Valid Virginia driver's license with good driving record.     The City of Roanoke is seeking Virginia DCJS certified Law Enforcement Officers to serve as a School Resource Officers (SRO) for the Roanoke City Sheriff's Office. The School Resource Officer is responsible for interacting with the police staff, school faculty, school administration and staff, parents, and students in the Roanoke City School system to lead and educate students, promote safety, and promote positive police/community relationships. The officer is responsible for one school in the Roanoke City school system. The officer serves as a law enforcement officer, teacher, role model, and counselor to and for the students The SRO works with diverse groups of people. A majority of the time is spent in environmentally controlled classroom settings, although assignment outdoors in various weather conditions may occur. Stressors in the assignment include interaction with openly hostile students or parents, requirements to meet deadlines, and the responsibility for a large number of students with a wide variety of concerns. The SRO is responsible for preventing, detecting, investigating, and prosecuting criminal violations on Roanoke City School property or events. The work hours for elementary schools are 7:00 a.m. - 3:00 p.m. and will follow the Roanoke City Public Schools calendar schedule. Work hours are subject to being flexed, which includes but is not limited to dances, athletic events, and shift extensions. * Starting salary 43,050 - 50,000 commensurate with certifications and experience* Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Ø Foster educational programs/activities to increase each student's knowledge of and respect for the law and the function of law enforcement; Ø Attend extracurricular activities held at the District's schools within the City, when feasible, and promote a positive relationship between students and law enforcement officials; Ø Understand school policies regarding how to distinguish disciplinary infractions to be handled by school officials versus criminal activity that warrants SRO involvement; Ø Review enforcement and investigative techniques at local schools and work with District personnel to provide in-service training to staff with regard to crisis management and school security; Ø Work with the District's personnel to advise concerning vehicular and traffic safety on and around the school campuses; Ø Act swiftly and cooperatively when responding to disruptions and criminal offenses at school or on school grounds, such as: disorderly conduct by trespassers; the possession and/or use of weapons on campus; the possession, sale, distribution or use of alcohol or controlled substances; rioting or dangerous demonstrations; serious acts of vandalism; etc.; Ø Make reports of criminal offenses as per Department regulations as warranted, and investigate such acts that may occur at schools; Ø Provide assistance to other officers of the Department or other law enforcement agencies in their investigations of criminal offenses which are alleged to occur off campus, but may be related to school activities; Ø Familiarize themselves with the many issues confronting students, e.g., alcohol and drug use, gang involvement, weapons, bullying, and teenage suicide; Ø Provide direct intervention to children who are victims, witnesses, or perpetrators of violent crime; Ø Participate in SRO Program evaluation by providing data and assisting with analysis and recommendations through partnership meetings; Ø Provide assistance in the development of a Safe School Plan and crisis preparedness guidelines for schools; Ø Define safety and security measures, as needed, within the schools and assist with implementation. The services performed by the SRO are not intended to supplant those provided by existing District security personnel; Ø Handle the primary responsibility of responding to calls for service and investigating crimes at all Roanoke City Public Schools campuses within the City; Ø Conduct follow-up on reports taken by patrol officers when appropriate; Ø Establish genuine rapport between students, faculty and parents while being available to students, parents and faculty before, during and after school; Ø Provide a safe, healthy and secure environment on campus and in the immediate proximity of the campus; Ø Provide routine marked police car patrol and foot patrol during the most critical times to discourage unlawful and antisocial behavior; Ø Provide intelligence to law enforcement and school officials relative to gang or drug activities and enforcement; Ø Give educational presentations to student body, faculty, administration, PTSA and other school-based groups relative to laws, the role of law enforcement and other applicable subjects; Ø Serve as a resource for Roanoke City Public Schools and the Department by providing safety programs, special drug education classes and juvenile gang awareness and prevention programs in the schools and assisting staff with presentations and instruction in developing age-appropriate curriculum; Ø Train school administrators and faculty on gangs, youth subcultures and substance abuse; Ø Train Department personnel on the role of the SRO and on school issues important for officers to know; Ø Be a liaison for the school, police and probation, and the community to keep all informed of activities of others who may be at risk or inclined to cause problems Sample SRO .docx 4 or commit crimes; Ø Assist police investigators with information that will help solve cases; Ø Help school staff in lessening campus tension and provide assistance to campus supervisors as needed; Ø Consider diversion opportunities for youth, rather than arrest, when appropriate; Ø Use discretion in handling confidential material and information; Ø Use the resources provided for the prevention, observation, intervention, investigation, and reporting of unlawful acts; Ø As needed, attend District activities outside of the regular duty hours. Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the , but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this job description. * Monitors inmates in lockup area and monitors and operates building security system. * Serves civil process documents, including court orders, summons, subpoenas, debt warrants and other related court papers to ensure their correct and legal service. * Sets and executes evictions for court ordered possession, merchandise pick up from merchandisers, and levies and sales on property as ordered by the courts. * Transports juveniles and prisoners to and from court and provides after-duty on-call transports as needed. * Transports mental patients for evaluations to hospitals and treatment facilities. * Serves legal papers such as summons and warrants and civil process papers; explains briefly the meaning of the papers served and makes arrests when necessary. * Provides credible testimony in a court of law. * Prepares various reports and forms such as case files, offense reports, property vouchers, etc. * Assists Suffolk Police Department at traffic accident scenes by performing first aid, securing and clearing accident scenes, directing traffic or as otherwise requested. * Assists Suffolk Police Department investigating misdemeanor crimes, including processing minor crime scenes including collecting, packaging and vouchering evidence and photographing/sketching the scene. * Assists the Suffolk Police Department with a variety of duties such as but not limited to the investigation of felonies and misdemeanors, including computer/white collar crime, property crime, juvenile crime, vice crime, domestic relations/abuse crime as well as monitors radio calls; responds to complaint calls; investigates crimes and disturbances. * Completes administrative tasks, including preparing felony case, investigative, offense reports, serving legal papers, including summons and warrants. * Assists State and Federal agencies in conducting various investigations. * Teaches programs based on topic areas of assigned unit, including preparing visual aids, lesson plans, handouts, etc., participating in extracurricular activities and building a rapport with program participants to accomplish program intent. * Coordinates law enforcement efforts with civic leagues and community groups, including attending civic league and PTA meetings, participating in community functions, acting as liaison between schools and Sheriff's Office, monitoring interior and exterior of school buildings and developing a rapport between Sheriff's Office and students to deter crime in schools. * Provides security for any City functions as directed; provides security/escort services for City personnel as directed; organizes and conducts security assessment drills; develops, implements and maintains physical security systems for City owned facilities; maintains security access data base and assists with issuance of new security cards; conducts CEPTED analysis of facilities and office spaces; conducts security awareness programs for employees * When necessary, secures warrants from the magistrate's office or the courts. * Serves as Court Bailiff as needed in circuit, general district and juvenile courts. * Escorts funeral processions, parade, public figures and other special assignments. * Assists disabled motorists with simple repair work such as changing flat tires and unlocking doors or by contacting others for assistance; may provide directions, answer simple inquiries, etc. * Reports unsafe conditions in City streets, sidewalks or public facilities; reports traffic problems. * May investigate communicable diseases and exposure; coordinates initial and follow up medical care for exposed employees; maintains medical records, testing and training. * Reports unsafe conditions in City streets, sidewalks, public facilities, etc. * May participate in special public information programs such as Project Child Safe campaigns, child fingerprinting projects, etc.; speaks at public and community functions; prepares classes for community participation. * Trains and supervises new deputies in the field; may act as general instructor for any Law Enforcement Academy. * Maintains Sheriff's office vehicle and issued equipment; maintains proficiency in skilled use of firearms.
