in advance of performances and productions; troubleshoot and resolve problems with productions equipment. Operation of such a system and maintenance is also required.
* Provide technical support and services for a variety of projects and facilities within the department and the City.
* Assist in scheduling and supervision of events and other staff as needed for technical production and event support.
* Serve as event manager and SPOC at city events when director or facility manager are not present.
* Monitor the condition of equipment, including lighting, sound, and rigging equipment; notify supervisor of the need to repair and replace equipment.
* Serve as a liaison between production staff, promoters, directors of events, renters, and theatre staff.
* Utilize proper safety practices and procedures and the ability to climb stairs and ladders safely and follow safety protocols as directed.
* Other duties as assigned.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS:
* Exposure to the public in large crowds.
* Prolonged periods of standing.
* Ability to lift 50 pounds.
* Use of ladders and aerial work platforms.
* Exposure to high sound pressure levels for prolonged periods of time.
* Ability to work at heights may be required.
USE OF TECHNOLOGY & EQUIPMENT:
* Position has daily use of computers for data entry and use of the telephone, radios, copier, computer operated stage and professional lighting systems and sound systems, etc.
* Lifts, ladders, scaffolding, and power tools as required.
* Extensive use of professional sound and lighting consoles and related equipment as well as programming and maintenance of those and other related equipment.
CONTACT & SUPERVISION:
* Position encounters contact with various community groups, city departments, artists, stakeholders, volunteers, etc., and public on occasions.
* Position will supervise event staff and other technical personal, volunteers, and serve as onsite coordinator for events and programs.

MINIMUM REQUIREMENTS
Education:
* Bachelor's degree with major course work being in Theater, Arts, Arts & Culture, Electrical or Mechanical Engineering or a closely related field or a combination of education and experience.
Certification/License:
* Valid Driver's License
Experience:
* Three (3) years of experience in theater/arts technical production, facility management, and event production.
* Planning, developing, and operating a comprehensive year-round program of produced, co-produced, and rental events at multiple facilities.

Tasks:

Qualifications

An Associate's Degree is preferred. Must possess a valid driver's license. May be required to secure certifications as required by area of assignment.
