When the Illinois Territory applied for statehood in 1817 the original boundary as proposed in the Northwest Ordinance ended at the southernmost point of Lake Michigan.
The city started as a french trading post and as the Potawatomie Indian settlement known as "Little Fort". Records dating back to 1829 tell of a treaty signed by the Potawatomie Indians in which they ceded all of their land in this area to the federal government.
It was at this spot in 1835 that Thomas Jenkins settled, soon to be followed by other enterprising, industrious New Englanders who recognized the importance of access to Lake Michigan to transport goods in and out of the area.
The first white settler arrived here in 1835.

One of the Genesee Theater’s most famous performances came in 1939 when Benny held the world premiere of his movie “Man About Town.” Rohrer said Benny never forgot where he came from and became Waukegan’s biggest advertisement as he mentioned his hometown repeatedly on his radio and TV shows.
In December of 2001, Waukegan's Historic Preservation ordinance created a commission that is charged with surveying the city and recommending areas or structures for local landmark designation.
Before Bradbury died in 2012, the community created a Bradbury Walk, guiding guests along a walking tour through the city that stops at sites important to the artist’s life and writings.

Taking such issues from the academic to the fun, in 2018 the Waukegan Historical Society celebrated its 50th birthday by asking residents to vote on “Waukegan’s Top 50 History Events.”
