This is an entry-level position for library school graduates. Employees in this class are expected to learn the specific applications of professional training by the performance of duties under the general supervision of professional librarians in higher level positions. Supervision may be exercised over Library Assistants, Clerks, Pages and Volunteers. Related work is performed as required.
* Provides reference and reader's advisory services and instruction to library users;
* Performs original cataloging and classification and record editing;
* Performs collection development by recommending titles for purchase and/or deletion;
* Plans and implements library programs for adults or children;
* Compiles bibliographies and functions as subject specialist;
* Performs on-line database searches, and search training;
* Serves as a liaison for library services to community groups or other libraries;
* Designs and produces public relations and library instruction materials;
* Prepares statistical and/or narrative reports, memoranda and correspondence;
* Supervises the work of clerical, paraprofessional and volunteer personnel in assigned tasks;
* Keeps informed of professional developments through participation in professional organizations, system meetings, workshops, continuing education courses and reading professional materials;
* May be assigned to drive the Bookmobile.
Masters degree in Librarianship from a library school that is accredited by the American Library Association or recognized by the New York State Education Department as following accepted education practices.

SPECIAL REQUIREMENTS:
Eligibility for a New York State public librarian's professional certificate at time of application.

WEIGHT: The rating of the Training and Experience Questionnaire will contribute 100% to the final score.
CONTINUOUS RECRUITMENT ELIGIBLE LISTS: Passing scores received by candidates will be merged with passing scores of future candidates as new tests are given. Eligibility will be effective for a period of one year each time a candidate successfully completes an exam. The Municipal Civil Service Commission reserves the right to establish cut-off dates for testing as needs require.

You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.

Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three (3) of the last five (5) years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. Successful completion of the Academy is required for this position.

QUALIFYING PHYSICAL FITNESS (AGILITY) TEST: The three elements measured in the physical fitness test are muscular endurance, absolute strength and cardiovascular capacity. Note: The Municipal Police Training Council adopted the physical fitness-screening test based on the model formulated by the Cooper Institute of Aerobics Research. Failure of any one part of the test will result in a failure of the physical fitness test. The minimum passing scores, depending on age and sex, represents the fortieth (40th) percentile of physical fitness as established by the Cooper Institute. Copies of the physical fitness standards are available upon request from the City of Rochester's Civil Service Office. After the passage of the physical fitness test, fitness must be maintained throughout the pre-employment process.
BACKGROUND INVESTIGATION/PSYCHOLOGICAL EVALUATION: The background investigation will include an investigation into your background including, but not limited to education, military, employment, credit, drug use, and criminal records. Any negative report from the background investigation may be grounds for disqualification pursuant to Section 50 of the Civil Service Law. A felony conviction will result in failure of the background. Conviction of a misdemeanor or other offense will be considered in the total background investigation. ELIGIBLE LISTS: After the written portion of the exam, the names of successful candidates will be placed on a list of eligibles in rank order of final scores. Eligible candidates of future examinations will have their names inter-filed, in order of final score. The list will be established for at least one year. The physical fitness, medical examination, background, and psychological evaluation will be administered later. Candidates who fail any of these tests will be removed from the eligible list. The Commission reserves the right to process candidates on the qualifying tests only in such numbers necessary to produce enough eligibles to meet department needs through the life of the list. RATING: This examination will be rated in accordance with section 23.2 of the Civil Service Law.
