Position Summary:
Serves as a primary source for technical level engineering on private development plan review including but not limited to, design of water, wastewater, and drainage utilities. This position reviews both capital and private development projects for conformance with adopted codes and statutes.
Essential Duties:
Reviews, processes, and approves private development engineering plans, reports, model outputs, and any other information related to City owned utilities to ensure compliance with applicable City, county, state, and federal codes and guidelines; researches and identifies the availability of water and sewer service utilizing the digital Geographic Information System (GIS) mapping system, as-built plans, and field data.
Coordinates with other departments to ensure that planning and reviewing of functions are effectively integrated into the projects, meet processing deadlines, and do not conflict with existing or planned utilities.

Participates in selected capital project meetings when projects bear a relationship to existing infrastructure or other private development-related concerns.
Reviews and prepares ADEQ forms for additions to the City's water and wastewater systems; assists in the maintenance of the wastewater treatment capacity and collection system commitment data files for all new development and capital improvement projects as required by ADEQ.
Conducts water and wastewater modeling for new development projects to simulate additions to the City's systems.
Coordinates and/or resolves questions and concerns from the public; represents the City at internal and external meetings involving utilities.
Supervises and trains staff; prioritizes and assigns workload; evaluates performance; and ensures employees follow policies and procedures.
