DISTINGUISHING CHARACTERISTICS
The Senior Plant Operator is the responsible shift lead operator level classification in the Plant Operator series. Positions assigned to this class are expected to independently perform the full range of plant operation and monitoring duties on an assigned shift. This class is distinguished from the next higher class of Supervising Plant Operator in that the latter is assigned full responsibility for drinking water or wastewater operations, including the direct supervision, technical and functional oversight, direction and coordination of all shifts on a 24-hour basis. This class is distinguished from the next lower class of Plant Operator in that the latter are journey-level positions not responsible for being the responsible shift lead operator.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a Superintendent and/or the Supervising Plant Operator. Responsibilities require the technical and functional supervision and lead direction of lower-level plant personnel.EXAMPLES OF DUTIES
Depending upon assignment, duties may include, but are not limited to, the following:
* Lead and participate in the operation, monitoring, and control of the City's combined wastewater control system, conventional surface water treatment plants, and outlying pumping stations on an assigned shift.
* Participate in and direct the operation of plant equipment including chemical feed, computer, and telemetry systems, microprocessors, pumps, flow control gates, and plant communications systems.
* Plan the operation of the City's entire potable water treatment and distribution system for an assigned shift including anticipating water demand, hour by hour, and adjusting plant influents, effluents and reservoir filling and drawing to maintain pressure in the distribution system within given parameters.
* Plan and schedule water treatment plant activities such as filter backwashes, sludge pumping, filter washwater recycling and other related activities.
* Monitor water quality during treatment process through visual inspection and the Supervisory Control and Data Acquisition (SCADA) system and adjust influent flows, chemical dosages and filtration rates based on observations; take corrective action on problems identified including hazardous or toxic material spills that affect water supplies.
* Coordinate and maintain wastewater pumping operations in conjunction with the Sacramento Regional Wastewater Treatment Plant.
* Monitor and inspect plant equipment and respond to treatment process and equipment alarms.
* Monitor the condition and functional capabilities of automated and manual plant equipment and machinery; direct and perform minor preventive maintenance and recommend maintenance, repair, and replacement of plant equipment as necessary.
* Assess and gauge flow rates during inclement weather and determine when to direct storm water and personnel to various storage and disposal locations; determine timing and degree to which operations should be activated and deactivated.
* Perform and interpret standardized water quality tests such as chlorine residual, pH, turbidity, alkalinity, total suspended solids, settleable solids, chlorine residual, pH, dissolved oxygen and jar tests, and calculate and make dosage and related chemical feed equipment adjustments based upon the results from such tests.
* Perform efficiency tests on pumps, compressors, and related equipment.
* Monitor the status of plant pumping and equipment, using technical information such as main pressure, system pressure, wet well elevation, water elevations, electrical system voltages, pump motor voltages, and computer system outputs.
* Direct and coordinate trash screen cleaning, filters, and related work involving the upkeep of plant facilities.
* Maintain and update plant operation logs and records.
* Use Supervisory Control and Data Acquisition (SCADA) and computerized maintenance management systems.
* Maintain and replenish materials and supplies necessary for plant operation.
* Operate equipment such as engine driven pumps, generators, compressors, hoists, forklifts, cranes and other heavy equipment.
* Schedule and coordinate the work of assigned plant operation personnel.
* Train and assist less experienced personnel in plant operations; ensure that proper safety practices are followed.
* Work in confined spaces, on temporary scaffolding, and on high structures; using breathing apparatus and/or Level I Hazmat suits.
* Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.Knowledge of:

Experience:
Three years of progressively responsible experience in the operation of a drinking water treatment plant or wastewater facility.

SPECIAL QUALIFICATIONS
Driver License:
Possession of a valid California Class C Driver License is required at the time of appointment. Ability to obtain a valid California Class A or B Driver License with required endorsements during the probationary period is required for some assignments. Loss of the license is cause for discipline. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
Certificate:
Assignments in the treatment and distribution of drinking water require a T-3 Water Treatment Operator Certificate from the California Department of Health Services. A T-4 certificate is desirable. For assignments in the combined wastewater control system, a T-2 certificate is desirable.

Under immediate supervision, the Animal Control Officer I learns to coordinate and perform a variety of animal control and compliance functions, including patrolling assigned areas; monitoring and enforcing animal control regulations; responding to animal control inquiries and complaints from the public; issuing citations and warnings; and performing all animal related public safety and health duties.
DISTINGUISHING CHARACTERISTICS
This is an entry and training level classification in the Animal Control Officer series. Incumbents are expected to perform a limited scope of duties and responsibilities under immediate or close supervision while learning the more complex tasks in the enforcement of laws and ordinances related to animal control and compliance. At the discretion of the appointing authority, positions in this classification may be flexibly-staffed to the next higher level of Animal Control Officer II classification. Appointment to the II level requires that the employee performs the full range of duties of the class and meets the qualification standards for the class.
SUPERVISION RECEIVED AND EXERCISED
This classification may receive lead direction and training from the Animal Control Officer II. This classification is directly supervised by a Senior Animal Control Officer.
Depending upon assignment, duties may include, but are not limited to, the following:
* Learn to investigate reports of animal cruelty, nuisances, and potentially dangerous animals; learn to communicate with and advise owners of loose animals.
* Learn to patrol City streets, neighborhoods, and/or other designated areas in order to monitor, remove, transport, and locate stray, vicious, trapped, injured, and/or dead animals.
* Learn to rescue and impound stray animals; Learn to use remote chemical immobilization equipment; Learn to vaccinate, photograph, and process impounded animals prior to kenneling; Learn to transport injured animals to veterinary hospitals for treatment.
* Learn to assist law enforcement personnel and other agencies by taking animals into custody due to death, emergencies, arrests, and/or police investigations. May be required to forcibly enter a residence to obtain an animal.
* Learn to enforce City and State laws, regulations, and ordinances related to animal control.
* Learn to compile case evidence and prepare animal control cases for court.
* Learn to safely operate rifles, shotguns, and tranquilizer equipment to capture, humanely euthanize animals, or defend the public from vicious or uncontrollable animals as necessary.

Communications Dispatcher I

Introduction Under general supervision of a shift supervisor, the Communications Dispatcher I receives emergency and non-emergency calls from the public, including calls from cellular telephone users requesting services; dispatches emergency police, fire, and other public safety units in a coordinated manner; operates various communications equipment; and performs other related work as required. Incumbents are required to work various shifts associated with a 24-hour, 365-day operation and are required to wear a uniform.
The Communications Dispatcher I initially receives on-the-job training in the techniques and methods of radio dispatching involving public safety operations. Incumbents are taught to handle emergency situations requiring independent judgment as to course of action where unprecedented situations may arise. Shift work on Saturday, Sunday and holidays are normal working conditions of this job. A 5% salary differential is paid for the 4:00 p.m. to Midnight, and 7.5% differential is paid for the Midnight to 8:00 a.m. shifts.

Selection Process

Step I: Application Appraisal: All completed employment application packages will be evaluated and scored based on job-related qualifications criteria. Position Duties
The total salary range for the Parks, Recreation, and Facilities Supervisor classification $112,563.36 - $137,220.72 annually.
This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates' qualifications and experience.
The Parks, Recreation and Neighborhood Services (PRNS) Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city owned facilities including one (1) year-round program. The position is responsible for all related duties to the operation and maintenance of the programs and its facilities. This includes but is not limited to the development and implementation of the Learn to Swim Program, Recreation Swim Program, training programs, staff certifications, contracts with external partnerships, and management of Full Time and Part Time seasonal staff.
The position will also be responsible for the oversight of maintenance and related capital improvements necessary to maintain all City owned pools in good working order consistent with local, State, and Federal requirements. This includes but is not limited to daily pool chemistry checks, pool vacuuming, monitoring of automated pool chemistry systems, development of annual capital plan for pools, and any other necessary duties to maintain the pools in good working order.

The Parks, Recreation, and Facilities Supervisor (PRFS) positions perform duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs, and care and shelter coordination. The PRFS assigned to the Recreation Division performs duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs. In some assignments the PRFSmay be responsible for ensuring the proper maintenance and operation of City Parks by supervising interpretive and education programs for City park users, ensuring safe, secure parks; maintaining and conserving natural features and wildlife in City parks and coordinating emergency services within parks, such as search and rescue and fire suppression. Acceptable Substitution:Additional related experience may be substituted for the education requirement on a year-for-year basis. A bachelor's degree may be substituted for up to two (2) years of the required experience. There is no substitution for the lead experience.

About the Regulatory Affairs and Purified Water Division
ESD's Regulatory Affairs and Purified Water Division, has four programmatic focus areas: Purified Water, Wastewater Compliance, Air Compliance, and Municipal Environmental Compliance. Division staff are environmental scientists, environmental professionals, and engineers. The Division's responsibilities cover a broad range of initiatives, which include leading environmental monitoring, reporting, permitting, and compliance programs for various federal and state permits issued under the Clean Water, Clean Air, and Clean Soil regulations, leading and conducting environmental assessments, engaging in regional, state, and federal scientific collaborations, and implementing pollution prevention educational outreach initiatives to residents to reduce the levels of pollutants in wastewater. Position Duties
The Environmental Services Department is currently seeking to fill one (1) full-time Associate Engineer position in the Regulatory Affairs and Purified Water Division's Municipal Environmental Compliance section.
The current salary range for this classification is: $135,975.84 - $172,099.20. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates' qualifications and experience.
Associate Engineer Position in Municipal Environmental Compliance
The Municipal Environmental Compliance section is responsible for keeping City owned environmentally impaired properties in compliance with local, State and Federal regulations. The work includes fuel leak investigations, closed landfill compliance, Phase I Environmental Site Assessments, Phase II soil, soil gas and/or groundwater contamination investigations and remediation projects. The group serves as a technical resource throughout the City to answer questions related to hazardous materials and provides a variety of support. The position requires strong communication and management skills and interacts with a variety of City staff, regulators, environmental consultants and the public on a wide range of subjects.
The responsibilities of the currently vacant position specifically include 1) managing environmental compliance for several City owned properties with legacy contamination, five closed landfills with landfill gas issues or groundwater contamination, and several leaking underground fuel tanks sites, 2) managing environmental due diligence (e.g. Phase I Environmental Site Assessments) for City property acquisitions, and 3) ensuring private new developments perform adequate environmental due diligence and are conditioned to further investigate and/or mitigate any hazardous materials issues that pose environmental or public health impacts.
Typical duties for the position include but are not limited to:
* Supervises staff including: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination, and disciplinary recommendations.

The Sanitary Engineer performs a variety of professional sanitary engineering assignments of moderate difficulty at the San José-Santa Clara Regional Wastewater Facility.
The CIP division is responsible for planning and implementing capital long term capital improvement projects at the Regional Wastewater Facility (RWF). The RWF is an advanced wastewater treatment plan that serves approximately 1.4 million residents over a 300 square mile service area. The RWF is one of the largest advanced treatment plants in the western U.S. Since 1956, it has protected public health and the environment by treating the South Bay's wastewater and releasing clean, treated water into the South San Francisco Bay. This process supports healthy ecosystems and aligns with ESD's mission of sustaining our communities and natural resources.
The ESD CIP division is currently comprised of 53 full-time positions that perform program administration, budget planning, project delivery, and process engineering services. CLASS CHARACTERISTICS
Maintenance Aides may be assigned a variety of routine medium to heavy laboring tasks related to the custodial maintenance of parks, streets, and City facilities. This differs from Maintenance Worker I, Groundskeeper-Gardener, Equipment Utility Worker I, and Utility Worker I who are required to perform work requiring greater job skills and less supervision. Normal work assignments may include evenings and weekends. Incumbents may be assigned to various departments in the City. Appointees to positions within this class shall be limited to appointments not to exceed 1000 hours (125) days in a fiscal year.
Depending on assignments:
* May perform grounds maintenance work such as picking up rubbish, raking leaves, moving and watering lawns, and pulling weeds.
* May assist maintenance and skilled trades personnel in forming building maintenance tasks.

DISTINGUISHING CHARACTERISTICS
This is an advanced journey-level classification. Wastewater Engineering Management Division:
Oakland Public Works owns and operates over 934 miles of sewer mains, ranging from 6 inches to over 66 inches in diameter, 28,500 sewer structures, and 11 pump stations. Most of the system is more than 50 years old, and some parts are as old as 100 years. The Wastewater Engineering Management Division includes engineering planning, design of the City's public sanitary sewer system through its Capital Improvement Program, implementation, oversight of the 2014 EPA Consent Decree for sanitary sewer overflows, and management of the Private Sewer Lateral Permit Program. An Assistant Engineer I will work with engineers, sewer maintenance staff, and construction inspectors to ensure regulatory compliance and permit code compliance are met.
Watershed and Stormwater Management Division (WSMD):
Oakland has a large and complex watershed and storm drainage network that includes over 40 miles of open creek channel, approximately 400 miles of storm drainpipes and culverts, 18,000 structures, 11 pump stations, and a growing number of green stormwater infrastructure (GSI) features and full trash capture devices. Many of the storm drainage assets are over 80 years old and are reaching the end of their serviceable life. The Watershed and Stormwater Management Division (WSMD) manages projects and programs involving, but not limited to, storm drainage rehabilitation and replacement, hydrology, hydraulics, erosion and sediment control, stream restoration, stormwater BMPs, GSI, and NPDES stormwater permit requirements. An Assistant Engineer I will work with professional staff, engineers, storm drainage maintenance staff, and construction inspectors to deliver capital projects. Additionally, this position provides technical support to both City maintenance staff and the City Attorney's office related to various stormwater and drainage issues.
Construction Management Division:
Construction Management in Public Works provides construction management and inspection services for capital improvement projects for both the Public Works and Department of Transportation departments. The types of projects are street improvements, sanitary sewer and storm drain improvements, renovation and new construction of city-owned buildings (including earthquake-damaged buildings, fire stations, libraries, parking facilities, and park and recreation facilities), new traffic signals, and streetlights. An Assistant Engineer I will work with the Civil Engineer during the construction of these capital improvement projects as they monitor the construction budget and schedule, conduct daily field inspections to monitor work activities in progress, negotiate and execute contract changes, review and approve contract payment for completed work, and serve as the project liaison with the Contractor, other City divisions, and outside agencies.

San Jose Animal Care Services, a division in the Public Works Department is currently seeking to fill one (1) full-time Animal Shelter Coordinator, Foster vacancy.
Salary range for this classification is $34.32 - $41.77/hour. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.
The Animal Shelter Coordinator, Foster position has the responsibility to provide humane handling and care for animals sheltered at San Jose's Animal Care Center and those in foster homes with a focus on building and maintaining relationships with foster volunteers, coordinating foster placements, tracking and following-up on animals in foster care, and managing the logistics associated with these functions. This position reports to the designated Animal Shelter Operations Supervisor and has lead responsibilities for Animal Care Attendants and program-related volunteers.
This position will undergo 4 - 6 weeks of training during normal business hours. This position may be required to work weekends, holidays, rotating shifts, and respond to emergency animal services assignments.
Key responsibilities include but are not limited to:
* Establish and maintain connections with foster volunteers and networks to enhance collaboration and support, align efforts, and achieve goals.
* Maintain an organized, accessible list, including contact information of foster volunteers, and their preferred placements.
* Assist in identifying animals from the shelter that are suitable for fostering.
* Communicate regularly with foster volunteers and ACS staff regarding the status of animals, including any medical requirements, adoption waivers, etc.
* Oversee foster program to ensure resources and guidance are provided to foster volunteers so they may care for animals effectively.
* Work closely with the DPW Public Information Manager to promote ACS foster programs to the public.
* Monitor and observe animals for signs of illness or injury and seek medical care as necessary or separate sick and injured animals for observation; administer first aid or minor treatments to animals; assist the Shelter Veterinarian and/or Animal Health Technician in minor medical procedures such as vaccinations; quarantine potentially infectious animals, including those which may be rabid.
* Conduct behavior evaluations as needed for cats, dogs, and other animals.
* Humanely euthanize and disposes of animals as necessary.
* Act as a lead in the animal shelter over entry level animal care personnel, such as Animal Care Attendants; assign, schedule, inspect work, provide technical direction, determine priorities, and train staff and volunteers. May approve timecards and give input to the supervisor regarding performance evaluations, hiring, promotion, termination, and discipline of employees.
* Perform administrative duties such as completing and maintaining records (i.e., feeding, care needs, and holding periods for impounded animals, etc.), generating operational reports, maintaining inventories of food, equipment, supplies, animals, etc.
* Ability to handle animals humanely and safely using approved protocols and practices.

Employees must possess the ability to lift, carry, push, and pull materials and objects up to 100 pounds while handling animals and equipment. Position Duties
About the Multi-Discipline Engineering Internship
The Environmental Services Department is currently seeking to fill two (2) part-time unbenefited Undergraduate/Graduate Student Intern positions.
Student Interns of the Multi-Discipline Engineering Internship will rotate within five key engineering groups across the Environmental Services Department. Interns will rotate into each of these five engineering groups approximately every six weeks. These rotations will include travel to three distinct work locations which include San José City Hall, the San José-Santa Clara Regional Wastewater Facility (RWF), and San José Municipal Water System (Muni Water). At the conclusion of the internship, interns will have job shadowed in each of the five groups.
The key engineering groups are located withing the following sections:
Capital Improvement Program (CIP) Division
The Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José's history! The division is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion and assuring the future of wastewater treatment services for 1.7 million residents and 17,000 businesses.
The CIP division performs the overall planning and project delivery for all aspects of the RWF treatment process, including program administration and budget planning. The division is also supported by a co-located team of consultant staff and staff from the Department of Public Works, who provide program management and construction management services.
* Responsibilities while working in CIP include but are not limited to: Supporting engineering staff on current projects in various phases of work, including feasibility, design, bid, and construction; attending project and staff meetings; attending design workshops; participating in construction site visits; assisting staff to manage facility-wide studies; and assisting staff in the areas of program management and controls.
Operations & Maintenance (O&M)
The Wastewater Management Operations and Maintenance (O&M) Engineering section works side-by-side with three divisions of wastewater management at the RWF - Plant Operations, Facility Maintenance, and Energy & Automation. The division is staffed by 226 full-time employees that includes operators, mechanics, various wastewater superintendents and supervisors, engineers, technicians, analysts, staff specialists, and other support staff. In addition, these groups are supported by various consultants. This section is responsible for managing various O&M repair/replacement projects, providing engineering support to the RWF, maintaining document management systems and record drawings, and providing leadership for the Asset Management system.
* Responsibilities while working in O&M include but are not limited to:
* Assisting with equipment tags, field verification, and creating missing tag lists.
* Assisting with uploading O&M manuals, equipment warranty documents, SOPs, and training related documents from CIP Final Submittals to WMDocs.
* Assisting with the review of preventive maintenance schedules from O&M manuals and creating PM schedule lists.
* Assisting with O&M Online Manual upgrades.
* Assisting with O&M Engineering projects.
* Other miscellaneous tasks as assigned.
Pretreatment Program - Watershed Protection (WSP) Division
The Pretreatment Program consists of the Source Control and Environmental Engineering sections and is responsible for implementing the federal- and state-mandated pretreatment program for industrial discharges to the San José-Santa Clara Regional Wastewater Facility. The program is required by the Facility's NPDES permit and is aimed at ensuring that certain dischargers have adequate treatment prior to the discharge of industrial wastewater to the sanitary sewer to protect water quality and the integrity of the wastewater collection and treatment systems. On an annual basis, the Pretreatment Program inspects approximately 350 businesses, collects more than 1,900 water quality samples, and reviews more than 900 self-monitoring reports. This group also permits and conducts inspections of newly regulated facilities such as dental offices.
* Responsibilities while working in the Pretreatment Program include but are not limited to: Assisting Sanitary Engineers in evaluating industrial and commercial facilities for compliance with federal, state, and local pretreatment requirements; writing and issuing Industrial Wastewater Discharge Permits; conducting plan check reviews of industrial and commercial facilities, and performing specialized environmental engineering studies in support of the Pretreatment Program, the Watershed Enforcement Program, and the Regional Wastewater Facility.
Municipal Water System (Muni Water) & South Bay Water Recycling (SBWR)
Muni Water
The Municipal Water System section is responsible for system operation and maintenance engineering support, and design and construction of the Municipal Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of water supply, capital improvements, construction inspection, and engineering support to operations and maintenance.
SBWR
South Bay Water Recycling (SBWR) is a recycled water wholesaler to four retailers: San Jose Water Company, San José Municipal Water, City of Santa Clara, and City of Milpitas. Customers buy recycled water from the retailer in their location.
SBWR is the regional permit holder for recycled water in San José, Santa Clara and Milpitas, ensuring compliance with State regulations for recycled water quality and use and is a leader in recycled water in Northern California.
SBWR's recycled water system consists of over 150 miles of pipeline, five pump stations, and 10 million gallons of storage in reservoirs. SBWR delivers more than four billion gallons of recycled water per year to more than 960 commercial customers, an average of 11 million gallons a day.
* Responsibilities while working in Muni Water & SBWR include but are not limited to: Supporting engineering and operations staff through research, data collection, and technical analyses for ongoing projects. Responsibilities will include conducting field visits and site inspections to observe construction and operations/maintenance activities, as well as participating in staff meetings, taking notes, and providing follow-up as needed. Additional assignments may be given to further assist the engineering and compliance team.

Salary ranges for this classification are:
* Undergraduate Student Intern:$15.86 - $22.65 hourly
* Graduate Student Intern: $20.52 - $30.30 hourly
These salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

DEFINITION
To supervise the pool, water, decks, and ancillary areas of an aquatic facility; ensure safety through accident prevention, first aid, and rescue techniques; enforce rules and regulations, prevent accidents, and render and effect swimming rescues; instruct and supervise aquatic classes and activities.
SUPERVISION RECEIVED AND EXERCISED
Direct supervision is provided by a Pool Manager. This position does not supervise.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed.
* Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
* Rescue and resuscitate drowning persons.
* Rescue and aid persons affected by life threatening injuries.
* Enforce facility rules, regulations, and procedures; take appropriate action to prevent dangerous situations and accidents.
* Render care in the latest American Red Cross techniques in water safety, lifeguarding, first aid, and cardiopulmonary resuscitation (C.P.R.) to persons in need of assistance.
* Direct and instruct water oriented classes such as swim lessons, swim team, junior guard, and water aerobics. Write lesson plans and assist in the planning, promoting, and organizing of programs.
* Maintain records and reports.
* Perform maintenance related duties as required.
