Under general supervision, performs skilled work in the operation of various types of heavy equipment in the Water Services Division and functions as part of a crew that constructs, repairs, and maintains city sewers, water lines, and other water-related projects. Lays ductile iron, PVC, copper and galvanized pipe. Prepares the appropriate types of cement, solder, rubber, threaded, or slip joints or connections. Installs and maintains water mains, service lines, fire hydrants, water meters, gate valves and related appurtenances. Lays concrete blocks in the construction of meter vaults and sets forms, mixes and finishes concrete in the construction of sidewalks, curbs and gutters. Lays sewer pipe and installs manholes. Cleans a sewer line which includes the operation of special mobile hydraulic sewer cleaning equipment (e.g., sewer vacuum truck). Operates construction and maintenance equipment including backhoes, cranes, trenchers, trucks, bobcats with various attachments, hydro hammers, hydro-excavator trucks, pipe bursting equipment. Operates a variety of tapping machines and smaller equipment and tools, such as air compressors, high-pressure washers, paving breakers, power saws, pipe lathes, Closed-Circuit Television (CCTV) sewer inspection equipment, cement mixers and pipe cutters. Participates in the care and maintenance of tools and equipment; cleans, services, and makes minor adjustments as necessary. Uses a computer to enter, keep and complete information for time records, safety reports, and other required records and reports. May serve as lead person of a small crew performing these and related tasks. Must lift and carry up to 95 lbs. Performs other functions as assigned. Two years of experience at the semi-skilled level in the installation, maintenance, and repair of water distribution or sewer facilities and mechanisms, including some experience in the operation of backhoes, skiploaders, trenchers, or similar construction equipment. DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES * Knowledge of: methods, materials, tools and equipment used in the installation, maintenance, and repair of water distribution and sewer facilities and mechanisms; the occupational hazards and safety precautions of the work; traffic control including placement of cones and warning signs per the Work Area Traffic Control Handbook (WATCH) published by Building News, Inc., or recognized industry standards; some basic computer knowledge. * Skill in: the effective and safe operation of the equipment involved in the installation, maintenance and repair of water distribution and sewer facilities and mechanisms. * Ability to: lead a small crew of workers; troubleshoot for faulty meters and locate leaks, and adjust, repair, or remedy such defects or malfunctions; understand and follow oral and written instructions quickly and accurately; use a computer to enter and complete information for basic records and reports; establish and maintain effective working relationships with coworkers and the public. SPECIAL MINIMUM REQUIREMENTS * Must possess and retain a valid California Class "B" Driver's License throughout tenure in this classification. * Must possess and retain a valid California State Water Resources Control Board Water Distribution Certification - Grade 2 as a condition of continued employment in this classification. * Must possess and retain a valid California State Water Resources Control Board Water Treatment Certification - Grade 1 as a condition of continued employment in this classification. * Must be willing and able to work irregular hours, including evenings, weekends, and holidays as needed. SPECIAL WORKING CONDITIONS Due to the nature of the work, incumbents must have the ability to use both hands, arms and legs; and to sit, walk, stoop, kneel, squat, bend and reach above his/her head while moving, pushing, rolling, lowering, pulling, tilting, lifting and carrying objects weighing up to 95 pounds without assistance. Management reserves the right to add, modify, change or rescind related duties and work assignments.) * Develops comprehensive plans for the design and construction of major public works projects. * As project engineer for assigned projects, plans and organizes the design and construction of major public works facilities. * Engineer should have CIP experience with, for and/or at public agencies, cities and/or counties, which includes street improvements, traffic signals, stormwater, sewers, recycled water, irrigation, landscape and Right of Way (ROW). * Coordinates and monitors project progress to insure timely progress of permit clearances and acquisitions/right-of-way, plans/specifications, contracting and budget monitoring. * Coordinates activities with other departments and outside agencies to obtain various approvals. * Participates in the selection process for consultants and contracts. * Acts as contract administrator on capital projects. * Participates in the development of plans, specifications and estimates for the construction of public works projects. * Inspects project sites to assist in the solution of difficult problems. * Interprets specifications and city policy. * Reviews plans for construction prepared by private engineers. * Prepares various applications for State and Federal grants. * Assists in the preparation of capital improvement plans and budget. * Prepares necessary Council agenda items. * Confers with staff regarding project priorities and programs. * Provides information to and consults with the public. * Performs related duties as required or necessary. QUALIFICATIONS A typical way to obtain the requisite qualifications to perform the duties of this class is as follows: Education and/or Experience: Any combination equivalent to graduation from a recognized college or university with a baccalaureate degree in civil engineering or related field and three (3) years of full time, paid professional experience in civil engineering. Experience and/or education in a related field may be substituted on a year for year basis. Knowledge of: * Principles and practicies of civil engineering. * Modern methods and techniques as applied to design, construction, maintenance and contract administration of public works projects. * Grant-in-aid programs as they relate to public works. * Computer aided design (CAD). * Design and construction of major public works facilities. License and Certificate: Possession of a valid California Class C driver's license. Traffic: Assisting engineers in traffic engineering field investigations for existing conditions and proposed projects; conducting various engineering and warrant studies, researching project records, files, and plans; preparing/modifying plans using Microstation or manual drafting; using Microsoft Office PowerPoint, Excel, Word, Access, or other tools and databases to prepare presentation materials (maps, charts, spreadsheets, etc.); data entry; and placing and retrieving radar trailers. Additional job activities may include: conducting/evaluating speed studies, pedestrian, and vehicular counts, updating records, reviewing collision data, conducting parking surveys, issuing business/resident notices, making copies, filing, working with the public, and/or work with our signal operations team and equipment; other miscellaneous duties as assigned. In Signal Operations, additional functions include assisting engineers in operating Traffic Management Center; maintaining local area computer network; investigating traffic signal operations and complaints; maintaining traffic signal equipment, timing, and maintenance records; designing traffic signals, closed-circuit television, communication system, and other advanced traffic signal system elements; updating traffic signal plans manually or using CAD. Water Resources: Under the direction of Engineering staff, assists in the collection of field data; generates technical data, organizes documents, and coordinates data transmission to others; conducts manufacture website surveys for engineering drawings and equipment documentation; scans, records, maintains and organizes directories; updates and creates engineering drawings utilizing MicroStation; assists with the preparation and distribution of reports and documents; processes correspondence and material requisitions; performs other functions as assigned. CIP Engineering: Assignments are made to support the design and/or construction phase of projects. Design: In the design phase and under the direction of Engineering staff, the intern assists with the preparation of engineering drawings and estimates; prepares and modifies spreadsheets, project displays, and various reports; conducts data research, field investigations, and responds to the public and other agencies; performs a variety of general office tasks; and performs other related functions as assigned. Construction: In the construction phase and under the direction of Engineering staff, assist with the construction management of projects under the City's capital improvement program. Projects include construction of water, sewer, and storm drain lines, traffic signals, buildings, parks, street, sidewalk, drainage improvements, and other public facilities. Daily activities include spreadsheets, data research, correspondence, field investigations, preparing and distributing reports, responding to citizen and City agencies' inquiries, performing a variety of general office tasks, and working in the field assisting construction inspectors and survey crews. Additional responsibilities include assisting engineering staff during preconstruction and postconstruction activities. CHARACTERISTICS OF SUCCESSFUL PERFORMERS Candidates shall have a strong interest in engineering; be at ease in dealing with the public and handling complaints from residents with tact and diplomacy; be detail-oriented, organized, have good time-management skills within a vibrant work environment and seek answers should none be obvious. Candidates must be flexible, have good verbal and written communication skills, computer skills and work well with others and with minimal supervision. * Traffic: Must be currently enrolled in an UNDERGRADUATE Civil, Electrical, or Pre-Engineering curriculum with a good standing of a current GPA of 2.50 or higher (Sophomore or Junior level is preferred). Not open to Graduate/Post-Graduate students. * Development/Water Resources: Must be currently enrolled in an UNDERGRADUATE Civil/Environmental/Mechanical or Pre-Engineering Program with a good standing of a current GPA of 2.50 or higher (Sophomore or Junior level is preferred.) Not open to Graduate/Post-Graduate students * CIP Engineering: Must be currently enrolled in an UNDERGRADUATE Civil Engineering or Construction Management Program with a good standing of a current GPA of 2.50 or higher (Sophomore and Junior level is preferred).
