SUPERVISION RECEIVED AND EXERCISED Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. CLASS CHARACTERISTICS:This journey level classification is responsible for independently performing sworn law enforcement duties in support of the Police Department and public safety. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. RECRUITMENT PROCESS: Step 1: Online Application: In order to be considered for a law enforcement position with the Upland Police Department, applicants must submit an online application in response to a current job opportunity listed on the City's website. Step 2: Physical Requirements: Qualified applicants will be required to show proof of successful completion of a POST accredited Police Academy within the last 3 years, including proof of successfully passing the physical agility requirements during the Academy. Step 3: Oral Interview: Qualified applicants will be required to complete oral interviews as part of the recruitment process. Step 4: Background Investigation and Administrative Interviews: Qualified applicants will undergo a complete, comprehensive, POST approved Background Investigation including a Polygraph Examination. Upon completion of the background investigation, applicants may be invited to an Administrative Interview. Step 5: Conditional Job Offer:Following the successful completion of all prior steps, candidates may be made a conditional job offer. Job offers are conditional upon the successful completion of a psychological and medical examination. Provides information, directions, and assistance to the public in a variety of situations; takes reports and assists the public with complaints or unusual situations. Observes, monitors, and controls routine and unusual traffic situations; stops and warns drivers against unlawful practices; issues citations and makes arrests as necessary; assists motorists with inoperable vehicles; provides direction and traffic control in accident, incident, and emergency situations, special events, or other congested situations. Makes arrests and serves warrants and subpoenas; takes individuals into custody for medical clearance and/or booking at a longer-term facility; searches, fingerprints, photographs, and books prisoners. Prepares reports on arrests made, activities performed, and unusual incidents observed; prepares and maintains other related reports, logs, records, and accurate files. Secures crime scenes and gathers and preserves evidence; interviews suspects, victims, complainants, and witnesses; documents interviews; interrogates suspects; coordinates and conducts complete and detailed investigations of crimes involving juveniles and adults. Conducts traffic studies and surveys and investigates traffic collisions; obtains accident statements and examines scene conditions; prepares written documentation of the scene and witness accounts; clears scene of obstructions and wreckage; reports traffic hazards; conducts and investigates accidents involving serious injury and/or fatality. Provides emergency medical assistance to the public when responding to calls for assistance and requests appropriate medical attention or advanced medical support, as necessary. Provides mutual aid to other law enforcement agencies as dispatched and in accordance with departmental policy; cooperates with other law enforcement agencies providing investigative and case development support. Assists in the performance of special investigative and crime prevention duties as required; schedules and implements crime prevention and educational programs. Retrieves and requests information involving arrests and subpoenas; files complaints and performs other work related to the processing of misdemeanor and felony complaints; serves writs, warrants, subpoenas, and other legal documents. Provides outreach to homeless individuals; observes individuals for potential physical or behavioral health issues; conducts welfare checks. Prepares cases for trial; testifies and presents evidence in court; coordinates activities of pre-trial investigation and preparation for the District Attorney's Office. Attends and participates in meetings, conferences, workshops, and training sessions; reviews publications and materials to become and remain current on principles, practices, and new developments in law enforcement. Carries out special assignments related to departmental operations or law enforcement activities as necessary; maintains and ensures the safe working condition of assigned patrol vehicle, firearms, and other equipment. Observes and complies with City and mandated safety rules, regulations, and protocols. Performs other duties as assigned. QUALIFICATION GUIDELINES Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to completion of the twelfth (12th) grade. Experience: Graduation from a P.O.S.T. accredited Police Academy within the last three (3) years Licenses/Certifications/Special Requirements: Possession of a valid California Driver's License an acceptable driving record and evidence of insurability to be maintained throughout employment. Graduation from a P.O.S.T. accredited Police Academy within the last three (3) years. Vision: No more than 20/70 uncorrected and 20/20 corrected and normal color vision. Specific vision abilities required by this job include close vision, peripheral vision, color vision, and the ability to adjust focus. Age: Must be 21 years of age or older at time of completion of academy. PRE-EMPLOYMENT PROCESS: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment. * Positions assigned to the Police Department must also pass a polygraph test prior to appointment. * User Support & Issue Resolution: * Provide technical support and diagnose user problems with hardware and software. * Create and manage user accounts, troubleshoot IT issues, and collaborate with internal and external teams for complex problem resolution. * System Installation & Maintenance: * Install, configure, upgrade, and maintain hardware, software, and network components such as routers, firewalls, servers, and peripherals. * Support specialized technology systems, including Computer Aided Dispatch (CAD), Records Management Systems (RMS), and telecommunications. * Network & Security Management: * Monitor, troubleshoot, and optimize network security and enterprise systems. * Apply security standards and manage Active Directory, user access, and group policies. * Technology Support for Public Safety: * Maintain and troubleshoot technology used in police operations, including patrol units, body-worn devices, and related hardware/software. * Project Implementation & Vendor Coordination: * Plan and implement software enhancements; assist in the RFP process, cost analysis, and vendor coordination. * Recommend and implement IT best practices and technology solutions. * Training & Documentation: * Develop user training materials, workflows, and documentation. * Train staff on system usage and IT best practices. * Website & Social Media Management: * Maintain and optimize City websites and social media content in compliance with regulations and accessibility standards. * Infrastructure Management: * Perform technical tasks for physical and virtual servers, including maintenance, security, and backups. * Monitor audiovisual, voice, and data communications systems. * Emergencies & On-Call Support: * Provide on-call IT coverage and disaster response during emergencies, including nights, weekends, and holidays. * Research & Trend Monitoring: * Stay updated on IT trends, recommend purchases, and ensure compliance with safety and technology standards. * Miscellaneous: * Perform other duties as assigned to meet organizational needs. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: * Equivalent to a bachelor's degree from an accredited college or university with major coursework in computer science, management information systems, or a related field. Experience: * Three (3) years of experience providing technical support to desktop computer hardware and software systems. Licenses and Certifications: * Possession of a valid California Driver's License, to be maintained throughout employment. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. May work and/or be on call during non-traditional hours including nights, weekends, and holidays. Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
