    General Definition of Work As a construction inspector you will play a vital role in the field for the engineering division for their mission to support City Council's goals by developing and implementing strategies to further City redevelopment, assess and appropriately respond to the needs and quality of life of the community, and ensure infrastructure is adequate to continue to meet current and later infrastructure needs and plans for the future growth of the City of Jacksonville. The salary posted is the full salary range for this position. The starting salary is expected to be in the range of $48,598.90 - $63,178-57 depending on experience and education. Essential Functions/Typical Tasks Conducting construction inspection duties to ensure compliance with plans, specifications and standards; responding to public inquiries; preparing and maintaining detailed records and files. (These are intended only as illustrations of the various types of work performed. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.) * Inspects water and sewer, stormwater, erosion, sediment control and roadway construction projects for compliance with plans, specifications and standards. * Tests materials during construction; ensures compliance with all policies, rules, standards and regulations. * Informs contractor of deviations or errors and advises as to corrective action. * Keeps progress records and as-built information. * Locates existing utility lines for contractors and other utility companies. * Reviews plans and specifications of future projects; checks as-built plans upon completion of projects. * Prepares correspondence concerning projects to public and private agencies. * Locates buried manholes and valve boxes and advises other department employees. * Assists with engineering surveys. * Maintains inspection records, plans and related documents on file. * Checks infiltration and inflow problems and recommends corrective action. * Acts as cross-connection/backflow prevention coordinator. * Inspects and approves backflow (device plumbing and structure). * Assists with drafting and designing of water and sewer lines as required; print site plans * Performs related tasks as required. Required Education and Experience Any combination of education and experience equivalent to graduation from high school and 2 to 5 years experience in construction work. Possession of an appropriate driver's license valid in the State of North Carolina. Knowledge, Skills and Abilities Thorough knowledge of construction practices, techniques, materials and equipment relating to public works and utilities; general knowledge of engineering plans, specifications and drawings; ability to read and interpret plans, specifications and blueprints and to compare them with various aspects of construction in progress; ability to detect errors in construction projects; ability to establish and maintain effective working relationships with City officials, contractors, property owners and others to effect satisfactory compliance with specifications and standards; ability to maintain accurate records. Must comply with applicable City & State codes, standards, specifications, approved plans, and issued permits. This position performs comprehensive on-site inspections; reviews construction plans, permits, and documentation; conducts field testing; and verifies that work is completed safely, accurately, and in accordance with regulatory requirements. DISTINGUISHING FEATURES OF THE CLASS: The Site Inspector serves as a key liaison between the City, contractors, developers, engineers, regulatory agencies, and the public. The position includes inspection and enforcement responsibilities related to water, sewer, stormwater, roadway, and site development projects, as well as coordination with City departments to support capital projects and private development. This position reports to the Project Manager and works closely with the City Engineer. ESSENTIAL JOB FUNCTIONS/DUTIES: Conduct on-site inspections of public and private construction projects, including utilities (water, sewer, stormwater), roadways, sidewalks, walking trails, right-of-way improvements, grading, erosion control, and site development to ensure compliance with approved plans, permits, City standards, and applicable state and federal regulations; Review newly submitted construction plans, plats, and technical documents for constructability, code compliance, and adherence to City standards; provide comments and coordinate revisions as needed; Verify right-of-way, utility, and encroachment permits; ensure permitted work is performed within approved limits and conditions; Perform inspections and testing of water and sewer infrastructure, including pressure testing, gravity sewer testing, service connections, and related components; Verify project grades, elevations, alignments, materials, and installation methods using appropriate surveying and inspection equipment; Schedule, coordinate, and prioritize daily inspections and appointments; review assigned inspection requests and ensure timely completion; Travel to active job sites to evaluate site conditions, observe construction progress, verify compliance with safety requirements, and address field issues; Prepare, maintain, and submit accurate, detailed, and timely inspection reports, test results, photographs, documentation in accordance with City procedures, and weekly, bi-weekly, and monthly updates; Identify deficiencies, issue corrective actions, and follow up to ensure compliance; document violations and coordinate enforcement actions as necessary; Respond to citizen inquiries, complaints, and concerns related to construction activities, utilities, and right-of-way work in a professional and customer-focused manner; Establish and maintain effective working relationships with contractors, developers, builders, design professionals, property owners, City staff, and regulatory agencies; Participate in pre-construction meetings, progress meetings, and project closeout meetings with internal and external stakeholders; Assist the Project Manager and City Engineer with inspections, capital projects, as-builts, plan reviews, field coordination, and other assigned construction-related activities; Review and assist in the release of performance and payment bonds; Review and approve in coordination with other City departments, the release of Certificate of Occupancies; Provide code interpretations, technical guidance, and field support to contractors and City staff as needed; Maintain required certifications and licenses; participate in continuing education and training as required by the North Carolina Code Qualification Board and other regulatory agencies; Perform related duties as assigned.
