DEFINITION:
Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning. CLASS CHARACTERISITICS:
This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed. EXAMPLES OF DUTIES (illustrative only):
* Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
* Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
* Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.
* Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller's Office reports and other compliance reports as required.
* Oversee reconciliations of the City's financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
* Plan and implement citywide budget process and related fiscal programs.
* Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
* Project citywide personnel costs on an annual basis and as needed.
* Monitor the City's budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.

THE POSITION:
Under the general supervision of the Community Services Manager, the Clinical Supervisor supports with the development and achievement of Youth and Family Services goals and objectives. The Clinical Supervisor provides both clinical and administrative leadership within the Youth and Family Services Division. The Clinical Supervisor is responsible for overseeing the supervision of staff in planning, organizing, delivering, and reporting clinical, case management, and support services for youth, families, and adults, including the coordination of crisis and counseling intervention services. What you will be doing:
Under supervision, Day Camp Directors and Assistant Directors oversee a variety of recreation program activities, including customer service at centers, monitoring participants, and assisting with the supervision of individual and team sports, programs, and other summer day camp activities.
These positions are distinguished from Camp Counselors in that they also include lead supervision of other program staff and assign tasks as needed, maintaining a program budget and purchasing necessary materials and supplies for activities, and maintaining and updating program records.

What you will be doing:
These positions play a key role in the development and delivery of quality, nutritious meals within budget. Approximately 150-400 meals are served to camp participants and staff three times a day, with meal numbers changing daily. This also includes several off-site meals per week. On camp meals are primarily served cafeteria style.
The Food Service Coordinator directs the overall food service operation of Camp Concord including purchasing, preparation, nutrition, service, sanitation, security, personnel management, customer service, and record keeping. The Coordinator directly oversees kitchen staff, creates a positive working environment, and ensures that meals are of quality and on time.
The Cooks and Prep Cooks assist the Food Service Coordinator in preparing meals and in maintaining the cleanliness and sanitation of the kitchen and dishwashing area. Cooks are differentiated from Prep Cooks by their level of experience and ability to work independently.

DEFINITION
Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City's transit programs and services.
CLASS CHARACTERISTICS
This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. * Coordinates the preparation of the scope of work (RFP's, IFB's, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
* Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
* Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region's 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
* Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.

QUALIFICATIONS
Any combination of education, experience and training that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education and Experience:
Equivalent to a Bachelor's degree from an accredited college or university, with major coursework in Transit and/or Transportation Planning, Urban and Regional Planning, Public Administration or a related field.
AND
Two (2) years of direct transit planning and/or transportation planning experience which includes, but not limited to: transportation planning, field checks, transit operations schedule analysis, review transit data, marketing materials, and regional coordination -OR- Three (3) years of indirect transit and/or transportation planning experience which may include, but not limited to, transit administrative, Federal Civil Rights compliance, capital procurement, and human services transportation management may be considered in lieu of the two (2) years as a planner.

What you will be doing:
Under supervision, the Lead Facility Specialist and Facility Specialist work together in camp operations, focusing specifically on grounds, building, and custodial maintenance on over 45 structures that include a main lodge, and institutional food service facility, as well as equipment and vehicles.
The Lead Facility Specialist is differentiated from the Facility Specialist in that it reports directly to the Camp Director and is responsible complete oversite and management of all maintenance on the Camp Concord grounds, including the water, sewer, and electrical systems. * Performs all phases of camp opening and closing (winterizing and de-winterizing) as well as initial and end-of-season inventory.
