1. Provide analysis and review of the services and activities of the Water and Wastewater Utility operations; ensure that all services and activities adhere to established City policies, procedures and contracts.

3. Administer the City's contract with its P3 partner (Rialto Water Services) and their subcontractor Veolia, and oversee the contamination clean-up of the Rialto Basin.
4. Direct preparation, development and evaluation of technical studies, including review of technology, analyze and determine necessary actions. Ensure efficient planning and management of contracts including fiscal management.
5. Participate in the shared development and provide ongoing oversight of a thorough Capital Improvement Program that ensures the long term viability of the City's utility through the partnership with Rialto Water Services
6. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; identify and deficiencies needing corrective action.
7. Review professional civil engineering designs for water and wastewater utility projects utilizing a variety of computer software programs; review detailed calculations and computations; review the adequacy and accuracy of computations, preliminary layouts and design work from field and survey data.
8. Direct and review preparation or examination of public and private engineering plans, specifications, designs, cost estimates and legal descriptions for a variety of construction and maintenance projects.
9. Oversee the development, management and ongoing review of the utility and operations budget., including the shared budget that is established through the concession agreement.
10. Perform and/or review the required coordination activities with other departments and outside agencies and organizations to ensure the long term operational needs to meet long term objectives and goals.
11. Review water and wastewater plant and equipment maintenance schedules and repairs.
12. Review and assist in the development of long and short term plans for water production and distribution facilities and water management to meet the growing needs of the service area.
13. Ensure that federal and state regulations regarding water quality and wastewater discharge are met.
14. Represent the City of Rialto/Rialto Utility Authority in professional group meetings; stay abreast of new trends and innovations in the field of water and wastewater operations, including in the areas of energy efficiency and environmental sustainability
15. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
16. Assist with the preparation of federal and state grant and loan applications.

The written examination is a California Peace Officer Standards and Training (POST) Entry-Level Test Battery that has two components:
1. Reading Component - measures reading comprehension
2. Writing Component - measures clarity, vocabulary, and spelling
The written exam takes approximately 3.5 hours to administer. This includes thirty minutes for the proctor to read the test instructions and for the applicants to code demographic information on machine-readable forms. The scoring procedure is automated thus requiring the applicants to code their names, addresses, social security numbers, etc., on the forms. Two and one-half (2.5) hours are allowed for actual completion of the test battery.
POST scores the written examination. Results are released 2 - 3 weeks after the written exam. Successful candidates are eligible to continue in the selection process. Candidates who are unsuccessful on the written exam will not be eligible to continue in the selection process, however may re-apply, and test at a future date.

The Physical Agility Test (PAT) is developed to assess fitness and agility capabilities necessary to perform the duties of a Peace Officer. Test events are designed to simulate actual areas of police work. The PAT is comprised of :
1) 1.5 mile run in under 14 minutes (must pass to complete the PAT)
2) Obstacle Course; Body Drag (lift and drag a 165-pound lifelike dummy 32-feet); solid fence climb (run 5 yards to a solid fence, climb over fence, continue running another 25 yards); and 500-yard run.
You must pass both portions of the PAT to move forward in the process. Candidates will be notified via email if the PAT was passed or failed. Successful candidates are eligible to continue in the selection process.
Background Investigation
Peace Officers are responsible for protecting and serving the public and are entrusted with substantial authority to carry out these responsibilities.
