Refuse Collector - Sanitation Department The City of Wilmington is seeking a full-time Refuse Collector for the Sanitation Department. Under immediate supervision, the Refuse Collector collects and disposes of both waste and recycling generated by the City's household and commercial users. REQUIRED QUALIFICATIONS:

ESSENTIAL FUNCTIONS OF THE POSITION:
Dismounts garbage trucks to collect garbage and remount trucks to ride to the next collection point; manually picks up trash receptacles, furniture and other items placed at curbside and loads into truck bodies; operates equipment that compresses collected refuse; operates automated or semi-automated hoisting devices that raise refuse bins and dump contents into openings in truck bodies; cleans trucks or compactor bodies after routes have been completed; dumps refuse and/or recyclable materials at disposal sites; participates in leaf collection.
Sorts items set out for recycling and throws materials into designated truck compartments; makes special pickups of recyclable materials, such as food scraps, used oil, discarded computers, or other electronic items.
Communicates with dispatchers concerning delays, unsafe sites, accidents, equipment breakdowns, or other maintenance problems.
Tags garbage or recycling containers to inform customers of problems, such as excess garbage or inclusion of items that are not permitted.
May drive trucks, following established routes, through residential streets or alleys or through business or industrial areas.
Maintains the appearance of the landfill; picks up litter; assists in housekeeping landfill shop; hauls dirt to fill landfill when needed.
Cleans and performs preventative maintenance on vehicles and equipment.
The starting base salary will be consistent with the City's approved pay plan; this position's starting salary is $17.31 per hour. POSITION PURPOSE
As a key member of the City's executive team, the Director of Human Resources shapes and leads a progressive, people-focused HR strategy that advances the City's mission and values. Responsible for an organization of 1,800 employees, the Director fosters a high-performing, inclusive workplace through innovative approaches to talent acquisition, workforce development, employee engagement, labor relations, and total rewards.
STRATEGIC AND OPERATIONAL INITIATIVES
Partnering closely with the City Manager's Office, department heads, and labor organizations, the Director leads the development of an HR strategy that advances the City's strategic priorities by emphasizing innovation, service excellence, and organizational effectiveness. The Director serves as a trusted advisor to executive leadership on workforce planning, organizational design, leadership development, and change management, while also championing diversity, equity, and inclusion by ensuring HR policies and programs reflect the City's commitment to fairness and access for all.
The role drives modernization of HR systems, leveraging technology to improve service delivery and enhance data-driven decision-making. Through the ongoing analysis of workforce trends, metrics, and employee input, the Director drives continuous improvement and supports organizational health. The Director ensures employees have access to effective career and management development opportunities, actively promotes a workplace culture of engagement and well-being, and fosters collaboration, accountability, and equity across the organization so that all employees can thrive and grow.
The Human Resources Director reports to the Deputy City Manager and directs a staff including the Deputy Director of Human Resources and General Labor Counsel, Senior Human Resources Analysts, and the Executive Secretary.
KEY RESPONSIBILITIES
Serve as a change agent who guides the City through workforce transformation initiatives, including modernization of policies, systems, and culture
Build leadership capacity across departments through coaching, mentorship, and targeted development and recognition programs.
Develop and implement innovative recruitment and retention strategies to attract and retain top talent in a competitive labor market.
Partner with Finance and IT to ensure alignment of human capital strategy with financial and technical investments.
Lead the development of a robust succession planning framework for critical city positions.
Design competitive employee compensation plans that attract and retain quality employees and are affordable for the City.
Foster a City work environment that promotes employee productivity, open communication, customer satisfaction, and fair treatment for all employees.
Formulate strategy for union negotiations and preside over grievance processes.
EDUCATION/EXPERIENCE
A Bachelor's degree is required.
Preferred undergraduate majors include Public Administration, Business Administration, Human Resource Management, or related field.
Must possess a demonstrated proficiency in report writing and public presentation skills.
Must have significant management experience in a union environment.
A minimum of 8 years of progressive management experience in one of the following areas: public administration, human resource management, or a related field.
Post graduate degree can be substituted for one year of experience.

Examples of Duties:
The Associate Modeler supports the development, maintenance, and application of regional travel
demand and land use models through the practice of engineering, planning, and research. This highly
technical, detail-oriented position requires strong analytical thinking and problem-solving skills,
as well as the ability to interpret and communicate complex data clearly to both technical and
non-technical audiences.
Working independently or collaboratively under the guidance of senior staff, the Associate Modeler
prepares and manages model inputs, codes multimodal transportation networks, analyzes travel
behavior and system performance data, supports automation and scripting of modeling workflows, and
contributes to maps, charts, and reports that inform regional transportation planning efforts.
Core Transportation Modeling Tasks
* Develop, maintain, and apply regional Travel Demand Model (TDM) using CUBE software and other
relevant tools*
* Code and update the regional multimodal transportation network to reflect current, planned
and potential transportation infrastructure*

Typical Qualifications-Required Knowledge, Skills, and Abilities:
An Associate Modeler should possess a working knowledge of the principles, practices, and
techniques of urban or transportation modeling and planning. Ideally, the candidate has experience
with or an enthusiastic interest in using transportation modeling software and GIS.
Coding/scripting skills (Python, R) are a plus. Good candidates should enjoy detailed technical
work, critical thinking about transportation systems, and analytical problem solving. Good
communication (written and oral) abilities are essential and a strong knowledge of Microsoft
Office. Significant math, algebra, and statistical training are required, along with the ability to
produce graphs and charts to summarize data for reports. The ability to maintain a positive working
relationship with peers, the public, and outside agencies is necessary.
Acceptable Experience and Training:
Completion of a bachelor's degree in engineering, city & regional planning, or comparable subject
matter from an accredited college or university; two years' experience or an advanced degree in an
appropriate field of study is preferred.
Essential Functions:
Proficient use of Microsoft Office Suite and related tools to support communication, documentation,
and overall productivity.

Research previous Children's Services history, criminal history, court involvement and other applicable information for all individuals associated with Intake Report and/or case members. Conducts and engages in face-to-face interviews with all children in the household of assessment, parent(s)/caregiver(s), and alleged maltreater(s) to make continuous decisions regarding child safety. Assesses and ensures child safety at every contact, which frequently includes direct consultation with supervisor regarding safety decision making; Assessments shall include pertinent information collection from all parties regarding alleged maltreatment, surrounding circumstances, adult and child functioning, parenting practice, and discipline to ensure an accurate safety determination. Understands and determines parent/caregiver protective capacities. Conducts interviews in homes, schools, hospitals, and other community settings as required. When appropriate, seeks medical evaluation of children and completes referrals to law enforcement.
* Controls for child safety immediately when a child is determined unsafe by confirmation of Present or Impending Danger Safety Threats; Completes Safety Plan Analysis questions to determine least restrictive safety plan that is able to control for specific family circumstance and conditions; Confirms Safe Environment for all out of home safety plans and placements; Works with specialized staff to access appropriate placements and prepare children and families for placement; discusses and partners with family to develop case plan specific to increasing their protective capacities and decreasing active safety threats in home; completes necessary referrals; Maintains regular contact with supportive service providers to ensure coordination and effectiveness of services; ensures frequent and ongoing contact for parent/child parenting time; visits regularly with parent/caregivers and child(ren), including assessment of safety at every visit, per agency policies and required state standards; continues ongoing monitoring of case progression until the case is transferred or closed; completes necessary paperwork and SACWIS functions to transfer or close case as appropriate and deemed necessary for case progression.
* Completes necessary paperwork and documentation on a timely basis for case activities, which shall include but is not limited to: case reviews, safety assessments, case plans, placements, court reports, court complaints, SACWIS activity notes and placement changes. Responsible for demonstrating proficiency in mobile technology to aid in maintaining written documentation of assessment activities within required time frames including but not limited to: Safety and Family Assessments, Activity Logs, and Present Danger and Impending Danger Safety Plans. Responsible for other mandated paperwork as outlined by state regulations and agency policy. Reviews prior agency history completes background and criminal checks on parent(s) and alternative caretaker(s). Responsible for maintaining Children's Services File.
* Consults with Hamilton County Prosecutors Office, executes requests for legal actions, testifies to and demonstrates support of agency's position regarding case, and prepares for, attends, and participates in necessary court hearings. Attends conferences, reviews, supervision and training (these activities may include family conferences; transfer conferences; semi-annual reviews; individual and group supervision sessions; section and staff meetings, relevant training, etc.)
* Practices in a way which demonstrates awareness and understanding of cultural competency, socioeconomic differences, and respect for diversity in interactions and work with families; displays an awareness of the impact implicit bias has on outcomes for children and families.
* Participates in organizational improvement projects, strategic planning meetings, and practice advancement efforts as needed.

EDUCATION, LICENSURE AND CERTIFICATION REQUIREMENTS:
Bachelor's degree in human services-related field or bachelor's degree in any field and has two (2) years' work experience in a human service-related occupation. * A bachelor's or master's in a human services-related field would be required within 5 years. Must possess a valid driver's license issued in the state of residency. Must have the use of an insured automobile. A criminal records check conducted by the Bureau of Criminal Identification and Investigation and the FBI is required.

The classification of PPO 3 SCU has an assignment differential of 5% added to the monthly salary for working in the specialized crime unit.

Qualifications
Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time professional level experience in one or more of the following: probation/parole, counseling, social work, investigative, or legal experience.
Substitution of Experience for Education: Full time relevant professional experience, to include law enforcement experience, may be substituted for the bachelor's degree requirement on a year-for-year basis.
Substitution of Graduate Course Work for Experience: Graduate course work credit received from an accredited college or university in social science, behavioral science, criminal justice, criminology, social work, and/or law may substitute for the required experience to a maximum of two years (e.g., an additional 36 graduate quarter hours in one or a combination of the above-listed fields may substitute for one year of the required experience).

Overview
Under general supervision, an employee in this position is responsible for professional probation and parole work of considerable difficulty; performs related work as required. This is the lead or supervisory class in the Probation/Parole Officer series. An employee in this class leads or may supervise a small staff of subordinates in probation and/or parole work. This class differs from that of Probation/ Parole Officer 2 in that the incumbent of the latter functions at the working level. This class differs from the Probation/ Parole Manager in that an incumbent of the latter supervises a moderate-sized probation and/or parole staff.
Responsibilities
* Requests arrest warrants for non-compliance by the offenders as required by policy and procedures and utilize compiled offender information in order to determine proper steps for treatment.
* Promotes team building and cooperation with other team members and mentor and/or assists in training of new staff.
* Analyzes reports for needed action related to the offenders under their supervision. Handles offender complaints and grievances quickly and professionally as required by policy and procedures.
* Utilizes compliance reports on a monthly basis to determine work is in compliance with standards required by policy and procedures and monitor the offenders under their supervision to ensure compliance with release requirements set for the offenders by policy and procedures.
* Audit's casework for quality and adherence to standards required by policy and procedures and conducts annual offender interviews to ensure staff compliance with policy and procedures.
* Acts as liaison with judges, court personnel, law enforcement and other agencies concerned with the probation/parole program and who may have an effect upon the success of agency goals.
* Interacts in a positive manner with fellow employees and offenders to foster and maintain a respectful and harmonious working environment.
* Conducts a validated risk and needs assessments by utilizing motivational and interview techniques by collecting offender-specific information to help determine their level of risk to re-offend and identify their criminogenic risk factors. Assists offenders in decision-making processes and assess the availability of service providers to deliver appropriate services to offenders.
* Prepares and maintains offenders records and reports; identifies criminal activities and background information in reports or standard forms which answer special requests by the parole board; prepares narrative reports of the investigation process; total caseload activities when preparing monthly reports.

ChristianaCare Cardiology Consultants is a large practice consisting of more than 25 physicians and 16 advanced practice clinicians providing specialized cardiac care for residents in DE, PA, NJ and MD.
This position covers inpatient areas at both Newark and Wilmington Campus, as well as coverage as needed at our Cecil Campus. The selected candidate requires rotating through a variety of roles which include daily rounding, ED and floor consults, pre and post procedural care, stress test monitoring, and both acute and chronic outpatient management of patients with a cardiology diagnosis. The primary shift is comprised of 10 hour days from 7am - 5pm with weekend, nights, and holiday requirements as needed.
