The Engineering Division
The Engineering Division is part of the Public Works Department in Tigard. The division oversees and ensures that all public infrastructure in Tigard is properly planned, designed and constructed. This includes streets, parks and trails, water, sewer and stormwater systems, streams and green infrastructure, and civic buildings. The Division is responsible for permitting and inspection of public infrastructure built by development, as well as implementing a robust capital improvement program (typically $25 - $50 million of CIP projects annually).
The Assistant City Engineer will:
* Lead and manage a development services group that includes engineering plan review, permitting, inspection and GIS.
* Lead and manage a transportation and traffic engineering group.
* Maintain the City's Public Improvement Standards and make recommendations to the City Engineer for revisions and addendums to the standards.
* Provide oversight, problem solving skills, and strategic support to our Engineering development permitting team and transportation project delivery group.
* Reporting to the Assistant City Engineer is two Principal Engineers and a GIS Technician. One Principal Engineer is supported by four Engineering Technicians/Inspectors and a project coordinator, managing a high volume of development projects day to day. The other Principal Engineer is supported by one Senior Project Engineer, two Project managers, and a project coordinator who primarily deliver the City's transportation CIP projects and programs and provide traffic engineering services. Also reporting to the Assistant City Engineer is a GIS Technician who provides GIS support to the Division and processes addressing for the city, The Assistant City Engineer will provide support to this group as needed to review work, collaborate on decisions, help our technical teammates continue to grow and learn in their positions.
* Manage special projects that are strategic, publicly visible, and involve multiple internal and external stakeholders. This may include projects such as determining and implementing urban growth expansion infrastructure planning, updating engineering standards and high-profile capital projects as required.
* Special Projects may include, but not be limited to, large scale Capital Improvement Projects in transportation and utility systems and developing and delivering the Facility System CIP. The Engineering Division recently expanded services to include delivery of all City Facility Capital Projects. A near-term task will include evaluating the Facility CIP and determining what resources may be needed to successfully deliver the program.
* Be key liaison to ODOT and Washington County for cooperative projects, strategic development and jurisdictional transfers.
* Be a strong, collegiate partner to the City Engineer, including filling in for City Engineer duties at times.
* Will at times work outside normal office hours as needed to support projects. This will likely include some evening meetings (city council, planning commission, citizen committees and groups) and/or attendance at meetings or job sites if needed on some days off.

About the Opportunity:
The Concealed Handgun License (CHL Unit) at the Sheriff's Office is responsible for fulfilling statutory requirements of Oregon Sheriffs to provide fingerprinting and background checks for Concealed Handgun License applicants who meet the minimum qualifications.
The Administrative Specialist II in the CHL unit is responsible for a variety of administrative tasks, including collecting payments, recording fees, drafting correspondence and balancing day-end reconciliation. They will research statutes in support of Concealed Handgun License applications and license issuance. This position has a considerable amount of public contact in explaining Oregon Revised Statutes and procedures. - Research law enforcement-only databases, including Ecourt, LEDS, NCIC and other databases that include Criminal Justice Information Services (CJIS) information.
- Answer phone calls and respond to emails, providing answers to CHL questions in a professional voice and tone.
- Assist internal and external law enforcement partners in providing Agency ID cards.

- Utilize an online calendaring system.

This may include work that is ongoing in nature, but is applied on various road classifications throughout the county. The supervisor will be expected to communicate and collaborate with peers, subordinates and management staff for the efficient completion of work within the road right-of-way.
Monthly - Once every 5 weeks, the rotation of on-call responsibilities will be for the supervisor to field all non-business hour related emergency calls and to address any reported road hazards, coordinating response efforts through the use of stand-by personnel.
Seasonally - Throughout the year, seasonal work will be completed within the time frames established for best management practices and performed with the annual work program in mind. Essential Duties
Provides public reception at the Police Department and Sheriff's Office front desk. Duties are taking reports, answering questions, taking, and accounting for payments, sex offender registrations, and receiving and releasing found items.
Answers non-emergency Police Department and Sheriff's Office phone calls, provides requested information or refers citizen to appropriate source of information.
Documents in computerized and written police form all pertinent information on various violation and misdemeanor crimes as reported by citizens. Reviews officer reports to ensure completeness, correctness, and conformity with OUCR requirements. Trains officers in OUCR requirements.
Operates manual and computer record systems performing data entry and file retrieval for the following:

Patrol community for violations of animal control laws and potential problems. Issue citations for animal code offenses.
May be assigned to train CSO recruits, including instruction and application of laws, department rules and policies, proper use and maintenance of equipment, and proper safety techniques.Evaluate and report progress of CSO recruits.

Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR

Essential Duties

The Position

This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.
Other Requirements:
Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three (3) of the last five (5) years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Customs and Border Protection Officer position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. The age restriction may not apply if you are currently serving or have previously served in a federal civilian law enforcement (non-military) position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
Veterans' Preference: You may also be eligible for an excepted service Veterans Recruitment Appointment (VRA). The age restriction does not apply if you are Veterans' Preference eligible.
Formal Training: You will be required to complete a paid pre-academy orientation for approximately two (2) weeks at your home port. You will then attend a 101-day training program - CBP Field Operations Academy - conducted at the Federal Law Enforcement Training Center (FLETC) located in Glynco, GA. This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. Successful completion of the Academy is required for this position.

Performs a variety of duties at the Aquatic Center according to certification and training.
Knowledge, Skills, and Abilities
Working knowledge of the equipment, facilities, operations and techniques used in a comprehensive aquatics program, including safety, rescue, and first aid equipment.(B) Certifications in First Aid, CPR, AED and food handling and skills with listed tools and equipment.
Effectively enforce safety and health regulations relating to an aquatic program; ability to establish and maintain effective working relationships with employees, supervisors, participants, instructors and the general public; ability to communicate effectively and to give and carry out instruction.
