Summary of Responsibilities:
Bring your positive energy to ATC! We are looking for a Sr. Civil Project Engineer who will be responsible for technical design, oversight and review of project engineering work in support of the development and implementation of our transmission line projects.
Essential Responsibilities:
You'll use your expertise in linear project development to ensure deliverables are customer focused and performance driven. Your knowledge will be used to design or oversee the development of design documents to ensure they are compliant with ATC's design engineering guides, standards and good utility practices. In addition, you'll create or coordinate reviews of project estimates for cost and scope accuracy and provide technical input to obtain services from external consultants. You'll use your bachelors' degree in engineering to support our construction department during the construction phase of projects by resolving technical and engineering problems. In addition, you'll collaborate with internal and external stakeholders to ensure that engineering activities are customer focused, results oriented and performance driven.

Responsibilities
* Support the client in the development of a new Distribution Field Model
* Perform modeling and display building tasks for Advanced Distribution Management System (ADMS)
* Provide occasional, as needed, support for the Advanced Distribution Management System (ADMS) such as FLISR and OMS.

Qualifications

Overview

Responsibilities

The SeniorCivilEngineer performs advanced-level civilengineering duties under the direction of the Engineering Manager. Responsibilities include project management, AutoCAD/Civil 3D design for road and bridge construction, field inspection, surveying, stormwater management, traffic analysis, and utility coordination. The role also involves supervision of interns, collaboration with contractors and stakeholders, and administration of both in-house and consultant-led projects.
Essential Duties
Project Design & Management
* Manage, administer, and serve as project engineer for design, construction, and maintenance projects.
* Prepare and review highway design plans, cost estimates, specifications, and contractor documentation.
* Utilize AutoCAD and Civil 3D for development of roadways, intersections, bridges, trails, and parking lot improvement plans.
* Oversee field construction grade staking, layout, and design.
Field Engineering & Inspection
* Conduct site inspections to direct and assist highway crews, contractors, and utilities.
* Verify material quantities and evaluate contractor invoices and change orders.
* Resolve field issues such as utility conflicts and implement appropriate traffic control plans.
Traffic & Safety Engineering
* Perform traffic studies, including volume counts, crash analysis, speed, and capacity evaluations.
* Recommend and design traffic control measures such as roundabouts and signals.
* Assist in road closure and detour planning and notifications.
Stormwater & Environmental Compliance
* Prepare DNR-compliant stormwater management plans and erosion control inspections.
* Coordinate permitting for wetland impacts and water runoff, and ensure field compliance.
* Support municipal stormwater permit administration with technical assistance.
Permits, Public Interface & Documentation
* Manage driveway permits, access control, building setbacks, and utility use of highways.
* Coordinate with consultants and review their plans and specifications.
* Present at public meetings and prepare visual and written exhibits for communication.
* Assist in preparing contracts for designers, suppliers, and contractors.
Materials, Testing & Asphalt Plant Oversight
* Assist in securing aggregate and asphaltic materials.
* Coordinate materials testing for density, quality, and performance with consultants.
* Submit annual/semi-annual reporting to WisDNR and DATCP related to asphalt plant operations.
Team Leadership & Internal Support
* Provide technical assistance to other County departments and Towns requiring engineering services.
* Oversee and train engineering interns during summer months.
* Support the Engineering Manager in project planning, budgeting, and funding applications.
Materials and Equipment Used
* General office equipment (printer, copier, scanner)
* Surveying equipment and field measuring tools
* Computer with AutoCAD, Civil 3D, and Microsoft Office Suite
Minimum Qualifications Required
Education and Experience
* Bachelor of Science in CivilEngineering required.
* Minimum five (5) years of progressively responsible professional experience in civilengineering, including design, construction, maintenance, and supervision.
* Equivalent combinations of education, training, and experience may be considered.
Licenses and Certifications
* Professional Engineer (PE) License required.
* Valid Wisconsin Class D Driver's License required.
Knowledge, Skills & Abilities
* Strong knowledge of modern civilengineering principles related to highway design, traffic control, and project management.
* Proficiency in AutoCAD and Civil 3D.
* Understanding of WisDOT, WisDNR, and environmental regulations.
* Skilled in mathematical computations and the use of electronic drafting and surveying tools.
* Competence in reading construction plans, writing technical reports, and interpreting specifications.
* Knowledge of permitting processes, wetland and stormwater management regulations.
* Ability to manage multiple priorities and deadlines with minimal supervision.
* Strong communication skills, both verbal and written.
* Ability to work collaboratively with contractors, public officials, utilities, residents, and internal teams.
Physical Demands
* Lift up to 50 lbs occasionally; carry up to 25 lbs frequently.
* Intermittent standing, walking, sitting, and driving.
* Frequent bending, squatting, and walking over uneven surfaces; occasional climbing and reaching.
* Manual dexterity for use of surveying and drafting tools.

SALARY RANGE $44.82 - $62.22 WORK ASSIGNMENT DETAILS We are seeking an experienced SeniorCivilEngineer to join our team in Waukesha County. In this role, you will perform advanced-level professional engineering work. You will function as a project manager and perform other duties as required.
Key Responsibilities:
* Following the WisDOT Facilities Development Process, coordinate with WisDOT, resource agencies, and project stakeholders to deliver capital highway projects, including design, real estate acquisition, utility relocation, and construction.
* Coordinate with Waukesha County Highway Operations to provide engineering solutions for highway maintenance issues and support optimized highway asset management.
* Develop specifications, cost estimates, RFPs, and bid documents for complex engineering projects.
* Oversee consultant design to ensure quality on-time and on-budget delivery, including contracting and invoicing.
* Prepare and administer contracts, ensure specifications are met, and manage consultant field personnel.
* Supervise technical engineering staff and manage computerized highway asset management systems.
* Conduct public information meetings and hearings, responding to agency, public, and media concerns.
* Capital highway project needs identification, scoping, and capital plan development.
* Highway design and construction project management.
* Highway design and construction project controls (scope, cost, schedule, quality, risk, and communication).
* Oversight of consultant delivered traffic operations and engineering analysis, reports and plan production.
* Proactive resolution of engineering risks and issues.
Key Knowledge, Skills and Abilities:
* Comprehensive knowledge of federal, state, and local statutes and regulations governing highway design and construction.
* Strong analytical skills to research and resolve engineering, scheduling, and contract issues.
* Proficient in advanced engineering computations and use of CADD, GIS, and other engineering applications.
* Proficient in project management, project controls, contract negotiations, and computerized engineering software.
* Knowledge and background with the Wisconsin Department of Transportation Facilities Development Manual and Processes.
* Knowledge and background with the Manual on Uniform Traffic Control Devices and Wisconsin Department of Transportation's Traffic Engineering, Operations and Safety Manual.
* Ability to manage multiple large and complex projects.
* Strong verbal and written communication skills.
* Ability to establish and maintain effective relationships with various stakeholders.
* Ability to interact effectively with diverse cultural backgrounds.
* Knowledge and background with the Wisconsin Department of Transportation Standard Construction Specifications and Construction and Materials Manual.
The Department of Public Works - Engineering Division may consider under-filling this position as a CivilEngineer instead of a SeniorCivilEngineer. CivilEngineer starting salary range is $80,469 - $96,108. Full range extends to $111,726.
Work Schedule: in-office Monday - Friday, 8 am to 4:30 pm (core hours)
