1850

In 1850, William Heath Davis spent a small fortune creating the first New Town San Diego, on the shores of San Diego Bay.

In 1867, he purchased a much larger acreage from the city leaders and laid out what became Horton’s addition on the Bay.

1889

The City Charter was adopted by the voters of San Diego on March 2, 1889, and approved by the legislature on March 16, 1889.

1914

The city’s traditional economic base of agriculture (citrus) and fishing was expanded to include manufacturing (notably aircraft) and, after the opening of the Panama Canal in 1914, shipping.

1915

The Panama-California Exposition (1915–16) celebrated the enormous economic boon the new waterway gave the city.

1931

Under the original 1931 Charter, a Manager-Council form of governance was created.

1935

A second exposition, held in 1935 and called the California Pacific International Exposition, expanded the park to the south and added numerous museums and theater spaces.

2010

San Diego voters made permanent the New Strong Mayor Form of Governance by approving Proposition D on June 8, 2010.

By passing Proposition D, voters also approved the addition of a ninth Council district, to be established by redistricting following the 2010 Census.

By 2012 the number of Council Committees had expanded to seven.
