Salary: Environmental Analyst I Grade 56 Minimum: $1,263.47/week Midpoint: $1,547.75 Environmental Analyst II Grade 57 Minimum: $1,415.81/week Midpoint: $1,769.76 Work Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. Job Description: PURPOSE OF POSITION: Environmental Analyst I: Under the direction of the Manager-Environmental Compliance, responsible for general oversight/review of environmental data collection, assimilation, and reporting to regulatory agencies. Environmental Analyst II: Under the direction of the Manager-Environmental Compliance, responsible for enhanced oversight of environmental testing, sampling, and waste disposal programs. ESSENTIAL JOB FUNCTIONS: Environmental Analyst I: 1. Monitors and analyzes routine and non-routine air and water quality data. 2. Provides quality assurance/quality control for data collected and summarizes data for management. 3. Compiles and tracks air emissions on an hourly, monthly, quarterly, and annual basis. 4. Compiles and tracks water quality data on an hourly, monthly, quarterly, and annual basis. 5. Provides periodic compliance testing oversight for emission monitoring systems under the Clean Air Act (CAA) Acid Rain Program and Mercury and Air Toxics Standard (MATS). 6. Prepares and reviews detailed accurate air and water quality reports for submission to regulatory agencies. 7. Assists in the management and disposal of PCBs, hazardous waste, universal waste, used oil, and other wastes. 8. Assists in the preparation of plans, procedures, and manuals for operating areas. 9. Shares the duty as Utility Spill Response Coordinator for oil and hazardous material emergencies. 10. Performs other related duties as required or assigned by management. Environmental Analyst II: 1. Proficient in all essential job functions listed under Environmental Analyst I. 2. Coordinates stack emissions testing program and other moderate to advanced CEMS data collection and analysis for internal and external reporting. 3. Coordinates quality assurance and reporting of water quality sampling and analyses data. 4. Prepares and updates emissions monitoring plans and quality assurance/quality control programs. 5. Responsible for coordinating and collecting monitoring data for annual report requirements. 6. Interfaces with federal/state/local regulators on environmental regulations, monitoring, and quality assurance. 7. Coordinates company-wide PCB, hazardous waste, universal waste, used oil, and other wastes management programs. 8. Assists with permit applications for Construction and Operating Permit programs. 9. Assists in the development of National Pollutant Discharge Elimination System (NPDES) permit applications. 10. Shares the departmental duty as Utility Spill Response Coordinator for oil and hazardous material emergencies. 11. Coordinates the preparation of sampling and analysis plans, emergency response plans, waste management manuals, and other plans and procedures as required. 12. Coordinates various company-wide voluntary recycling programs. 13. Performs other related duties as required or assigned by management. QUALIFICATIONS: Education and Experience: Bachelor's degree in engineering, chemistry, geology or other environmental discipline from an accredited college or university is required. Graduate coursework or applicable certification may be considered in lieu of one year of the experience requirement. Environmental Analyst I: A minimum of three years of recent environmental experience is required. Environmental Analyst II: A minimum of six years of recent electric utility and/or relevant environmental compliance experience is required. Licensing/Certification: Environmental Analyst I: Must have a valid driver's license (minimum Class F). Professional certification as an environmental professional is preferred. Environmental Analyst II: In addition to the Environmental Analyst I , Environmental Analyst II must be a Certified Visual Emissions Observer or be able to obtain certification within six months. Knowledge, Skills, and Abilities: Environmental Analyst I: Superior academic performance and strong mathematical, computation, and computer skills. Evaluates volumes of data with strict attention to detail. Familiar with industrial or laboratory services quality assurance and quality control procedures in relation to analytical instrumentation and equipment. Works effectively and efficiently with power plant and water treatment staff and management. Effectively communicate orally and in writing with utility management and regulatory agency personnel. Effectively utilize a range of digital tools and platforms, including but not limited to Microsoft Office Suite, enterprise software, artificial intelligence-enhanced applications, and self-service systems. Must possess a willingness and capacity to learn and adapt to emerging technologies, including mobile devices, cloud-based systems, and data-driven platforms relevant to utility operations. Maintain adherence to all company policies. Environmental Analyst II: In addition to the Environmental Analyst I , the following will be expected of the Environmental Analyst II : Advanced work knowledge of : o Either the National Pollutant Discharge Elimination System (NPDES) regulations under the Clean Water Act (CWA) or regulations under the Clean Air Act (CAA). o Solid and hazardous waste disposal requirements and understanding of Risk-Based Corrective Action methods and processes. Physical Requirements: Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer. Bending and stooping may be required for filing and file retrieval. Must be able to climb stairs, work in a temperature sensitive environment (heat and cold), and work in confined spaces and elevations over 300 feet. Working Conditions: Normal office environment. However, will be required to work in a power generating plant environment with inherent noise and heat of large machinery and fugitive dust and fumes. Visits to outlying CU facilities on a regular basis will be required. Will also be assessing monitoring equipment that is mounted on elevator-equipped stacks on platforms 150-250 feet above ground. Also, other equipment is mounted on platforms that are accessed by stairway 60 feet above ground. Miscellaneous Requirements: Must be able to provide reliable transportation for local out-of-office assignments. Must be able to work successfully with diverse groups of people. Employees must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner. TESTING Testing may be required.
