IS FOR THE WASTEWATER/DRAINAGE DIVISION Positions assigned to this classification are responsible for independently performing skilled work in the operation of the City's combined wastewater control system, primary wastewater treatment plants and pumping stations, and to assist in monitoring and directing the pumping of storm water and wastewater during rain events. Computerized Maintenance Monitoring System (CMMS) work is an essential part of this position, in addition to writing and completing work orders, PM's on oil changes, annual wet well cleaning, and vactoring of pumping stations. Additionally, this position is responsible for operating equipment, such as engine-driven pumps, generators, compressors, hoists, forklifts, cranes, and other heavy equipment as necessary. At times, the employee will be working in confined spaces, on temporary scaffolding, and on high structures.

To perform skilled work in the operation of the City's drinking water treatment plants, wells, reservoirs and distribution system; combined wastewater control system, primary wastewater treatment plants and pumping stations; and to assist in monitoring and directing the pumping of storm water, wastewater, and potable water.
DISTINGUISHING CHARACTERISTICS
The Plant Operator is the journey-level classification in the Plant Operator series. Positions assigned to this class are expected to independently perform the full range of drinking water treatment and wastewater plant operations and monitoring duties on an assigned shift. This class is distinguished from the next higher class of Senior Plant Operator in that the latter is the responsible shift lead operator. The next lower class of Junior Plant Operator is the entry-level class in the series assigned routine maintenance duties and plant equipment
operational duties.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a Superintendent and/or the Supervising Plant Operator. Technical or functional supervision and lead direction is provided by a Senior Plant Operator. Assignments may require technical direction of lower-level plant personnel.EXAMPLES OF DUTIES
Depending upon assignment, duties may include, but are not limited to, the following:
* Perform and interpret standardized water quality tests such as chlorine residual, pH, turbidity, alkalinity, total suspended solids, settleable solids, chlorine residual, pH, dissolved oxygen and jar tests, and calculate and make dosage and related chemical feed equipment adjustments based upon the results from such tests.
* Operate and monitor the combined wastewater control system, potable and nonpotable water facilities, and outlying pumping stations on an assigned shift.
* Monitor water quality during treatment process through visual inspection and the Supervisory Control and Data Acquisition (SCADA) system and adjust influent flows, chemical dosages and filtration rates based on observations.
* Inspect and operate plant equipment and intake facilities including computer controls, telemetry systems, microprocessors, flow control devices, power-driven machinery, and chemical feed equipment.
* Adjust pump speeds and/or activate or deactivate pumps as necessary to regulate flows.
* Monitor and adjust water pressures in the City-wide water distribution system and operate finished water reservoirs and water treatment plant influents and effluents to maintain adequate water supplies.
* Monitor and inspect plant equipment and respond to treatment process and equipment alarms.
* Assist in performing various filter tests as part of the filter surveillance program.
* Perform efficiency tests on pumps, compressors, and related equipment.
* On a rotating basis, act as a trouble-call operator and assist a Supervising Plant Operator and/or Senior Plant Operator in monitoring and interpreting telemetry board, dispatching an assigned crew to inspect designated installations, and to take corrective action on problems identified including hazardous or toxic material spills that affect water supplies.
* Monitor the status of flows and equipment, using technical information such as force main pressure, wet well elevation, wastewater elevation in the flow control structure, electrical system voltages, and computer system outputs.
* Maintain control and water treatment system logs and records.
* Use SCADA and computerized maintenance management systems.
* Assist in performing efficiency tests on pumps, compressors, and related equipment.
* Troubleshoot and correct a variety of electrical and mechanical problems or potential problems involving pumping and measuring equipment and recalibrate equipment as required.
* Perform preventive maintenance duties, including painting equipment, cleaning of trash screens, filters, and custodial and grounds maintenance.
* Operate equipment, such as engine-driven pumps, generators, compressors, hoists, forklifts, cranes, and other heavy equipment as necessary.
* Work in confined spaces, on temporary scaffolding, and on high structures; using breathing apparatus and/or Level I Hazmat suits.
* Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.Knowledge of:

Experience:
One year of progressively responsible experience in the operation of a drinking water treatment plant or wastewater facility.

SPECIAL QUALIFICATIONS
Driver License:

Certificate:
Assignments to surface water treatment require a T-2 Water Treatment Operator Certificate from the California Department of Health Services. Assignments to groundwater operations require a T-2 certificate. For assignments to the combined wastewater control system, a T-2 certificate is desirable.

Respiratory Protective Equipment:

THE POSITION
NON-CAREER PART-TIME/SEASONAL
The Department of Youth, Parks, & Community Enrichment (YPCE) Youth Workforce Development Unit is hiring one part-time Recreation Aide to join the team implementing the North Natomas Workforce Development program. This program provides young people, 13-18 years of age, with an opportunity to engage in a variety of programming opportunities focusing on workforce readiness and personal growth. Daily sessions provide access to, and exploration of various tools and skills utilized in the workforce environment. These life skills can be integrated into navigating personal day-to-day challenges experienced by youth. This position will be responsible for facilitating in-person sessions including hands-on activities grounded in Youth Development principles where participants engage in critical thinking and discussions with peers and adult careholders. Sessions also include guest speakers touching upon topics such as financial literacy, interpersonal communication, leadership styles, and professionalism.
The Recreation Aide works approximately 15 hours per week Monday through Friday with occasional Saturdays. This program operates during out of school hours where staff must be available late afternoon and early evening.
On a seasonal and/or part-time basis, lead and/or monitor a variety of recreation and community engagement activities at a facility or for a special event.

The Process Control Systems Specialist position within the Department of Utilities (DOU) is responsible for understanding process control programming including but not limited to Schneider PLCs in both EcoStruxure Control Expert (DFB and Structured Text), Proworx32 (984LL), and HMI software VTScada with scripting, widget creation, and creating, assigning, and scaling tags with these associated widgets. This position also performs network switch capability using Command Line and Web Interface. IDEAL CANDIDATE STATEMENT The ideal candidate will have a strong background working with industrial control network communications, process control systems, and databases used for automating and monitoring industrial equipment. The ideal candidate will have experience securing critical infrastructure assets within an operational technology environment and understand how to limit risk from cyber security perspective. Under immediate supervision, the Animal Control Officer I learns to coordinate and perform a variety of animal control and compliance functions, including patrolling assigned areas; monitoring and enforcing animal control regulations; responding to animal control inquiries and complaints from the public; issuing citations and warnings; and performing all animal related public safety and health duties.
DISTINGUISHING CHARACTERISTICS
This is an entry and training level classification in the Animal Control Officer series. Incumbents are expected to perform a limited scope of duties and responsibilities under immediate or close supervision while learning the more complex tasks in the enforcement of laws and ordinances related to animal control and compliance. At the discretion of the appointing authority, positions in this classification may be flexibly-staffed to the next higher level of Animal Control Officer II classification. Appointment to the II level requires that the employee performs the full range of duties of the class and meets the qualification standards for the class.
SUPERVISION RECEIVED AND EXERCISED
This classification may receive lead direction and training from the Animal Control Officer II. This classification is directly supervised by a Senior Animal Control Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Depending upon assignment, duties may include, but are not limited to, the following:
* Learn to investigate reports of animal cruelty, nuisances, and potentially dangerous animals; learn to communicate with and advise owners of loose animals.
* Learn to patrol City streets, neighborhoods, and/or other designated areas in order to monitor, remove, transport, and locate stray, vicious, trapped, injured, and/or dead animals.
* Learn to rescue and impound stray animals; Learn to use remote chemical immobilization equipment; Learn to vaccinate, photograph, and process impounded animals prior to kenneling; Learn to transport injured animals to veterinary hospitals for treatment.
* Learn to assist law enforcement personnel and other agencies by taking animals into custody due to death, emergencies, arrests, and/or police investigations. May be required to forcibly enter a residence to obtain an animal.
* Learn to enforce City and State laws, regulations, and ordinances related to animal control.

DEFINITION
To supervise the pool, water, decks, and ancillary areas of an aquatic facility; ensure safety through accident prevention, first aid, and rescue techniques; enforce rules and regulations, prevent accidents, and render and effect swimming rescues; instruct and supervise aquatic classes and activities.
SUPERVISION RECEIVED AND EXERCISED
Direct supervision is provided by a Pool Manager. This position does not supervise.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed.
* Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
* Rescue and resuscitate drowning persons.
* Rescue and aid persons affected by life threatening injuries.
* Enforce facility rules, regulations, and procedures; take appropriate action to prevent dangerous situations and accidents.
* Render care in the latest American Red Cross techniques in water safety, lifeguarding, first aid, and cardiopulmonary resuscitation (C.P.R.) to persons in need of assistance.
* Direct and instruct water oriented classes such as swim lessons, swim team, junior guard, and water aerobics. Write lesson plans and assist in the planning, promoting, and organizing of programs.
