This is technically skilled work in the operation and maintenance of two Class A Water Treatment Facilities requiring independent working abilities on an assigned shift. It is a mandatory requirement of this position to work rotating 12-hour shifts; including nights, weekends, and holidays and at times required to be on call. The operator must demonstrate flexibility and be willing to accommodate changes in the work schedule as required, to provide vacation and general leave coverage for coworkers. The Plant Operator will receive training and instruction to learn the essential functions of a Plant Operator I-V. This is a safety sensitive position.

Starting position and pay for 2026 Plant Operators is also dependent on the applicant's current State of Colorado Water Plant Operator's Certificate, as follows:
* Class D License: Plant Operator I ($60,299 - $77,189)
* Class C License: Plant Operator II ($64,854 - $82,971)
* Class B License: Plant Operator III ($69,701 - $89,190)
* Class A License: Plant Operator IV ($74,942 - $95,30)

Essential Job Functions, Duties, Responsibilities, and Tasks
1. Operate and maintain two water treatment facilities, a dual-media direct filtration facility and a micro-membrane filtration facility
2. Determine appropriate facility treatment rates in relation to water consumption
3. Monitor and evaluate process water quality readings via SCADA interface programs and perform water quality analyses as needed using a variety of lab equipment for the assessment of process performance
4. Make necessary process adjustments to control the finished water quality of both treatment facilities
5. Interpret data and make corrections or additions in plant operations to maintain standards set by the U.S. Environmental Protection Agency, the Colorado Department of Public Health and Environment (CDPHE) and the City of Westminster
6. Responsible for the installation, calibration, on-going maintenance, record keeping and operation of up to 100 different benchtop and on-line water quality monitoring instruments including the attendant sampling systems which include:
* sample pumps
* pipelines
* valving configurations and varying types of pH meters
* turbidimeters
* chlorine analyzers
* ORP meters
* spectrophotometers
7. An extremely high level of professionalism is required; system performance must be able to withstand the most intense scrutiny of periodic inspection by the CDPHE inspecting engineers during sanitary surveys
8. Maintains regular and punctual attendance
Other Duties and Responsibilities
1. Monitor the City radio system, including after normal working hours and dispatch repair crews
2. Receive external customer service phone calls regarding water service, breaks and sewer backups and dispatch appropriate field personnel, as needed
3. Maintain and/or complete proper reports, i.e., log books, operations reports and lab analysis
4. Monitor surveillance cameras utilized for facility security and process monitoring
5. Utilize required personal protective equipment and safety apparatus
6. Maintain inventories of all plant treatment chemicals
7. Maintain plant and work area cleanliness
8. Perform a variety of tasks related to water treatment plant operation and maintenance including but not limited to; filter maintenance, membrane CIP, chemical feed system maintenance, flushing of plant residuals, general equipment and building maintenance
9. Perform/assist in small construction/installation projects related to chemical feed systems and water quality instruments
Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City's discretion.
Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:
* Graduation from high school or completion of GED
* Class D Colorado Water Plant Operator's certification or higher, with the ability to eventually advance to a Class A certification
* Basic computer skills and familiarity with Microsoft software packages
* Must report to work for scheduled shift, on time, including during inclement weather
* Safety sensitive positions are subject to random drug and alcohol testing
Preferred:
* Class C, B, or A Colorado Water Plant Operator's certificate
* Two (2) years of experience in water plant operation or related field
* Associate's degree or higher in water/wastewater treatment, or related sciences
* Experience as a tradesperson (electrician, plumber, etc.)
* Knowledge of CPR/first aid
* Possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record while employed by the City
Incumbent will progress from Plant Operator I-IV upon the receipt of proper Colorado Water Plant Operator's certification as follows:
* Class D: Plant Operator I
* Class C: Plant Operator II
* Class B: Plant Operator III
* Class A: Plant Operator IV
Incumbent will progress to Plant Operator V when the following requirements are met:
* Current Operator IV job classification in good standing, including A water treatment license in the state of Colorado
* Minimum one (1) year of continuous employment as a Class A water treatment operator with the City of Westminster
* Cross certificate in a related discipline, as deemed appropriate and approved by the Utilities Division Manager Special projects requiring advanced water treatment knowledge/experience:
* Pilot plants (if applicable)
* Willingness and ability to train new operations staff, using the operations training manual
* May be asked to register as a backup operator in responsible charge (ORC) with the CDPHE
Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered. (No certification will result in a Trainee status)
Physical Requirements
This position is physical in nature and requires sufficient physical stamina and strength to:
* Constantly sit, stand, and walk through a multilevel water/wastewater treatment facility
* Occasionally squat, bend, and kneel to perform inspections and repairs; occasionally crawl through confined spaces, climb ladders up to twenty-four (24) feet and balance at various heights; occasionally reach overhead and below shoulder to perform inspections and repairs; frequent twisting to operate valves and move equipment
* Frequent light/firm grasp, fine manipulation and handling to perform daily office tasks and equipment repair and maintenance
* Frequent step up/down and actuate mechanism to safely enter, exit, and operate vehicles and equipment
* Normal near and far acuity and hearing are needed to identify potential mechanical problems and hazards
* Constantly lift and carry twenty (20) pounds 200 yards to move supplies and equipment to work area; occasionally lift and carry up to 100 pounds up to ten (10) feet to move chemical bags and other supplies to work area; occasionally push/pull up to 120 pounds with the use of a dolly or pallet jacks to store chemicals and heavier equipment
WORKING CONDITIONS
Work is constantly performed indoors and outdoors with occasional exposure to extreme temperatures during a mandatory twelve-hour shift. While performing the duties of this job, the employee works near moving mechanical parts and high-speed rotating equipment; work can be performed in high and precarious places with exposure to wet or humid conditions, fumes or airborne particles.
Required Materials and Equipment
Will operate light equipment and machinery used in water treatment operations, such as: pallet jacks, fork-lifts, a variety of water pumps, water quality instruments, related lab equipment, chemical pumps, large volumes of highly caustic/acidic chemicals, high voltage electrical switches and general hand and power tools used in water facility maintenance. Personal computers and keyboards, telephones, and other basic office equipment.

Utilities Specialist I/II (Construction Meter Program)

The City maintains a safe drinking water system comprised of approximately 550 miles of pipe including many appurtenances such as valves, hydrants, and meters. All employees in the Utilities Operations Division function under the direction of the Operator in Responsible Charge (ORC) and supports all functions in all regulated Operating Plans in Utilities. The Utilities Specialist I/II - is a skilled position in Utility Systems Field Operations and repair, which primarily involves responsibility for the safe and efficient operation of the City of Westminster's utilities systems. The incumbent's core responsibility in the Construction Meter Program is the proper management of the program assuring all water used for construction is metered and the proper cross connection control is in place protecting the City's safe drinking water system. This individual will also assure compliance with City Code, City Service Rules, and state regulations under direction of the Utilities Specialist III on the Meter team. This position requires high public contact in all types of situations.
Operating hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m. It is a mandatory requirement of this position to work overtime, take weekend duty and be on call for emergency work such as water breaks, sewer backups and snow removal. Applicants must be able to respond to the City of Westminster Municipal Service Center within 30 to 45 minutes when on call, including in inclement weather. This is a safety sensitive position subject to federally mandated random drug and alcohol testing.

* Must possess ABPA, AWWA or ASSE Backflow Prevention Assembly Tester Certificate within one (1) year of employment
* Three (3) years of experience in the installation, maintenance, and repair of water and sewer lines and/or systems
* Must currently hold a class 1 Water Distribution State Certificate and continuously be testing to obtain a class 2 State certification within 12 months of hire (or eligible for reciprocity)
* Incumbent can progress from Utilities Specialist I to Utilities Specialist II at the request of their immediate supervisor and only upon the receipt of a State of Colorado Class 3 Distribution State Certification, and General Backflow Tester Certification
* Valid Driver License and maintenance of a safe driving record for continued employment
* Must be able to obtain and maintain a Class A Commercial Driver License with tanker and air brake endorsement within 90 days of employment
* Must be able to pass a Department of Transportation (DOT) physical upon hire and every two (2) years of continued employment
Preferred:
* Class IV Water Distribution Certification
* Previous experience in backflow prevention

WORKING CONDITIONS
Work is performed indoors and outdoors with occasional exposure to extreme temperatures. Work is performed year-round with exposure to high voltage in moisture areas. Exposure to confined spaces, chemicals, fumes, methane gas with limited ventilation, and human and medical waste products also exist.
Required Materials and Equipment
May operate light to heavy equipment and machinery used in utilities operations, such as backhoe, high pressure sewer cleaners, sewer television van, forklifts, loaders, tandem axle dump trucks with a plow, crane truck, and other similar equipment. May also operate electrical test equipment, diesel-powered electrical generators, basic hand and shop tools, saws, welders, cherry pickers or overhead cranes, forklifts, boom trucks, dump trucks, shovels, and two-way radios. Operation of personal computers, telephones, adding machines, and other basic office equipment is also required.

Head Lifeguard (Hourly) - City Park Recreation Center

The Head Lifeguard position is a leadership role on the lifeguard team that ensures the safety of guests, lifeguards, rule enforcement, and pool safety standards. This position also trains and mentors the lifeguards. The Head Lifeguard is responsible for taking initiative in in-service trainings, lifeguard certifications, and day-to-day pool operations. This is a safety-sensitive position that allows for growth opportunities, promotion within, and demands a safety-conscious mindset in a fast-paced aquatics environment.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. Job Specific - Every employee in this position must be able to:
* Demonstrate preventative lifeguarding and current lifeguard techniques, standards, and procedures related to rescue of drowning swimmers or any user in a distressful situation in or around the swimming pool
* Act quickly and calmly in emergency situations, making proper judgments as to the correct course of action
* Rescue swimmers in danger of drowning, regardless of situation and even if possible drowning victim resists rescue efforts
* Demonstrate ability to perform first aid, CPR, and AED procedures common in swimming pool operations and within certification standards
* Enforce pool safety rules firmly and courteously with the public in a professional manner
* Assist hourly lifeguards with enforcing or communicating rules to the public
* Use cleaning agents, brushes, and scrub pads on pool surfaces and aquatics equipment and assist supervisor team in training for safe use of such products
* Instruct swimming classes of various age groups and ability levels
* Use computers for e-mail communication through Outlook and for timesheet entry
* Work courteously with the public and support the city guest/host philosophy and SPIRIT values
* Pass the City of Westminster's swim and lifeguard skills test
Essential Job Functions, Duties, Responsibilities, and Tasks
1. Reliability - Maintain reliability as a head lifeguard and member of the aquatic's leadership team
* Maintain regular and punctual attendance
* Communicate effectively with City staff and guests
* Support and model quality internal and external guest service
2. Professionalism - Exhibit professionalism in conduct and image
* Maintain clean and organized office spaced
* Maintain office etiquette in a shared space
* Maintain professionalism and confidentiality
* Lead cleaning operations in and around the natatorium
3. Deck Management - Maintain safety in and around the pool area
* Monitor activities in swimming pool areas and takes action to prevent drowning, injuries, or accidents
* Demonstrate leadership, take initiative, and make recommendations for safe lifeguard ratios and rotations
* Oversees deck operations when aquatic supervisors are not present
4. Emergency Response - Take the lead role in emergencies in or around the pools
* Maintain cognizance and initiate the Emergency Action Plan as necessary
* Assist in completing incident, accident, and save reports
5. Task Completion - Lead and accomplish daily maintenance, janitorial, and aquatic-related tasks.
* Monitor and ensure completion of opening and closing duties
* Test water quality and make necessary adjustments to comply with established health standards
* Take initiative to perform cleaning duties including but not limited to the pool, deck, and mechanical rooms
* Communicate issues to the aquatic's management team
* Utilize assigned software and city-designated software platforms to communicate, document, and complete assignments
* Assist and participate in staff motivation to complete daily tasks
* Maintain records for water quality/balance and mechanical issues
6. Teaching - Lead aquatic programming and training, including staff in-services, certifications, and swim lessons
* Conduct classes in swimming for various age groups and levels of ability
* Assist with leading monthly in-service trainings and lead lifeguard meetings as scheduled Assist in teaching lifeguard certification classes
* Assist, act as a leader, and set example to other lifeguards on proper class instruction and lifeguard skills
* Participate in and contribute to teambuilding activities
7. Maintains regular and punctual attendance
Other Duties and Responsibilities
Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City's discretion.Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:
* High school diploma or GED
* Must be at least 18 years of age
* One (1) full year of experience as a lifeguard at a year-round public pool or two (2) summer seasons at a seasonal pool
* CPR/AED for Lifeguards certification, Basic First Aid certification, and Lifeguard Training certification
* Ability to obtain StarGuard Lifeguard Instructor Certification within one year - training provided by the City
* Ability to obtain Water Safety Instructor (WSI) Certification within one year - training provided by the City
Preferred:
* Two (2) full years of experience as a lifeguard at a year-round public pool
* StarGuard Lifeguard Certification
* Certified water safety instructor (WSI) or the equivalent
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements
Work performed is physical in nature and involves sufficient physical strength and stamina:
* Constant sitting, standing, and walking throughout pool area to observe patrons' adherence to facility rules, and inspect for safety hazards
* Constant near and far visual acuity to observe pools for possible troubled swimmers and safety hazards; constant audial acuity to be aware of troubled individual that may be out of line of sight
* Frequent crouching/squatting, kneeling, and bending/twisting to perform pool maintenance and rescue duties; frequent climbing and balancing to ascent and descend elevated lifeguard stands
* Frequent light grasps to hold rescue tubes throughout shift and safely use maintenance items; occasional firm grasp and fine motor skills to perform water testing, first aid, and other emergency functions
* Occasional reaching overheard to pull up to lifeguard stands; frequent reaching below shoulder to perform pool maintenance and emergency functions
* Occasional lifting of ten (10) pounds from floor to overhead to move equipment and supplies; occasional lifting of up to 75 pounds from floor to chest to assist in moving furniture, equipment, and patrons on backboards
* Occasionally carry 75 pounds up to 50 feet and 50 pounds up to 100 feet to perform emergency rescues; occasionally push/pull 75 pounds to remove individuals from pool area in an emergency situation, and set up bleachers for events and lane ropes for lap swim
WORKING CONDITIONS
Work is constantly performed in a high-volume indoor pool setting with constant exposure to loud noise and wet/humid conditions. Work includes periods of high activity and stress during emergency situations. Sufficient physical strength, stamina, and conditioning are needed to rescue swimmers in danger of drowning who may resist rescue.
Required Materials and Equipment
Knowledge of lifeguard equipment to include but not limited to rescue tubes, backboards, bag valve masks, AED, whistles, chemical testing kits, basic pool chemicals, telephones, two-way radios, and megaphones. Uses cleaning chemicals and cleaning equipment such as pool vacuum, hose, pressure washer, and scrubbers. Operates personal computers and other standard office equipment.
PRE-EMPLOYMENT REQUIREMENTS
* Background checks will include employment references and criminal history
* Drug screen and physical
* Must be legally entitled to work in the United States
* Must be able to provide proof that all required certifications are current by the first day of employment
* Must be able to pass the City of Westminster's swim and lifeguard skills test, and demonstrate CPR, rescue breathing skills, and the use of an AED
