Ensure Carrier HUBs and circuits are accurately recorded in design (MetaSolv/DICE) and operations (FINS, FMS, etc.) toolsets and ensure network POP design documentation accurately reflects as-built configurations. Document design deviations and/or discrepancies and submit ClearQuest PTRs to capture design changes and/or corrections with circuit designs. Support scheduled planned maintenance events (Moves, Adds, Changes) and direct Harris field technicians with the installation and activation of SONET, ancillary equipment, and circuits. Work directly with Telco Carrier and field technicians to isolate and resolve issues with new circuit activations and troubleshooting as required. Follow MetaSolv/DICE workflow processes and update IXC circuit database during IXC circuit installations, activation, changes, and/or disconnects as needed. Provision Optical IXC circuits using Cisco Prime Optical (CPO) or Cisco Transport Controller (CTC) and configure ancillary equipment for delivery of sub-rate circuits (e.g., RAD RICi-16/EGATE-100, Cisco ASR1002/1001-X router port configurations including T3/T1 SIP/SPA, DNX-11/88 port configurations, etc.). Ensure circuits are provisioned IAW circuit design documentation and resolve discrepancies before circuits are released to the customer. Interface directly with internal and external customers and provide technical assistance with service activation and circuit verification testing. Monitor and identify optical network alarms and proactively investigate and identify the root cause to minimize disruption and impact to operational circuits. Provide recommendations for improving processes and procedures and assist in the maintenance and upgrades of controlled documentation. Support scheduled maintenance events during normal operating hours and after hours/weekends as needed. Assist in the collection of data needed to perform analysis of network issues. Assist with the execution of test procedures and provide feedback to ensure procedural steps are correct. Qualifications: Bachelor's Degree and a minimum of 4 years of prior related experience. Graduate Degree or equivalent with 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience. Position requires working intimately with Public Works Management and Engineering staff for matters involving unusual development or planning problems. * Prepares engineering plans and specifications for in house Engineering/Construction projects and repairs including preparation of permit applications for various permitting agencies. * Manages and assists in the design of capital improvement projects to ensure planning, design, development and construction is completed in compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices. * Provides construction management services for capital improvement projects and provides guidance for the day-to-day operations, administration, and decision making related to new building construction and renovation projects, as well as utility projects such as water, sewer, paving, and drainage and roadways. * Performs engineering inspections of city infrastructure improvements including water, sewer, storm water drainage systems, roadways and vertical construction; reviews and approves permits for work in the public right-of-way. * Reviews developers' projects and attend development review committee meetings to ensure designs meet all applicable city codes and regulations. * Provides information and interpretation of codes and regulations. * Provides technical information and interpretation to the public, developers, permitting agencies, consultants, contractors and other city staff. * Assists in managing the City's Municipal Separate Storm Sewer System (MSSS)/NPDES, Community Rating System (CRS) and FEMA Remapping Programs. * Assists Purchasing division with bid preparation, including contract documentation and development of technical specifications. Attends pre-bid meetings, review bids, and makes recommendations to Purchasing Division and Public Works Management. * Provides project management support as directed by Assistant Director or Department Director. * Respond to, meet and inform residents, vendors and contractors on matters regarding civil engineering principles and concepts. Bachelor's Degree in Civil Engineering or related field. Two (2) to four (4) years of responsible technical experience in engineering. Must possess a State of Florida Engineering Intern certification.
