PURPOSE OF POSITION:
Under the general direction of the Manager-Human Resources, performs professional internal and external exempt and nonexempt recruitment, interviewing, and selection including conducting background checks, skills testing, new hire orientations, and on-boarding in compliance with Equal Employment Opportunity (EEO) and other employment related laws.
ESSENTIAL JOB FUNCTIONS:
HR Generalist I
1. Proactively recruits and attracts qualified applicants to fill open positions. Advertises and posts vacancies internally and externally. Represents CU at job fairs to promote and create awareness of Utility job opportunities.
2. Screens applicants to determine qualifications and credentials relative to open position requirements. Prepares job history evaluation statistics for appropriate internal candidates being considered for open positions. Enters data and routes qualified applicants to hiring managers using CU's applicant tracking system.
3. Advises and assists managers with preparation of selection criteria, testing, and interview questions. Conducts interviews of applicants and candidates for open positions ensuring application of appropriate EEO laws/regulations and provides advice and recommendations to managers in the selection process. Assists managers with writing and/or revising job descriptions.
4. Corresponds and answers inquiries from applicants, including advising them of employment opportunities. Provides employee education and career planning as necessary. Assists employees and the public with applications as requested.
5. Conducts reference checks through our third-party vendor on potential candidates for employment, including, but not limited to, employment history, criminal conviction history, education credential verification, etc. Ensure that the references are done in a consistent and nondiscriminatory manner.
6. Coordinates, administers, and evaluates testing conducted by Recruitment Office. Responsible for maintaining confidentiality of process and records.
7. Conducts and coordinates the orientation of newly hired and promoted employees. Ensures proper enrollment, accurate completion of necessary documents, and conveyance of appropriate conditions of employment to new employees.
8. Closing job files in compliance with EEO compliance and required documentation.
9. Assists with HR-related projects and cross-trains in other areas of Human Resources as needed.
10. Performs other related duties as required by management.
HR Generalist II
**In addition to the HR Generalist I, a HR Generalist II has increased ownership in the tasks and responsibilities listed above.
QUALIFICATIONS:
Education:
Bachelor's degree in Human Resources Management, Business Administration, Communications, or related field is required. Exceptional professional experience in Human Resources may be considered on a year-for-year basis in lieu of a four-year college degree.
Experience:
HR Generalist I
A minimum of one year of professional Human Resources experience is required. Master's degree or Professional in Human Resources (PHR) may be considered in lieu of one year of the experience requirement. Previous experience in recruitment is required.
HR Generalist II
A minimum of four years of professional Human Resources experience is required. Master's degree or Professional in Human Resources (PHR) may be considered in lieu of one year of the experience requirement. At least two years of recruitment experience in Human Resources is required. Experience in another area of Human Resources may be considered in lieu of up to one year of recruitment experience.
Licensing/Certification:
Professional in Human Resources (PHR) or equivalent professional certification is preferred. A valid driver's license is required.

Working Conditions:
Normal office environment. Duties will be performed at various City Utilities' locations and may require flexible hours.

Job Description:
PURPOSE OF POSITION:
Under the general direction of a Supervisor-Power Station Maintenance, installs, tests, programs, and maintains all electrical, pneumatic, digital, and fiber optic linked computer and process-based control instrumentation in the power plant. Responsible for installing, maintaining, and troubleshooting medium voltage (up to 6.9 KV), low voltage (480VAC), and 125 VDC power systems.
ESSENTIAL JOB FUNCTIONS:
1. Installs, modifies, maintains, and repairs all electrical, pneumatic, microprocessor controls, distributed control systems and instrumentation. Must be proficient in various protocols including, but not limited to, Foundation Fieldbus, HART, Profibus, TCP/IP, Modbus, DNP, OPC, IRIG-B, DeviceNet, ControlNet, 4-20 mA analog, and pneumatic systems of various types.
2. Installs, modifies, repairs, and troubleshoots low and medium voltage AC and DC power systems, breakers, and motor control. Tests, inspects, and maintains generator stator and rotor windings for integrity, as well as the generator control and excitation systems.
3. Required to work in close proximity to energized circuits. Must understand NFPA 70E standards and be able to determine proper arc flash protection requirements in accordance with those standards as required for working with voltages up to 6.9 kV.
4. Installs, modifies, repairs, and troubleshoots generator protective relaying, motor relaying, and feeder breaker relaying.
5. Assists in the identification and implementation of new network protocols, technologies, and services. Installs and maintains Local Area Networks utilizing fiber optic, Cat 5, and Cat 6 cables, as well as wireless protocols involving secure network protocols and wi-fi. Assists in maintaining security of network systems in order to ensure compliance with NERC standards.
6. Installs, maintains, and repairs circuit boards, recording instruments, uninterruptible power supplies, protective relaying equipment, and battery systems.
7. Uses computer-based test equipment to perform all required tests of medium and low voltage motors, cables, relaying, and controls. Uses and calibrates state-of-the-art instrumentation and test equipment, computer diagnostics and hand devices. Installs, programs, and maintains level and distance sensing equipment using various techniques, including ultrasonic, laser, and radar.
8. Develops, programs, and troubleshoots control logic contained within programmable logic controllers, distributed control systems, computer-based HMI programs, and various handheld devices.
9. Troubleshoots and repairs computer systems, including desktop, laptop, and handheld personal computers and system servers.
10. Installs, commissions, and troubleshoots variable frequency drives, including both low voltage and medium voltage drives, up to 6.9 KV systems.
11. Responsible for maintaining, calibrating, and evaluating performance of emissions monitoring equipment in order to comply with EPA Part 75 and EPA Part 60 requirements on a daily basis. This equipment shall include, but not limited to, gas analyzers, mercury analyzers, dilution probes, flow monitors, opacity monitors, ambient air monitors, and associated computer-based reporting software and hardware.
12. Interprets and utilizes blueprints, schematics, circuit board layouts, and equipment manuals.
13. Works safely and encourages safe work of others. Stays current with changing electrical codes and safety requirements. Stays current with changes in technology of both tools and procedures.
14. Participates in the planning, installation, and startup of various plant projects, including both new construction and unit retrofit projects.
15. Responsible for directing work on various projects of smaller scope involving primarily electrical and control system modifications and installations.
16. Performs other duties and functions as required for safe, reliable, and efficient operation of the generating station in a timely manner as assigned by management.
QUALIFICATIONS:
Education and Experience:
Qualified applicants must meet one of the following educational requirements:
1. College degree in Industrial Technology (Electricity/Electronics). Exceptional experience may be considered in lieu of a college degree on a year-for-year basis.
2. Completion of an accredited four-year apprentice program for either an instrument technician or journeyman electrician.
Qualified applicants must meet one of the following experience requirements. The term “recent” as referred to below shall mean the time period immediately preceding the applicant's interview for this job.
1. Minimum of two years' recent experience as a power plant electrician or instrument technician.
2. Minimum of three years' recent experience as an instrument technician or industrial electrician in an industrial plant.
Licensing/Certification:
Must have a valid driver's license (minimum Class F).
Knowledge, Skills, and Abilities:
A working knowledge of:
Problems and practices applicable to the function, construction and maintenance of electrical, pneumatic, and microprocessor-based equipment, elements, and printed circuit boards.
NFPA 70E standards involving Arc Flash Protection and be able to apply those standards.
Ability to:
Maintain power systems up to 6.9 KV.
Demonstrate knowledge of Asbestos Operations and Maintenance (O&M) training.
Distinguish each color of the EIA/TIA 598-C “Optical Fiber Cable Color Coding” standard or latest version.
Be dependable due to the nature of the position and the overall importance of power generation to the community.
Work courteously with customers and coworkers.
Make mature decisions with or without direct supervision.
Demonstrate good judgment.
Organize assigned work and perform it in a timely manner. Successfully navigate various electronic programs including but not limited to Microsoft Office Suites, other applicable information technology applications, and self-service platforms.
Effectively utilize a range of digital tools and platforms, including but not limited to Microsoft Office Suite, enterprise software, artificial intelligence-enhanced applications, and self-service systems. Must possess a willingness and capacity to learn and adapt to emerging technologies, including mobile devices, cloud-based systems, and data-driven platforms relevant to utility operations.
Maintain adherence to all company policies.
The employee may be required to take additional courses on his/her own time to obtain training in specific areas as deemed necessary by management, such as: digital, computer based, electronic, pneumatic, or instrumentation. The expense for such courses would be reimbursed by City Utilities upon successful completion.

Physical Requirements:
Physical requirements include: sitting, standing, grasping, bending, crouching, reaching, balancing, twisting, kneeling, pushing, pulling, and climbing. Must be able to lift 55 pounds regularly and 80 pounds occasionally, working at heights, and be able to visually differentiate between color-coded electrical and electronic equipment associated with this job. Must be able to respond to audible and visual alarms, including safety and production alarms. Must be able to work within the rated capacity of the Utility's aerial lifts, ladders, fall restraint devices, and/or other related equipment. Pulmonary function and hearing test are required.
Working Conditions:
Works in a power generating plant environment with the inherent noise and heat of large machinery and fugitive dust and fumes from the coal fuel. The work may be inside or outside of plant buildings in all types of weather as required. Work at heights on the structures will sometimes be required. May work in proximity to toxic and corrosive chemicals, asbestos containing materials, or other hazardous materials. May be required to participate as a member of the in-plant HazMat response team.
Safety Sensitive Position:
A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.
Miscellaneous Requirements:
Shift work may be required.
Must be willing to work overtime and under pressure in order to return equipment to service or meet imposed deadlines.
May be required to wear a respirator. Must be clean-shaven such that facial hair will not interfere with the respirator seal during annual fit testing of respiratory protection and when required to wear the respirator on the job. Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
Must be able to work successfully with diverse groups of people.
Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
Skills and abilities are expected to increase as the employee gains experience. Will usually be working with others but may be assigned to work alone on jobs within capabilities.
Applicable paper and practical testing may be required with a passing grade.

Responsibilities of a Shredder Operator
* Operate and continuously monitor shredding plant equipment to include input and output conveyors, the shredder, and downstream equipment and systems.
* Visually observe and direct activities of the shredding plant while in operation to maintain the proper flow of materials and communicate with co-workers to identify and prevent production disruptions.
* Continually monitor and adjust shredder settings and materials input to ensure proper material size and quality, and to maintain production efficiency.
* Complete pre- and post-shift plant inspections and routine preventative maintenance tasks.
* Preform clean ups, greasing of bearings, and aid the maintenance team with repairs as needed.
* Operate heavy equipment such as material handlers, front-end loaders, manlifts, etc. when not running the shredder or during maintenance and clean up periods.
* Complete all required production, maintenance, inspection, and other reports as required; and immediately report any concerns, defects, or needed repairs to management.
* Comply with all applicable federal, state, local, & SA Recycling safety, health, & environmental rules, regulations, policies, & procedures.
Qualifications of a Shedder Operator
* High School diploma, GED Certification, or equivalent work experience.
* Prior experience as a shredder operator in the metals recycling industry; or crusher operator in a plant or mining industry preferred.
* Strong personal desire to learn new skills and to advance to higher levels of competencies.
* Team player, dependable, motivated, and ability to effectively communicate well with others.
* Mechanically inclined, with welding and torch experience.
* Bi-lingual (English and Spanish) a plus.
* Ability to follow instructions provided in written or oral form.
* Ability to learn new tasks as assigned required.

Summary
You will perform precision welding and heavy mechanical repair work across power plant equipment to support safe and efficient plant operations.
Key Responsibilities
Troubleshoot and perform highly skilled electric arc and gas welding, cutting, brazing, pipefitting, and insulation installation/removal on power plant equipment.
Perform certified welding on boiler pressure parts, pressure vessels, and piping in accordance with ASME codes, subject to insurance underwriters' inspection/certification.
Execute a broad range of mechanical maintenance, including:
Repair/replacement of boiler tubes
Structural steel erection
Replacement of liner plates in fans, coal chutes, and hoppers
Welding repairs to castings and equipment
Piping/valve work (measuring, layout, cutting, threading, bending, fitting, installation)
Replacement of flange, valve, and heater gaskets; valve repacking, repair, overhaul
Cleaning/replacement of condenser and heat exchanger tubes
Where applicable, repair of traveling water screens
Working Conditions & Hazards
Full range of temperatures from very hot to sub-freezing; sudden changes may occur.
Exposure to noise, dust, dirt, fumes, odors, drafts, inclement weather, heights, and confined spaces.
Hazards typical of welding and heavy industrial maintenance work, including burns, flashes, and risks related to elevated work and energized equipment areas.
Qualifications
