To perform a variety of record keeping, general clerical, transaction processing, and public contact and customer service work over the telephone and at a public counter; and direct information requests according to established standards and procedures.
This is the journey-level class in the Customer Service series. The Customer Service Representative class is distinguished from the Customer Service Assistant in that the latter is the entry-level class in the Customer Service series where incumbents would lack a complete knowledge of unit procedures and standards, and not yet able to perform the full range of duties without immediate supervision. This class is distinguished from the Customer Service Specialist in that the latter is the advanced journey level class in the series and is considered the technical expert of the series. Positions in this class are flexibly staffed, and are usually filled by advancement from the lower-level class of Customer Service Assistant. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class.
Immediate supervision is provided by a Customer Service Supervisor or higher-level staff. Lead direction may be provided by higher-level staff. The Customer Service Representative may provide lead direction to lower-level staff.- Perform a variety of duties, including typing, proofreading, billing, checking, filing, record keeping, sorting and retrieving documents and records, mail/correspondence, maintaining alphabetical, index, and cross-reference files; folds, staples stuffs and binds a variety of materials for bulk mailings; maintain general mailing lists, registration and other information.
* Represent the City and the department to the public, callers, and visitors in a professional and effective manner over the telephone and at a public counter; take and respond to a high volume of phone calls; follow general customer service policy and procedure; may act as receptionist; provide information on department and division policies and procedures.
* Receive and respond to customer inquiries; screen calls, take messages and complaints, refer customers to appropriate persons regarding services and accounts, and department business lines, including fees, licenses, permits and billing information; provide follow-up on inquiries from the public or staff; and refer or assist in the resolution of problems.
* Utilize various systems to locate information, retrieve, research and review; find out the status of accounts and conditions; create or make adjustments to service requests.
* Create or make adjustments on property/parcels; research and verify correct lot splits, lot mergers, and lot line adjustments; update accounts to provide accurate billing information; update systems and run reports of various computer systems; research and establish correct ownership, change ownership information and deed date; generate inspections; process service records and repair orders received from field crews.
* Operate 2-way radio or other telecommunication device; perform non-safety radio dispatch in order to dispatch field staff, equipment or vehicles to locations as needed; prioritize calls; and obtain and record information and keep radio contact with field personnel.
* Receive payments, make change, issue receipts and print-out account statements for permits, licenses, citation transactions, taxes and service accounts; issue, receive, type and process various applications, license, permits and other forms; input debit applications and cancellation information to customer accounts; issue refunds, notices and other related documents and information within established procedures; and update service accounts, permit, license and citation information systems.
* Receive, open and process mail containing fees for various City services, including licenses, permits, citation payments, and utility payments; process outgoing correspondence and credit card payments.
* Gather information from customers and complete appropriate property/parcel forms necessary to establish and stop services; adjust and reconcile records and billing as necessary to reflect changes in service; verify accuracy, waive penalties, and may perform collection efforts on delinquent accounts for City services, fees, licenses, permits and taxes.
* Operate standard office equipment such as telephone, calculator, typewriter, teletypewriter (TTY)/ telecommunications device for the deaf (TTD), personal computer, facsimile machine, microfiche and microfilm readers, remittance processors, money counting machines, electronic cash registers, adding machine, and other office equipment.

DISTINGUISHING CHARACTERISTICS
The Senior Plant Operator is the responsible shift lead operator level classification in the Plant Operator series. Positions assigned to this class are expected to independently perform the full range of plant operation and monitoring duties on an assigned shift. This class is distinguished from the next higher class of Supervising Plant Operator in that the latter is assigned full responsibility for drinking water or wastewater operations, including the direct supervision, technical and functional oversight, direction and coordination of all shifts on a 24-hour basis. This class is distinguished from the next lower class of Plant Operator in that the latter are journey-level positions not responsible for being the responsible shift lead operator.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a Superintendent and/or the Supervising Plant Operator. Responsibilities require the technical and functional supervision and lead direction of lower-level plant personnel.EXAMPLES OF DUTIES
Depending upon assignment, duties may include, but are not limited to, the following:
* Lead and participate in the operation, monitoring, and control of the City's combined wastewater control system, conventional surface water treatment plants, and outlying pumping stations on an assigned shift.
* Participate in and direct the operation of plant equipment including chemical feed, computer, and telemetry systems, microprocessors, pumps, flow control gates, and plant communications systems.
* Plan the operation of the City's entire potable water treatment and distribution system for an assigned shift including anticipating water demand, hour by hour, and adjusting plant influents, effluents and reservoir filling and drawing to maintain pressure in the distribution system within given parameters.
* Plan and schedule water treatment plant activities such as filter backwashes, sludge pumping, filter washwater recycling and other related activities.
* Monitor water quality during treatment process through visual inspection and the Supervisory Control and Data Acquisition (SCADA) system and adjust influent flows, chemical dosages and filtration rates based on observations; take corrective action on problems identified including hazardous or toxic material spills that affect water supplies.
* Coordinate and maintain wastewater pumping operations in conjunction with the Sacramento Regional Wastewater Treatment Plant.
* Monitor and inspect plant equipment and respond to treatment process and equipment alarms.
* Monitor the condition and functional capabilities of automated and manual plant equipment and machinery; direct and perform minor preventive maintenance and recommend maintenance, repair, and replacement of plant equipment as necessary.
* Assess and gauge flow rates during inclement weather and determine when to direct storm water and personnel to various storage and disposal locations; determine timing and degree to which operations should be activated and deactivated.
* Perform and interpret standardized water quality tests such as chlorine residual, pH, turbidity, alkalinity, total suspended solids, settleable solids, chlorine residual, pH, dissolved oxygen and jar tests, and calculate and make dosage and related chemical feed equipment adjustments based upon the results from such tests.
* Perform efficiency tests on pumps, compressors, and related equipment.
* Monitor the status of plant pumping and equipment, using technical information such as main pressure, system pressure, wet well elevation, water elevations, electrical system voltages, pump motor voltages, and computer system outputs.
* Direct and coordinate trash screen cleaning, filters, and related work involving the upkeep of plant facilities.
* Maintain and update plant operation logs and records.
* Use Supervisory Control and Data Acquisition (SCADA) and computerized maintenance management systems.
* Maintain and replenish materials and supplies necessary for plant operation.
* Operate equipment such as engine driven pumps, generators, compressors, hoists, forklifts, cranes and other heavy equipment.
* Schedule and coordinate the work of assigned plant operation personnel.
* Train and assist less experienced personnel in plant operations; ensure that proper safety practices are followed.

The YLOT program provides youth 10-12 years old an opportunity to engage in activities that explore various elements of leadership that can be integrated into navigating personal day-to-day challenges they may experience. The JRA program provides youth 16-18 years old the opportunity to learn and practice the skills needed to obtain employment as a City of Sacramento YPCE Recreation Aide. CLASS CHARACTERISTICS
This is a management classification responsible for planning, organizing, and managing the staff, operations, and activities of the Water Division. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include division budget administration, program evaluation, and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to the modification, maintenance, repair, and operation of the City's water infrastructure including water distribution, water production, and water storage activities. THE POSITION
The Department of Youth, Parks, & Community Enrichment are hiring two Program Supervisors to support various core service programming within the Civic Engagement and Youth Workforce Development Units. These positions are vital to the execution of high-quality programs for young people 10-24 years of age throughout the communities in the Sacramento city limits. Program Supervisors work 40 hours per week Monday through Friday with occasional weekends. These programs are geared for out of school hours where staff must be available late afternoon and early evenings during the week.
* The Civic Engagement Program Supervisor is responsible for supporting operations that empower Sacramento youth citywide with knowledge, resources, and opportunities to advocate and engage within their communities. The Summer @ City Hall (S@CH) and Semester @ City Hall along with the legislative body of the Sacramento Youth Commission are the three components of the unit.
* The Youth Workforce Development Program Supervisor is responsible for supporting operations aiming to empower young people with skills, resources, and support for employment. Programs offer safe environments for skill development with adult careholders providing coaching and mentoring. Development focuses on the Youth Development principles of safety, relationship building, youth participation, community involvement, and skill building. Early adult outcomes include education, economic independence, health relationships, and community contributions.

The facility has 475 slips, 13 docks, a fueling station with store, and a public launch ramp. The Marina Aide position is a part-time, non career position. Hours can vary from 8 to 24 hours a week, depending on the season and needs of the operation. DISTINGUISHING CHARACTERISTICS
This is an entry and training level classification in the Animal Control Officer series. Incumbents are expected to perform a limited scope of duties and responsibilities under immediate or close supervision while learning the more complex tasks in the enforcement of laws and ordinances related to animal control and compliance. At the discretion of the appointing authority, positions in this classification may be flexibly-staffed to the next higher level of Animal Control Officer II classification. SUPERVISION RECEIVED AND EXERCISED
This classification may receive lead direction and training from the Animal Control Officer II. This classification is directly supervised by a Senior Animal Control Officer.

* Learn to investigate reports of animal cruelty, nuisances, and potentially dangerous animals; learn to communicate with and advise owners of loose animals.

Under supervision, carries out programs for both indoor and outdoor activities for persons with physical, intellectual, and developmental disabilities. Works directly with participants to encourage enthusiasm and create positive experiences.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed:
* Assists in leading, teaching and conducting recreation activities, such as arts and crafts, various games and sports, social recreation, nature activities, camping, community singing and informal music activities.
* Assists in organizing socials, tournaments, dances, festivals, camping trips, field trips, and special events.
* Assists in the preparation of programs, announcements, bulletins and related materials needed to promote program activities.
* Assists participants with feeding, bathroom needs, lifting, and other services, as needed.
QUALIFICATIONS
Knowledge of:
* Basic first aid practices.
Ability to:
* Speak and write effectively.
* Establish and maintain effective relationships with the public and other employees.
Skills in:
* Demonstrating patience, energy, and enthusiasm.

Physical Demands and Work Environment:

Working Conditions:
Some assignments may require 12-hour shifts, evenings, and weekends; some may require overnight responsibilities at residential camps.
Physical Requirements:
Frequently bend, walk, kneel, stoop, reach and lift; ability to individually lift and carry equipment weighing up to 50, and up to 100 pounds with assistance; ability to assist with transferring clients with disabilities from assistive devices; possess near and far acuity and depth perception with or without correction; ability to sit for long periods of time; occasional exposure with human biological hazards.
Environmental Conditions:
Work may take place either indoors or outdoors.

Training:
This position is designated as a Mandatory Reporter; completion of Mandatory Reporter training is required within two weeks of employment.
