ABOUT THE POLICE ACADEMY: The Academy provides training in basic criminal investigation processes and techniques; preparation of various reports; analysis of situations to make appropriate decisions under stressful situations; testify and present evidence in court, and practices and theory in criminal and civil law enforcement. A qualified candidate for the Police Recruit position must be prepared and available to attend a full-time Basic Academy. The Parks, Recreation and Neighborhood Services (PRNS) Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city owned facilities including one (1) year-round program. The position is responsible for all related duties to the operation and maintenance of the programs and its facilities. This includes but is not limited to the development and implementation of the Learn to Swim Program, Recreation Swim Program, training programs, staff certifications, contracts with external partnerships, and management of Full Time and Part Time seasonal staff. The position will also be responsible for the oversight of maintenance and related capital improvements necessary to maintain all City owned pools in good working order consistent with local, State, and Federal requirements. The Communications Center consists of six (6) stations with each Public Safety Dispatcher assigned to a specific job. DISTINGUISHING CHARACTERISTICS This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel. What you will do: Duties may include but are not limited to the following: Receive emergency calls from the public requesting police, fire, or other related services; determine nature and location of emergency; determine priority and dispatch emergency units as necessary and in accordance with established procedures; coordinate emergency calls and relay information and assistance requests involving other law enforcement agencies. Use a computer aided dispatch (CAD) system to enter calls for service/radio traffic and monitor real-time status of situations; use an automated records management system (RMS) related to public safety activities to enter and retrieve information. Maintain contact with all units on assignment; maintain status and location of field units and monitor radio frequencies of outside public safety agencies. Receive incoming telephone and voice radio calls for non-emergency assistance; dispatch animal control, utilities and street maintenance staff as needed. Enter, retrieve, and update information from teletype networks, including the California Law Enforcement Telecommunications System (CLETS) relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information. Maintain familiarity with major roads, streets, areas, and industrial and public facilities within City boundaries. May complete recovered stolen vehicle reports in accordance with established procedures. Relay emergency and non-emergency information to public safety personnel and other agencies in the field. Monitor multiple frequencies. Determine and report the need for equipment repairs. Receive structured classroom and on-the-job training. Assist in relaying information during response to natural disasters. Perform the duties of a Public Safety Call Taker, as assigned. Perform related work as necessary. The essential job duties for the Custody Transport Officer position include but are not limited to the following: * Assumes custody of arrestees from patrol officers, ensuring proper transfer of responsibility, verifying documentation, and properly restraining the arrestee using handcuffs. Operates a motor vehicle to safely transport arrestees from arrest locations to the County jail. * Monitors all movements of arrestees. * Submits the necessary paperwork, provided by the Patrol Officer, during the booking process, and communicates with jail intake staff to ensure proper processing of the arrestee. * Operates a two-way radio to communicate with Police Officers. * Exercises de-escalation techniques or approved use-of force methods when responding to violent and uncooperative individuals. * Testifies in court when necessary. * Performs other related work as required. Minimum Qualifications Custody Transport Trainee and Custody Transport Officer Education and Experience Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate) AND two (2) years of experience involving a substantial amount of contact with the general public. SUPERVISION RECEIVED AND EXERCISED Direct supervision is provided by a Pool Manager. This position does not supervise. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed. * Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents. * Rescue and resuscitate drowning persons. * Rescue and aid persons affected by life threatening injuries. * Enforce facility rules, regulations, and procedures; take appropriate action to prevent dangerous situations and accidents. * Render care in the latest American Red Cross techniques in water safety, lifeguarding, first aid, and cardiopulmonary resuscitation (C.P.R.) to persons in need of assistance. * Direct and instruct water oriented classes such as swim lessons, swim team, junior guard, and water aerobics. Write lesson plans and assist in the planning, promoting, and organizing of programs. * Maintain records and reports. * Perform maintenance related duties as required. * Perform related duties as assigned. QUALIFICATIONS Knowledge of: * Current and preventative lifeguarding techniques. * Rules and regulations of an aquatic facility. * Swimming rescue techniques, C.P.R., and first aid. * Instruction techniques and materials related to aquatic activities. Ability to: * Swim with proficiency and endurance. * Maintain lifeguard certification. * Prevent accidents and effect rescues. * Enforce the rules and regulations of an aquatic facility. * Perform swimming rescues, C.P.R., and first aid. * Establish and maintain effective relationships with other employees and the public. * Follow oral and written instructions. * Prepare, read, and write various reports. * Instruct students in a variety of aquatic oriented skill level classes.
