This non-sworn classification participates in a formal academic and physical police training program and is expected to successfully complete the basic training courses as prescribed by the California Commission on Peace Officer Standards and Training (P.O.S.T.). During the 22-weeks academy, the salary is $7,727 per month. Upon successful completion of the academy, the candidate will advance to the classification of PoliceOfficer and will serve a one-year probationary period.

Representative Duties
Participates in a rigorous academic and physical training program mandated by P.O.S.T.
Participates in firearm training and defensive tactics.
Learns basic principles of patrol procedures and criminal investigation.
Drives a variety of police vehicles under various training conditions.
Accompanies sworn policeofficers on ride-alongs as an observer.
Analyzes recurring patrol and specialized problems/hazards in collaboration with supervisors, peers, and service clientele. Participates in developing long-term resolutions to law enforcement related problems and issues.
Responds to multiple calls, major traffic accidents, and other emergencies.
Completes reports in a timely manner.
Performs a variety of clerical support duties including, but not limited to, typing, filing, photocopying, and assisting the public on the telephone or in person.
Performs other duties, as assigned.

REQUIREMENTS
Minimum Qualifications:
Education: Graduation from high school or the equivalent.
Experience: Military experience and/or related public contact experience is desirable.
Licenses and Certificates:
Possession of a valid Class C driver license. Must be able to obtain a regular Basic California P.O.S.T. Certificate within 18 months from date of hire.
Other Requirements:
PoliceOfficer Trainees must be 20 years and 6 months of age at time of appointment.
Applicants must be U.S. citizens or permanent resident aliens who are eligible for and have applied for U.S. citizenship. Non-citizens must obtain citizenship within three (3) years from date of application.
Upon hire, policeofficers must be non-users of tobacco products.
Applicants for PoliceOfficer Trainee must pass a background investigation and must not have been convicted of a misdemeanor involving domestic violence or a felony.
Effective May 27, 2021, all incoming Santa Monica PoliceOfficer Trainees must maintain California residency and live within a 95-mile radius from the Santa Monica Police Department.

Applicants selected to participate in the Police Department's testing process will partake in the following:
* National Testing Network (NTN) - Law Enforcement Frontline National Written Examination: assessing the essential skills needed for a law enforcement officer, including decision-making, teamwork, reading, and writing. (Qualifying);
* Performance Test: to evaluate ability to physically perform the duties of position (Qualifying);
* Oral Interview: to evaluate training, experience, and personal qualifications. (100%);
* Psychological Examination: Candidates will be evaluated for their suitability for employment as a Santa Monica PoliceOfficer.
BACKGROUND INVESTIGATIONS: Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation. The investigation is used to determine a candidate's moral character and suitability for employment in law enforcement. The investigation shall include, but is not limited to, the following checks: criminal record, polygraph, driving history, credit history, military record, previous employer(s), and references.
Medical Examination: Prior to appointment, candidates must successfully complete a thorough medical examination, including a drug screen, to determine if they meet the City's medical standards for the position of PoliceOfficer.
EMPLOYEE BENEFITS FOR POLICEOFFICER
SALARY RANGE: Composed of 5 steps-Step 1 through Step 5. Each step represents an increase of approximately 5% per year during the first five years of service.
MEDICAL INSURANCE: Choice of 12 CalPERS medical plans. City pays 89% of medical insurance premium for employee and eligible dependents. Employee contributes 11% toward premium and admin fees.
CASH-IN-LIEU: Employees who elect to waive medical coverage due to spouse's medical coverage are entitled to a payment equal to the cost of the current employee only premium rate under the PORAC plan per month. Payment is provided bi-weekly.
DENTAL INSURANCE: An HMO and PPO plan are available. Premiums fully paid by the city for employee and eligible dependents.
VISION INSURANCE: One plan available. Premiums fully paid by the city for employee and eligible dependents.
FLEXIBLE SPENDING ACCOUNT: Employees may elect to contribute pre-tax dollars towards a Flexible Spending Account to pay for qualifying health and dependent care.
EMPLOYEE ASSISTANCE PROGRAM: Premiums fully paid by the city for employee and household members.
CalPERS RETIREMENT: Retirement formula and employee contributions are based on appointment date and membership status with CalPERS. City employees are vested after 5 years and do not participate in Social Security. Employees pay a 1.45% contribution towards Medicare.
SUPPLEMENTAL RETIREMENT PLAN: 457(b) plan is available for voluntary participation.
PREMIUM REIMBURSEMENT PLAN: The City makes a monthly contribution of $142 into a retiree trust to allow eligible separated employees to reimburse healthcare premiums. Employees contribute $257 monthly.
VACATION: 60 hours following the completion of the first six months of continuous service. Thereafter, up to and including five completed years of continuous service, 10 hours for each completed calendar month of service.
* Accrued vacation leave can be cashed out based on years of service on two occasions each calendar year.
SICK LEAVE: One sick leave day per month (96 hours per year).
* Sick leave accrued but not used can be cashed out at the end of the fiscal year based on the formula outlined in the POA MOU.
TUITION REIMBURSEMENT: Full-time employees who have passed probation will be reimbursed for the cost of tuition and study materials for career improvement or job enhancement courses that meet the policy guidelines.
The maximum amount shall not exceed $2,500 per fiscal year.

Lateral Hiring Incentives
A $25,000.00 hiring incentive ($8,333.33 at completion of the Officer's field training/ $8,333.33 upon successful completion of probation/$8,333.33 at the Officer's two - year anniversary with the Downey Police Department.
The carry-over of the accumulated sick leave balance at separation from the former agency, up to 360 hours.
The carry-over of the accumulated vacation balance at separation from the former agency, up to 80 hours.
Vacation accrual rate based on prior years of Lateral PoliceOfficer experience and in accordance with the current Memorandum of Understanding between the Downey PoliceOfficers' Association and the City of Downey.
Bilingual Pay in the amount of $1,820 per year.
In addition to pay, the City offers competitive benefits including City paid medical insurance coverage up to the Kaiser (HMO Plan) family rate currently at $1,962.06 per month, a tuition reimbursement program that covers up to the Cal State rates, and a "3/12" work schedule.
Education Incentive Pay: An additional 7% of base pay for an Associate's degree or equivalent units (60) OR Intermediate California (CA) P.O.S.T. Certificate. An additional 10.5% for a Bachelor's degree or equivalent units (124) OR Advanced California P.O.S.T. Certificate.
Merit Longevity: Employees become eligible for additional merit longevity pay increases after 5 years at 2.75%, 10 year at 5.5%, at 20 years of service, 8.25%, and at 25 years of service, 13%. Effective 12/23/02, full-time years of service as a certified Peace Officer with another CA P.O.S.T. law enforcement agency shall apply to longevity as though earned with the City of Downey after the initial probationary period has been completed.
Retirement: In accordance with Public Employees' Pension Reform Act (PEPRA), new hires enrolled after January 1, 2013 will be under the 2.7% @ age 57 formula as a new member to the California Public Employees' Retirement System (CalPERS). This enrollment will require a member contribution of 12.25% of reportable earnings. Laterals with active classic CALPERS membership or classic membership in another California retirement plan that provides eligible reciprocity with CalPERS, will qualify for the 3% @ age 55 retirement formula. This formula will require a member contribution of 9% of reportable earnings.
Description: To perform law enforcement and crime prevention work; enforce State and local traffic regulations; perform investigative work; and participate in and provide support and assistance to special department crime prevention and enforcement programs.
The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification.
Patrols assigned area in patrol car to preserve law and order, to prevent and discover the commission of crimes, and to enforce traffic regulations; responds to calls and complaints involving traffic accidents, robberies, disturbances, and other misdemeanors and felonies, and take necessary police action; make arrests; take charge of, and guide and direct the work of other law enforcement personnel in various situations until relieved by a supervisor officer.
Conducts motor vehicle accident investigations; provides first aid for injured persons, and take safeguards to prevent further accidents; interviews principals and witnesses; takes written statements and examines conditions of accident scene; and clears or directs clearing of obstructions and wreckage.
Investigates crimes against persons and property; interviews victims and witnesses; searches for, evaluates and secures/collects evidence; and arrests suspected perpetrator(s).
Investigates complaints involving juveniles, including reports of child neglect and persons reported to be contributing to the delinquency of minors; checks business establishments and public places known to be frequented by juveniles; and arrests juvenile and adult offenders.
Processes warrants and apprehends or assists in the apprehension of wanted persons by court orders or actions in criminal cases.
Maintains knowledge of local ordinances and state laws, rules of evidence for criminal cases, crime prevention techniques, current investigation techniques, traffic control techniques, care and custody of persons and property.
Prepares and submits required reports and provides assistance, information, and directions to the public.
Education: High school graduate or equivalent AND completion of a California (CA) Commission on Peace Officer Standards and Training (P.O.S.T.) Academy.
Experience: Current employment as a full-time, paid peace officer in a CA P.O.S.T. approved agency in good standing.
Age: 21 years of age at time of appointment.

License Requirements: Due to the performance of field duties, possession of a valid California Driver's License and possession of an acceptable driving record and the ability to maintain a valid Driver's License and an acceptable driving record at the time of appointment and throughout the course of employment in the position is required.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
Physical Tasks and Environmental Conditions: Work is performed both inside and outside in seasonal climate and weather conditions. Slippery surfaces, oily conditions, dust, dirt, and odors are conditions frequently encountered. Must constantly work with noise from traffic and police radio. Position requires availability to work weekends, evenings, holidays, on-call and overtime. Physical demands include constant arm and leg movements, driving, standing, and sitting for long periods of time. Bending, stooping, lifting, running, squatting and climbing is also required.
