    Under general supervision, the Planner is responsible for research, analysis, review and reporting matters to growth, development, redevelopment, revitalization, and the physical organization of the community. Depending on area assignment, the focus of a planner may include the review of development and zoning requests, demographics, records management, long range planning, development review, downtown planning and/or various historical preservation activities in addition to any other duties assigned. Examples of Duties Performs advanced professional work related to variety of planning assignments. Assists in coordinating department activities and review with other departments. Reviews and processes ordinance amendments, re-zonings, annexations, abandonments, local landmark designations, local historic overlay designations, site plans, building permits, sign permits and subdivision applications. Conducts plat and site development plan reviews and determines compliance with the zoning and subdivision regulations, and other applicable city ordinances. Performs field inspections to gather data relevant to the development review process and/or verifies that development projects comply with approved plans. Interprets, explains and enforces City policies and procedures, building/land development codes, specifications, ordinances, etc. Prepares written reports, notifications, maps and presentations to Zoning Board of Adjustment, Historic Preservation Commission, Planning and Zoning Commission, City Council and other boards/groups and the public as needed. Works in conjunction with other City departments to ensure cohesive application of city policies and ordinances. Provides information to citizens and developers regarding City requirements and development requests and projects. Participates in the research and facilitation of voluntary and involuntary annexation process. Provides general customer services; responds to concerns and inquiries. Performs technical analysis using adopted ordinances and policies. Drafts various reports; maintains department and project files and documents. Assists team members within the division and department as needed. Attends department, public, boards and commissions, and City Council meetings. Assists in special projects relating to planning and development. Performs other related duties as assigned or required. Minimum Requirements Bachelor's Degree in Urban Studies, Planning, Public Administration, Geography, GIS or related field, and two years' experience in urban planning, neighborhood engagement, or historical preservation; OR an equivalent combination of education and experience. PRINCIPAL DUTIES AND RESPONSIBILITIES: * Responsible for the supervision of pool patrons, rescuing victims and administering lifesaving care when needed. * Provides customer service assistance to ensure positive public relations, resolve patron concerns, and meet patron needs. * Follows and enforces appropriate safety and security precautions to safeguard all City assets (human, environmental, and financial). * Responsible for carrying out Facility EAP's, and assists in maintaining a safe and clean facility. * Respect and follow the "chain of command" and attends all mandatory in-service training. * Performs other related duties as assigned. KNOWLEDGE SKILLS AND ABILITIES REQUIRED: * Must have excellent leadership, organizational and communicative skills, both oral and written. * Ability to talk, see, hear, and read, to work in adverse environmental conditions. * Ability to maintain an effective and pleasant working relationship with citizens, the general public, employees, and volunteers. * Must have the ability to work various hours, including evenings, weekends and holidays as required. * Ability to maintain an acceptable appearance at all times, with regard to required uniform and personal hygiene. * Ability to maintain confidentiality, maintain regular and consistent attendance, and maintain emotional control under stress. * Ability to demonstrate patience and flexibility in changing job demands and when interacting with employees, visitors, and the public. * Must be mentally and physically fit. MINIMUM EDUCATION AND EXPERIENCE REQUIRED: Must be at least 15 years of age and must possess, or obtain directly after hire, a valid lifeguard certification, Red Cross Lifeguard Training, First Aid, CPR. Shallow water Lifeguarding Certification through the American Red Cross is also acceptable. PHYSICAL DEMANDS AND WORK ENVIRONMENT: To perform the essential functions of the job, must be able to perform strenuous physical activities to include, running, kneeling, bending, twisting, dragging, pushing, pulling and lifting up to 50 lbs. of various recreational and athletic equipment; Pre-employment screening includes but is not limited to Drug Screen, Physical Examination, Credit Check, Motor Vehicle Review and applicable Background Checks.
