Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR

Supervise juveniles and adults who have been placed under supervision, to include contact in the community environment, as outlined by our supervision policy. Complete Pre-Sentence Investigations, Pre-Dispositional Studies, Social Histories; Youth Level of Service Inventory (YLS), Dynamic Risk Assessment (DRA), and Level of Service Inventory-Case Management Inventory (LS-CMI) Risk Assessment. Complete the requirements of the Victim Rights Law and facilitate the collection of restitution as ordered by the Court.
Act as a referral source for all juvenile delinquency and adult criminal cases before the Court. Maintain data in the current CSTS software system by documenting client contacts and the reasons for each contact. Provide background information to the criminal justice system on present and past clients. Develop a set of behavior rules (case plan) for each case assigned to the department and enforce those rules with appropriate and legal sanctions for violations. Secure placement for all juveniles before the Court as needed, i.e., foster home, group home, and treatment institutions. Provide liaison support to foster homes and group homes within the County. Provide 24-hour support to the County on all matters concerning clientele and be prepared to respond as situations present. Screen all cases considered for placement to be sure the requirements of current law are being met. Represent the department in most delinquency hearings before the Court. Assist clients in acquiring employment, housing, educational services, etc. Be a resource to local schools in providing information on resources, counseling, and the criminal justice system.
Enforce all requirements of the Constitution of the United States and the State of Minnesota. This position has the general powers of a peace officer with people placed on probation. Establish and supervise job sites for community service work. Meet with community members and other criminal justice personnel as necessary to maintain an information network to collect information for the Court. Maintain a comprehensive and contemporary knowledge of correctional philosophies and the use of evidence-based practices. Acquire a minimum of 50 hours of approved training per calendar year for professional development. Establish an office work schedule to be approved by the Director that meets the needs of our clients and professional responsibility in the county. Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES: Requires extensive knowledge of criminal and juvenile law, along with the modern principles and practices of a probation department (correctional field services delivery). Become proficient in core correctional-based practices that facilitate offender change. Work independently with little supervision and on multiple cases and projects at one time. Possesses interpersonal skills with the ability to work with people, families, community members, and criminal justice partners.
