Summary:
Assists in the coordination of assigned construction projects, from the planning and buyout phases to the construction phase, closeout, and warranty period. Works directly with the Project Management team and Project Superintendent and typically offices at the jobsite. Conforms to corporate policies and procedures, upholds ethical standards, and exemplifies corporate values, with an emphasis on integrity and service.
Essential Duties and Responsibilities:
Thoroughly understand project documents, including drawings, specifications, and addenda.
Assist Project Manager with distribution of project documents.
Manage shop drawings and submittals, reviewing for conformance to project requirements, transmitting to appropriate approver, and logging appropriately.
Manage Request for Information (RFI) process, gathering pertinent information, coordinating with Project Manager and Superintendent, logging appropriately, and posting answers to As-Built drawings.
Assist Superintendent with management of daily jobsite operation, preparing correspondence and meeting minutes, creating task lists, etc.
Promote jobsite safety with an achievable goal of zero jobsite incidents. Actively participate in safety meetings, job walks, and other safety-specific tasks.
Coordinate and direct the activities of professional service providers such as material testing and surveying firms.
Assist Project Team in implementation of Quality Management System and compliance with QMS protocols.
Ensure accurate daily update of As-Built drawings.
Lead assigned elements of project closeout, including Punch List, Owner turnover manuals, required Owner training.
This job is safety sensitive for medical marijuana purposes.

Education/Skill Requirements:
A 4-year college degree in Construction Management, Construction Science, or similar program is preferred.
Some career experience in commercial construction preferred.
Excellent written and oral communication.

DEPARTMENTAL INFORMATION
The Civil Engineer II position plays a vital role in supporting projects that enhance public safety and ensure regulatory compliance across multiple areas within the Engineering Division. In the Drainage and Bridge Section, this role contributes to initiatives that protect the public and development community from potential flooding through bridge and dam inspections, updates to drainage criteria and ordinances, coordination of Corps of Engineers permits, and providing detailed reviews of Bond and Capital Improvement Projects plans and calculations. In the Paving Section, the Civil Engineer II supports pavement management for Oklahoma City's roads and sidewalks by coordinating intergovernmental funding for street projects, recommending pavement repairs and improvements, reviewing sidewalk and street construction plans, assisting with utility pavement cut repairs, and assisting with the Pavement Management System.
JOB SUMMARY
This job is located in the Engineering Division of the Public Works Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The primary purpose of this position is to analyze, evaluate, design, and execute engineering projects. The knowledge and skills required to efficiently and effectively apply engineering principles and practices to public-works projects must be acquired prior to assuming the position. Civil Engineer II is a fully functional professional engineering classification responsible for developing design specifications and establishing project requirements for projects that are moderate in scope. Essential job functions include: developing engineering design specifications for proposed projects or systems modifications; providing functional supervision to lower-level professional and technical staff; reviewing construction plans to ensure compliance with City codes, ordinances, standards, and overall project feasibility; and coordinating the proper implementation of plans in actual construction. The work involves administrative processing of detailed information, including contracts, and entails appraising property values and determining specific requirements (i.e., sanitary sewer, easement, etc.) for the completion of engineering projects. This classification may also provide project-based functional supervision to entry-level Civil Engineers and other engineering-support staff. The employee often serves as an information source for City employees at all levels and the public and is frequently required to render technical advice and opinions with regard to specific projects. Supervision is received from section/division head-level Civil Engineers.

Strong knowledge of paving and drainage design standards, as well as street construction practices such as proof rolling, concrete placement, hot mix asphalt application, and stabilized subgrade construction.
Familiarity with regulatory frameworks, including FEMA and U.S. Army Corps of Engineers rules and regulations.
Proficient in engineering software tools, including HEC-RAS (Hydrologic Engineering Center - River Analysis System), HydroCAD (Hydrologic Computer-Aided Design), HY-8 (Hydraulic Design Software for Culverts), Hydraflow, and HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System).

DEPARTMENTAL INFORMATION
The Utilities Department, one of the largest City departments with 828 employees, ten divisions, and an annual budget of $850 million, provides water, wastewater and solid waste management services. Our 10-year capital improvement program is nearly $6 billion. The treatment and distribution system consists of two water treatment plants, four wastewater treatment plants, 4,000 miles of water pipe and 3,000 miles of sewer pipe. Oklahoma City relies on water from two sources, the North Canadian River supply, and the Southeastern Oklahoma supply. Canton, Hefner and Overholser Reservoirs receive water from the North Canadian River. The Stanley Draper Reservoir receives water from the Atoka and McGee Creek Reservoirs located in southeast Oklahoma via a 100-mile, 60-inch pipeline. In 2019, we began constructing the second 100-mile, 72-inch Atoka Pipeline to provide additional capacity. Approximately 22 miles of pipeline have been built, and 42 miles are under construction. Three new pump stations are also under construction. The remainder will be bid later this year. The Program is scheduled to be completed by the end of 2028. We continuously plan for future water supply needs and have secured additional water rights in southeast Oklahoma from the Sardis Reservoir in the Kiamichi River basin. The construction of a 30-mile pipeline connecting the Kiamichi River to the existing water supply system is anticipated to begin within the next several years. This position is member of a dedicated team of engineers who are ensuring that Oklahoma has a reliable water supply well into the future. This professional engineer supports the Raw Water, Reservoirs, Dams & Roads Section of the Engineering Division.
JOB SUMMARY
This job is located in Engineering Division of the Utilities Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The primary purpose of this position is to analyze, evaluate, design, and execute engineering projects. The knowledge and skills required to efficiently and effectively apply engineering principles and practices to public-works projects must be acquired prior to assuming the position. Civil Engineer II is a fully functional professional engineering classification responsible for developing design specifications and establishing project requirements for projects that are moderate in scope. Essential job functions include: developing engineering design specifications for proposed projects or systems modifications; providing functional supervision to lower-level professional and technical staff; reviewing construction plans to ensure compliance with City codes, ordinances, standards, and overall project feasibility; and coordinating the proper implementation of plans in actual construction. Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions.
BASIC REQUIREMENT:
Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.
4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANTS MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW:
SPECIALIZED EXPERIENCE:
GS-11: Applicants must possess one year of specialized experience to at least the (GS-09) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience performing such duties as participating in design work for new construction, renovations, and improvements to real property facilities, including utility systems, small, routine projects or portions of large, complex projects; analyze programmed projects for development of design criteria, participate in technical review of design calculations, analyses, drawings, and specifications; prepare project time schedules and costs estimates; prepares or participates in the preparation of architect and engineer (A&E) statements of work; reviews A&E design calculations, costs estimates, analyses, drawings and specifications to ensure compliance with project requirements; and use computer/computer aided software, etc., to solve engineering problems OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
GS-12: Applicants must possess one year of specialized experience to at least the (GS-11) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience such as performing duties as provide project management services for infrastructure maintenance, construction, and improvements for a diverse industrial complex or military installation or comparable entity including substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities; plan projects that involve substantial infrastructure maintenance and improvements; etc.
GS-13: Applicants must possess one year of specialized experience to at least the (GS-12) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience such as performing duties that demonstrate my ability to produce detailed designs, drawings, and construction documentation; originate, assess, and provide advice on concrete and reinforcing designs, engineering drawings, hydraulic designs, and soil and foundation mechanics; negotiate cost of minor changes with contractor representatives; and anticipate, evaluate, and resolve problems and issues affecting the quality, scheduling, budgeting, or progress of work performed in completing projects; etc.
GS-14: Applicants must possess one year of specialized experience to at least the (GS-13) grade level under the General Schedule (GS) or other pay systems. Specialized experience is performing duties such as the design, review and/or approval of all civil design features of assigned civil works and/or military projects; preparation of feasibility and engineering studies, site plan, provide advice and guidance on diversified engineering problems and technical expertise covering modifications, review and interpret engineering data, criteria, and higher headquarters policy and regulations pertinent to civil engineering designing and construction etc.
GS-15: Applicants must possess one year of specialized experience to at least the (GS-14) grade level under the General Schedule (GS) or other pay systems. Specialized experience is having working knowledge of related scientific and engineering fields such as civil, structural, mechanical, and materials, capable of applying new developments and experienced judgement to solve novel or obscure problems; ability to extend and modify existing techniques; and ability to develop new approaches for use by other technical experts in providing structurally sound an secure facilities and infrastructure to protect and support military forces.

A & M is seeking an Civil Engineer to join our team providing leadership and management supporting A & M's portfolio of environmental projects. Duties will include:
Direct, manage, and lead project teams;
Proposal development (technical writing, cost estimating, coordination meetings, scheduling, etc.);

Responsibilities/Duties
WHAT YOU'LL BE DOING
The successful candidate will be responsible for:
Prepare design drawings for civil engineering, earthwork, and landfill construction projects.
Work closely with the project management and site supervision team, crew, and clients on construction projects to provide day to day technical support to ensure work performed complies with all contract documents.
QA/QC for earthwork and landfill construction.
Assist with field quality control testing and sampling (Including soil, groundwater, and storm water sampling).
Prepare Site Plans compliant with various zoning requirements.
Develop grading plans and models including earthwork balances and drainage analysis.
Assist in the Bidding and Construction Administration phases of projects.
Provide technical oversight of subcontractors, be the technical interface between the owner's engineer and field crews; control and implement request for Information documents and processes.
Assist with the preparation of change order documentation and claim analysis, including any supporting estimates, technical analysis, or technical writing.
Support Project Manager in coordination and scheduling.
Provide general construction engineering support.
Prepare engineering reports, plans, specifications, and studies
