JOB SUMMARY This position works under the general guidance and direction of the Director of County Services and manages various projects/programs generally in the Department of County Services. The position involves performing complex and professional engineering work for environmental, water, sewer, street, and other projects and programs ensuring technical competence and compliance with all current codes and criteria. ESSENTIAL JOB FUNCTIONS * Reviews development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans. * Provides project management for all developments that require County approval. * Oversees assigned projects to ensure developer compliance with codes, regulations, and standards implemented and enforced by the County. * Reviews sanitary sewer, water, storm drainage, and street design, plats, and comprehensive plans. * Assures as-built records of projects comply with County regulations, and documents necessary changes to development design. * Responds to public or other inquires relative to engineering procedures on specific projects and other information. * Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. * Inspects and approves all phases of construction and improvement plans, standards, specifications, special requirements, codes, and regulations; issues correction notices or approvals, as required. * Managers guarantee agreement process includes establishing escrow amounts, tracking projects, inspecting improvements for compliance, and recommending releases, extensions, and/or claims related to incomplete improvements. * Knowledge of every aspect of the project lifecycle. * Coordinates activities, schedules and responds to inquiries with contractors, property owners, staff, other County departments, and public. * Compiles information and prepares reports, as required including creating long and short-term plans, setting targets for milestones and adhering to deadlines. * Makes effective recommendations and decisions when presented with multiple options for how to progress with project. Performs work at assigned location during specified business hours. * Performs related additional duties as required and assigned. Position Civil Engineer - County Services Position Requirements QUALIFICATIONS Education and Experience: Bachelor's Degree in Civil Engineering or a closely related field, from an accredited university; One (1) year of professional civil engineering experience; Or equivalent combination of education and experience. Licenses or Certifications: Must possess a valid State Class E Commercial Driver's License. Registration as a Professional Engineer in the State of Missouri. Special Requirements: Many situations may require early morning or late evening hours. Knowledge, Skills and Abilities: * Knowledge of civil engineering principles, practices and methods as applicable to a County setting. * Knowledge of applicable laws, standards and regulations relating to construction, inspection, building and commercial construction. * Considerable knowledge of inspection methods. * Considerable skill in reading and interpreting construction drawings, plans and specifications. * Ability to prepare, organize and maintain inspection field and office data, reports and systems. * Ability to effectively communicate complex technical information, verbally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public. * Ability to perform required mathematical computations. * Ability to use a personal computer, including word processing, spread sheet, and data base software, testing equipment, motor vehicle, phone, mobile or portable radio. * Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. PHYSICAL DEMANDS The work is light and requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.
