Job DescriptionDuties:
Under the supervision of the Buildings Supervisor of School Facilities & Energy Conservation management and under the direct supervision of an employee of higher grade performs custodial duties such as clean all reachable walls and HVAC diffusers and ceiling fans and all reachable window glass inside and outside schools, doors, etc.; complete cleaning of all walls and fixtures; clean all stairwells; shampoo all carpets; sweep, wash, strip, wax and buff all floors; dust; change light bulbs; police grounds; sweep walks; cut lawns; remove snow and ice; care for custodial equipment; empty wastebaskets; remove trash; order custodial supplies; make minor repairs to buildings, equipment, heating, lighting, air conditioning, ventilation and plumbing systems. The City Clerk is responsible for all operations of the Office of the City Clerk, which acts as the city's custodian of records and serves approximately 20,000 customers annually. The Office maintains and distributes Birth Certificates, Marriage Licenses, Death Certificates, Business Certificates and a range of business licenses. The Office also provides the City Council and Licensing Commission with staffing and administrative support, and provides the City's municipal departments with a variety of support services including researching legislation, locating and certifying documents, and processing City Hall's mail. The City Clerk performs duties as prescribed by the laws of the Commonwealth of Massachusetts and the ordinances of the City of Somerville.
Essential Functions

Manages and provides technical assistance for municipal archiving activities citywide, including both physical storage and electronic records management.
Issues birth, marriage, and death certificates, dog licenses, business certificates, and certified copies of municipal documents.
Manages the issuance of business licenses awarded under local ordinances and/or State laws.
Researches, reviews and implements ordinances, laws and regulations related to business licenses, vital records, open meetings, freedom of information, municipal finance, zoning and other matters.
Maintains and certifies the City Charter as amended, the Code of Ordinances as amended and other municipal documents.
Manages administrative support to the Licensing Commission, including preparing agendas, attending meetings, maintaining minutes, managing licensure and correspondence and acting as liaison to the State Alcoholic Beverages Control Commission.
Serves as Clerk to the City Council, attending all regular and special meetings, arranging public hearings, preparing meeting agendas and meeting minutes, maintaining all records thereof, acting as Parliamentarian and researching legislative histories and other matters as the City Councilors may request.
Manages administrative support to the committees of the City Council, including preparing agendas, attending meetings, maintaining minutes, maintaining the Council's meeting calendar, and researching other matters as the City Councilors may request.
Manages staff support to the City Council regarding research and development of public policy, as well as financial and land use matters requiring Council approval.
Administers Oaths of Office and maintains records of all municipal board and commission memberships.

Issues Clerk Certificates related to the actions of the Planning Board and Zoning Board of Appeals.

Recommended Minimum Qualifications
Education and Experience: Bachelor's degree in communications, public administration, business or related field and five to seven (5-7) years of experience in a managerial or supervisory role; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Statement of Duties
The SomerPromise Youth and Family Resource Navigator supports equitable access to Somerville Hub Connect, a Single Point of Entry (SPE) platform for Somerville families and providers. This platform allows for "one stop shopping" for programs aimed at meeting the needs of children and families from cradle to career. The SomerPromise Youth and Family Resource Navigator is uniquely situated to serve as technical support for families that are utilizing the Somerville Hub Connect website as well as providing direct support to walk-ins and those not able to access the site electronically. The work will also include strengthening relationships with community partners and providing training to outside staff interested in utilizing the site as a resource and referral tool in their agencies.
The work is a key piece of Somerville's commitment to collective impact, and will involve close collaboration with several stakeholders from the Schools, City and Community, including the Somerville Partnership for Young Children (SPYC) and the Somerville Family Learning Collaborative (SFLC). The position is housed with the SomerPromise Division of the City of Somerville's Department of Health and Human Services.

Essiential Duties
* Assist families and community partners to access resources through the Hub.
* Utilize the Hub to track referrals and maintain updated client profiles.
Community Facing
* Assist families and students with program registration (online and in person).
* Develop, and implement outreach efforts for the Hub, with an emphasis on reaching families not yet connected to resources or programs and local stakeholders..

● Meeting Facilitation - Work with City Councilors, city staff, the Mayor's Office, and residents to coordinate community meetings in Spanish for community, civic, and other groups in the community. Some meetings will be similar to Somerville's bi-annual ResiStat meetings, but will be tailored to suit the needs of the audience. Employee should be experienced in facilitating meetings for 25-100+ residents, presenting information, answering questions, and coordinating participation from other key city staff and elected officials.
● Communication - Prepare oral and written communications for the community (in selected language as appropriate) including emergency and community alerts, website content, fliers, press releases, social media posts, brochures, newsletter, emails, and potentially radio and City Cable TV content. Develop press contacts at news sources (radio, print, local cable, etc.) and write/translate and distribute occasional press releases or make radio/TV appearances to share City information and serve as a representative of the Mayor. The Director of Inspectional Services supervises building, plumbing/gas, electrical, board of health, and weights and measures inspectors to enforce all laws and regulations pertaining to building construction and health in the City of Somerville. Employee is required to perform all similar or related duties.
This position is subject to 24-hour call.
Essential Functions

Manages and coordinates a multi-disciplinary staff organized into the following divisions: Building, Health, and Weights and Measures.
Responsible for creating and implementing all department policies and procedures.
Evaluates and makes executive decisions regarding the department's budget.
Prepares and administers the department's annual operating budget.
Interprets building and zoning questions.
Reports to the Mayor on all public health and safety code enforcement issues related to inspectional services.
Leads the Neighborhood Impact Team, which addresses problem properties.
Meets with business owners, residents, elected officials, developers, and contractors to discuss projects or concerns.
Advocates and presents proposals on behalf of the department and the Mayor before the City Council, other government officials, and citizen groups.
Coordinates the department's use of CitizenServe, the City's licensing and permitting software.
Recommended Minimum Qualifications:
Education and Experience: Bachelor's degree in engineering or related field, with 10+ years of related work experience in municipal government or inspectional services/code enforcement; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Special Requirements:
Construction Supervisor's License
Certified as a Building Commissioner in accordance with the provisions of 780 CMR R7 and the Commonwealth of Massachusetts' State Board of Building Regulations and Standards preferred; or ability and interest to secure said certification as a Building Commissioner.
Knowledge, Abilities and Skill
Knowledge: Working knowledge of department practices and services and specifically the City of Somerville Ordinances including building, zoning, subdivision, plumbing/gas, mechanical, electrical; working knowledge of the principles and practices of building construction and inspection; knowledge of principles and policies of personnel management and supervision; knowledge of the City's geography, related agencies and surrounding jurisdictions. Knowledge of health/sanitary and housing code enforcement best practices is preferred, with working knowledge of related City of Somerville Ordinances and Board of Health regulations.
Abilities: Ability to work independently; ability to maintain, manage, and organize records; ability to handle problems effectively in response to day-to-day crises; ability to communicate clearly, both orally and in writing; ability to operate a computer; ability to deal appropriately with City employees, City officials, contractors, trades workers and the public. Ability to prioritize projects based on multiple factors, which may include political, financial, public health and safety, etc. Ability to analyze and explain financial implications of complex inspectional service decisions; ability to recruit and train employees; ability to streamline processes while successfully utilizing the skills and abilities of all staff.
Skill: Excellent organizational skills and skills in all work-related software applications. Strong conceptual, analytical, verbal and written communication skills. Adept at utilizing and modifying permitting software to meet department needs.
Work Environment
The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements.
