DEFINITION Enforces laws and maintains order; protects life and property; prevents crime, and actively contributes to the welfare of the community. SUPERVISION Receives technical supervision from a Police Sergeant or higher-level sworn classification. May provide technical supervision over non-sworn personnel. Representative Duties REPRESENTATIVE DUTIES Patrols an assigned area in marked/unmarked vehicles, bicycles, motorcycles, horses, and all terrain/beach vehicles and on foot for the prevention of crime and enforcement of laws and ordinances. Maintains law and order; answers inquiries and assists the public; responds to requests for police services and takes appropriate actions. Licenses and Certificates: * Possession of a valid Class C driver license. * Possession of a regular Basic California P.O.S.T. Certificate. MEDICAL INSURANCE: Choice of 12 CalPERS medical plans. City pays 89% of medical insurance premium for employee and eligible dependents. Employee contributes 11% toward premium and admin fees. CASH-IN-LIEU: Employees who elect to waive medical coverage due to spouse's medical coverage are entitled to a payment equal to the cost of the current employee only premium rate under the PORAC plan per month. Payment is provided bi-weekly. DENTAL INSURANCE: An HMO and PPO plan are available. Premiums fully paid by the city for employee and eligible dependents. VISION INSURANCE: One plan available. FLEXIBLE SPENDING ACCOUNT: Employees may elect to contribute pre-tax dollars towards a Flexible Spending Account to pay for qualifying health and dependent care. CalPERS RETIREMENT: Retirement formula and employee contributions are based on appointment date and membership status with CalPERS. City employees are vested after 5 years and do not participate in Social Security. Employees pay a 1.45% contribution towards Medicare. SUPPLEMENTAL RETIREMENT PLAN: 457(b) plan is available for voluntary participation. PREMIUM REIMBURSEMENT PLAN: The City makes a monthly contribution of $142 into a retiree trust to allow eligible separated employees to reimburse healthcare premiums. Employees contribute $257 monthly. VACATION: 60 hours following the completion of the first six months of continuous service. Thereafter, up to and including five completed years of continuous service, 10 hours for each completed calendar month of service. * Accrued vacation leave can be cashed out based on years of service on two occasions each calendar year. SICK LEAVE: One sick leave day per month (96 hours per year). * Sick leave accrued but not used can be cashed out at the end of the fiscal year based on the formula outlined in the POA MOU. TUITION REIMBURSEMENT: Full-time employees who have passed probation will be reimbursed for the cost of tuition and study materials for career improvement or job enhancement courses that meet the policy guidelines. Makes casts of footprints and other impression evidence. Documents crime scene utilizing conventional, digital photography including forensic videotaping. Performs crime scene sketching and diagraming with the assistance of computer aided software. Performs field and laboratory analysis of physical evidence collected at crime scenes and performs subsequent chemical processing for the detection of latent fingerprints, including laser applications such as the use of alternate light sources (ALS). Performs presumptive chemical analysis on various types of substances including blood, semen and saliva. Produces and stores digital photography using digital image archiving software, video storage. Produces crime scene charts and enlargements. Testifies in court as an expert witness in the areas of latent fingerprint analysis, crime scene investigation including the documentation, collection, and preservation of crime scene evidence and/or the results of forensic examination/findings. Processes and compares fingerprints found at crime scenes and coordinates with representatives of other law enforcement agencies in the identification of suspects through comparison of fingerprints and in the use of Automated Finger Print Identification Systems (AFIS) and the CAL-ID AFIS system and Integrated Automated Fingerprint Identification System (IAFIS). Prepares court exhibits to depict crime scenes, including latent print comparison charts. Prepares detailed reports of crime scene investigation and of the forensic analysis performed. The staff of engineers, technicians, surveyors, inspectors, and administrative staff are committed to customer service, safety, and providing high-quality engineering support and services to the public and other City Departments.POSITION The selected candidate will be responsible to perform duties under the Subdivision Map Act as City Surveyor, perform a wide range of complex surveys (topographic surveys, construction staking, monument preservation, boundary/right of way survey, etc.), mapping services, and provide administrative and technical leadership to survey and CADD personnel. The candidate will be required to coordinate the work of survey crews and CADD staff to ensure project needs and schedules are met. The candidate will resolve difficult survey issues, certify final subdivision/parcel maps, prepare and review legal descriptions and exhibits for real property transactions, review and approve surveys associated with lot line adjustments and annexations. The candidate will be hands-on in all aspects of daily tasks and be expected to coordinate and work collaboratively with other departments and divisions. IDEAL CANDIDATE The ideal candidate will possess a high level of professionalism, require a high-level of competency in surveying, boundary surveys, and mapping applications. The candidate will have wide range of municipal survey experience that includes the review of parcel, tentative, and final maps, preparation of legal descriptions and exhibits for right of way acquisitions, easements, lease site descriptions, sale of surplus city property, and finalize acquisitions through review and approval of final title reports. The ideal candidate will have experience using AutoCAD Civil 3D and Trimble processing software.
