EXEMPT UNREPRESENTED MID-MANAGEMENT Under general supervision and direction, performs various professional field and office engineering work related to the planning, design, construction, and maintenance of City works infrastructure and programs, including land development, traffic engineering, Capital Improvement Program (CIP) and project development, daily departmental operations, and serves as project manager for professional engineering activities; performs a variety of studies and prepares and presents staff reports; if appropriately registered, signs drawings, submits reports, and performs similar work within state guidelines; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; administers professional services and construction contracts; provides professional assistance to the Deputy Public Works Director; serves as subject matter expert in support of other City Department; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED Receives general supervision and direction from the Deputy Public Works Director. Exercises no supervision of staff. CLASS CHARACTERISTICS This is the journey-level registered class (licensed as a Professional Engineer in the State of California)in the professional engineering series, capable of performing a full spectrum of City engineering and project management work. Incumbents are expected to perform project planning, design, review, and construction oversight; including cost estimating, preparation of plans and specifications, and environmental reviews; as well as assisting with other activities and daily departmental operations. Positions at this level are distinguished from the Assistant level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are aware of applicable operating procedures, policies, and engineering standards. Positions in the professional engineer class series are flexibly staffed, and positions at the Associate level are normally filled by advancement from the Assistant level requiring three (3) additional years of experience and after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, the employee is required to have four (4) years of prior related experience that allows the employee to meet the qualification standards for the Associate level and to possess and maintain registration as a licensed Professional Engineer in the State of California. Conducts studies and confers with the public regarding traffic and transportation issues; addresses traffic control and signage problems. * Investigates field problems affecting property owners, contractors, and maintenance operations; responds to citizen inquiries and complaints; provides information to the public at the front counter in person, via telephone, or other means of communication regarding grading, encroachment permits, right-of-way and property line information, utility information, slope stability and groundwater issues, improvement plan check, and payment processes. * Participates in City long- and short-range capital improvement and preventive maintenance activities. * Interprets and administers applicable laws and ordinances governing engineering work. * Prepares and submits grant applications and administer grant agreements with local, State, or Federal agencies. * Reviews and approves encroachment permit and traffic control plan applications submitted to the City. * Researches, prepares, and recommends methods of financing various improvements, including the use of assessment districts and areas-of-benefit; reviews, analyzes and makes recommendations concerning engineering, project costs, operations and control aspects of land development proposals including environmental and other documentation. * Performs the full scope of construction inspections to confirm contractual compliance to engineering and construction standards. * Acts as the City's liaison with a variety of committees, commissions, construction and design engineers, and developers; represents the City and the department in meetings with other public, regulatory, and private organizations. * Prepares a variety of written correspondence, reports, grant applications, plans, procedures, ordinances and other written material. * Maintains accurate records and files. * Monitors changes in laws, regulations and technology that may affect operations; recommends policy and procedural changes as required. * Attends meetings, conferences, workshops, and training sessions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of municipal engineering and other types of public services as they relate to the area of assignment. * May provide technical direction and training to other planning and technical staff. * Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks. * Performs other duties as assigned. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. BASIC REQUIREMENT: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. 4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANTS MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW: SPECIALIZED EXPERIENCE: GS-11: Applicants must possess one year of specialized experience to at least the (GS-09) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience performing such duties as participating in design work for new construction, renovations, and improvements to real property facilities, including utility systems, small, routine projects or portions of large, complex projects; analyze programmed projects for development of design criteria, participate in technical review of design calculations, analyses, drawings, and specifications; prepare project time schedules and costs estimates; prepares or participates in the preparation of architect and engineer (A&E) statements of work; reviews A&E design calculations, costs estimates, analyses, drawings and specifications to ensure compliance with project requirements; and use computer/computer aided software, etc., to solve engineering problems OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: Applicants must possess one year of specialized experience to at least the (GS-11) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience such as performing duties as provide project management services for infrastructure maintenance, construction, and improvements for a diverse industrial complex or military installation or comparable entity including substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities; plan projects that involve substantial infrastructure maintenance and improvements; etc. GS-13: Applicants must possess one year of specialized experience to at least the (GS-12) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience such as performing duties that demonstrate my ability to produce detailed designs, drawings, and construction documentation; originate, assess, and provide advice on concrete and reinforcing designs, engineering drawings, hydraulic designs, and soil and foundation mechanics; negotiate cost of minor changes with contractor representatives; and anticipate, evaluate, and resolve problems and issues affecting the quality, scheduling, budgeting, or progress of work performed in completing projects; etc. GS-14: Applicants must possess one year of specialized experience to at least the (GS-13) grade level under the General Schedule (GS) or other pay systems.
